STATEMENT OF WORK
FOR
RELOCATION/UPGRADING MONACO D-21 SYSTEM BLDG. 460, 3900, 4560, AND 755
SCOTT AIR FORCE BASE, ILLINOIS
11 JULY 2018
1. Requirement & Objective: This relocation and upgrade will:
a. Relocate Monaco D-21 Primary Server and peripherals at Bldg 460 fire station 1 to
Bldg 755 Security Forces to form a joint Emergency Control Center (ECC). The antenna and RFM modems will remain in operation at their current locations, Bldg 460 and Bldg 4560.
b. Relocate Monaco D21 redundant server and peripherals at Bldg 4560 fire station 2 to Bldg 460 fire station 1 to form an alternate (ECC). The antenna and RFM modems will remain in operation at their current locations, Bldg 460 and Bldg 4560.
c. D-21 technology upgrades outdated Monaco D-21 CPU equipment. In addition, the latest technology and software updates ensure the D-21 system runs at optimal performance levels that will enhance fire response capabilities and provide a higher level of safety to responders.
d. D-21 Defense Information Assurance Certification and Accreditation Process (DICAP) secures/hardens the D-21 computer so that it can be put through (DIACP) or risk management framework (RFM) by Scott AFB. All computers should be running an operating system that is still having security patches produced for it so that security vulnerability can be mitigated. For the DoD, this means windows 10 or later.
If your D-21 system does not meet this requirement, repair-by-replace computers will be purchased to bring system up to the DoD standard.
e. Install Station Alerting is comprised of three flexible components view generator, tone alerting and remote equipment controls. These components provide information and control to remote locations allowing responders to get information they need efficiently and get to the incident quickly.
f. Install Remote Equipment Control adds to the D-21 system to automatically activate or deactivate any connected device with general input/output (GPIO) panels to help manage the response without operator interaction. The system allows the operator at the D-21 workstation to manually activate any of the outputs as may be required.
g. Install D-21 View generator to provide informational displays in remote emergency services locations such as equipment bays, hallway’s or any common area. The system cycles through current incidents and displays critical information such as road blocks, hazmat plumes, staging areas, and shortest routes.
h. Install Tone Alerting via Radio provides customized tone alerting to users of you existing Land Mobile Radio (LMR) system. The toning panel includes the ability to use unique tones for different emergency types which can be used to identify specific crews that need to respond based on a particular event.
i. Install Text to Speech function that automates the announcement of assigned resources and the incident’s building number and address. It allows authorized users to type voice announcements which are translated to audible announcements in remote stations or other locations.
j. Install D-21 Time Server that uses the network protocol (NTP) device on the Monaco D-21 network to ensure that all D-21 network to ensure that all D-21 system computers and equipment are synchronized to the same international clock. It provides accurate time stamping for the database.
k. Install Public Address System upgrade to work in conjunction with Monaco tone alert panel, Monaco will provide a compatible public address (PA) system to broadcast the emergency tones and voice messaging from the tone alert panel. PA system is capable of accepting up to four line/mic inputs that may be prioritized to allow higher priority message source to supersede a concurrent lower priority message.
l. Install Bay door Video Monitoring system includes the installation network cameras to be strategically located in fire station equipment bay. Cameras will transmit images back to dispatch center and will be displayed on a D-21 monitor located at selected dispatch workstations. This system allows for 24/7 viewing of the images, which allows dispatchers to know the status of each bay door.
m. Digital Voice recorder is a self-contained unit that logs the date, time, telephone number, channel descriptor, and channel number per call. The information is stored on a hard disk and duplicated on removable DVD-RAM media.
2 Option 1 Configure the D-21 Command Decision Display Tools (CDDT), Plume, Shortest Route software upgrades includes the following:
a. Install D-21 (CDDT) provides visual information on the map to users.
