STATEMENT OF OBJECTIVE

FOR

BUILDING #1805 / PHONES, INTERCOM, PA SYSTEM

SCOTT AIR FORCE BASE, ILLINOIS

1. PROJECT SCOPE:

Provide and install all equipment needed to support a phone, intercom, and public announcement (PA) system in Bldg 1805. Contractor will provide equipment, technical support, system start-up, programming, testing, low voltage cable, cable supports, and owner training. All purchased parts and labor should be covered for a period of at least 1 year.

2. BACKGROUND:

Our phone/intercom system is very old and needs updated. We currently have a phone device in every classroom (13), 5 offices, the staff break room, 3 at the front desk and on 3 playgrounds.

Only the phones in the offices and front desk have the capability to dial an outside line. The rest of the phone devices are only to be used as an intercom, to communicate between rooms within