Information displayed includes established road blocks, traffic flow patterns, staging areas, control points or flow markers and draw perimeters directly on map. This feature allows all D-21 users to visually share information about measures taken regarding the incident, providing a common operating picture for all users.
b. Install D-21 Shortest Route uses specialized map layers to calculate and display the shortest route between two points on D-21 map. When route is calculated it avoids projected plume paths and any designated warning areas that have been placed on the D-21 map. Warning areas can include road closures, established perimeters/cordon, or secured areas.
c. Install D-21 Hazmat Plume provides the D-21 system with the ability to project the movement of smoke, gas, chemicals, and other airborne hazards based on wind speed, direction, temperature and humidity. The estimated chemical concentration cloud is displayed as a “plume” on the D-21 map display.
3. Project Scope: The work consists of furnishing all labor, materials, and equipment necessary to accomplish, but not limited to, the following as stated in this SOW:
ECC (BDOC) Bldg 755
a. Relocate existing D-21 Primary server, monitor, and keyboard to ECC Bldg 755.
The antenna and modem to remain in Bldg 460
b. Provide and install one (1) repair by replace primary CPU at ECC Bldg 755:
c. One (1) rack Server/Client CPU (primary D-21)
d. Includes Win10 operating system
e. Preconfigure the CPU with Scotts current D-21 database
f. Transfer existing licenses to the new CPU
g. Existing CPU will be de-commissioned
h. Configure the D-21 Primary server with Tri-Color Annunciation, Camera monitoring, GPIO, Tone Alerting, Text to Speech, and text to speech for LMR software upgrades
i. Provide and install one (1) Tone Alert Panel for LMR with Text to Speech and
j. Includes one (1) 24 port managed switch
k. Back up UPS
l. Provide and install media converter via Fiber for connectivity between all D-21 locations
m. New push-to-talk desk top microphone and VOIP for paging announcements
n. Provide and install media converter via Fiber for connectivity between all D-21 locations
Fire Station 1 (Alt ECC) Bldg 460
a. Relocate existing D-21 Redundant server, monitor, keyboard to Fire Station 1 Bldg 460
b. Provide and install one (1) repair by replace redundant CPU at Fire Station 1:
c. One (1) tower Server/Client CPU (redundant D-21)
d. Includes Win10 operating system
e. Preconfigure the CPU with Scotts current D-21 database
f. Transfer existing licenses to the new CPU (new software dongle will be provided)
g. Old CPU dongle software key(s) will be returned to Monaco with the installing technician
h. Existing CPU’s will be de-commissioned
i. Configure the D-21 Redundant server with Tri-Color Annunciation, Camera monitoring, GPIO, Tone Alerting, Text to Speech software upgrades
j. Provide and install one (1) View Generator, one (1) 55” LCD Monitor, one (1) wall mount UPS, one (1) Tone Alert Panel with Text to Speech and two (2) GPIO panels at Fire Station 1
k. Includes one (1) 48 port POE managed switch
l. Each GPIO panel supports up to 32 outputs
m. Provide and install one (1) Time Server
n. Provide and install replacement PA System at Fire Station #1 to include:
o. New push-to-talk desk top microphone and VOIP in alternate dispatch room for paging announcements
p. Upgrade existing Tone Panel with VOIP module for paging announcements and install line level/telephone cards in new amplifier
q. Backup UPS
r. Two (2) new 250 Watt Amplifiers with input capabilities for Crash Phone, activation by station phone, auxiliary input and Tone Panel input/integration
s. New Ceiling speakers (73 each) and wiring
t. Ambient noise detection and volume control for bay speakers
u. Customer responsible for disposal of old PA components
v. Provide and install media converter via Fiber for connectivity between all D-21
Fire Station 2 Station Alerting and PA System
a. Provide and install one (1) 55” LCD Monitor with Remote Display Controller, one (1) wall mount UPS, one (1) Tone Alert Panel with text to speech and one (1) GPIO panel at Fire Station 1
b. Includes one (1) 24 port POE managed switch
c. GPIO panel supports up to 32 outputs
d. Provide and install replacement PA System at Fire Station #2 to include:
e. Upgrade existing Tone Panel with VOIP module for paging announcements and install line level/telephone cards in new amplifier
f. Backup UPS
g. New 250 Watt Amplifier with input capabilities for Crash Phone, activation by station phone, auxiliary input and Tone Panel input/integration
h. New Ceiling speakers (21 each) and wiring
i. Ambient noise detection and volume control for bay speakers
j. Customer responsible for disposal of old PA components
k. Provide and install media converter via Fiber for connectivity between all D-21
Fire Station 3 Alerting and PA System
a. Provide and install one (1) 55” LCD Monitor with Remote Display Controller, one (1) wall mount UPS, one (1) Tone Alert Panel with text to speech and one (1) GPIO panel
b. Includes one (1) 24 port POE managed switch
c. GPIO panel supports up to 32 outputs
d. Provide and install replacement PA System at Fire Station #3 to include:
e. Upgrade existing Tone Panel with VOIP module for paging announcements and install line level/telephone cards in new amplifier
f. Backup UPS
g. New 250 Watt Amplifier with input capabilities for Crash Phone, activation by station phone, auxiliary input and Tone Panel input/integration
h. New Ceiling speakers (25 each) and wiring
i. Ambient noise detection and volume control for bay speakers
j. Customer responsible for disposal of old PA components
k. Provide and install media converter via Fiber for connectivity between all D-21
General Camera Central Equipment at ECC Bldg 755
a. Provide and install one (1) 40U rack, includes:
KVMA Drawer UPS with UPS monitoring and bypass switch
b. Provide and install one (1) Network Video Monitoring Server
c. Provide and install one (1) Network Video Monitoring Client (rack mount) at the
ECC with desktop extension
d. Provide and install one (1) Network Video Monitoring Client (tower) at the Fire
Station 1 ECC
e. Provide and install Network fixed mount cameras
Twelve (12) at Fire Station 1 Six (6) at Fire Station 2 Four (4) at Fire Station 3
f. Provide and install one (1) 12 port DoDIN APL Layer Switch for VLAN routing
g. Upgrade the D-21 systems with DIACAP-able upgrade
Primary & Redundant CPU’s (S1 & S2)
‐ View Generator VG ‐ Video Server VID-S1 ‐ Video Clients VID-C1, VID-C2
h. Configure the D-21 S1 & S2 with Media Works
i. Provide and install one (1) DVR with touch screen interface at ECC (BDOC) Bldg
755:
Includes 40 Analog and 16 Digital channels Crash phone integration hardware to send crash audio to Fire Stations
j. Install tri-color LED annunciation system
- Install 60 red/white/blue LED light fixtures in Fire Station 1, one next to each interior bunkroom PA speaker
- Install 20 red/white/blue LED light fixtures in Fire Station 2, one next to each interior bunkroom PA speaker
- Install 22 red/white/blue LED light fixtures in Fire Station 3, one next to each interior bunkroom PA speaker
- Annunciation shall be as follows: Red for Crash, Clear for Structural, Blue for
Medical, and capability to activate ALL
- Red annunciation LEDs shall activate automatically during Primary and
Secondary Crash phone activation
- LEDs shall ramp dim to bright, ramp duration and intensity to be set jointly with the customer at site during installation
k. Contractor shall ensure all existing and installed equipment functions properly IAW manufacturer’s guidelines at both the primary and secondary locations acceptable to the user. Contractor shall perform a final capabilities function test to demonstrate acceptable operability, equipment interface, and train at least 4 fire department personnel on proper usage, troubleshooting, and other items pertinent to the install.
- GENERAL INFORMATION:
- Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes.
Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas. All identifying credentials will be compliant with the REAL ID Act.
- Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
- Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Dixon Visitor Control Center upon expiration of pass and/or completion of contract.
- Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
- Access to Installation during Force Protection Conditions (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction.
Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
- Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
- Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
- Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
- Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
- Contractors Working in Controlled or Restricted Areas The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, Integrated Defense, and command/local directives.
- Access to Government Facilities with Controlled or Restricted Areas The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location.
Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
- Contractors Responsibilities while Working within Controlled or Restricted Areas Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SABFI 31-1 Integrated Defense/Antiterrorism Plan. Contractors shall not escort other contractor employees within controlled or restricted areas. Upon completion of the contract, all 1199CDs will be turned into the sponsor and in turn delivered to 375th SFS/S5B, Line Badges. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SABFI 31-1 Integrated Defense / Antiterrorism Plan.
- Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
- NON-PERSONAL SERVICES AND/OR INHERENTLY
GOVERNMENTAL SERVICES: The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
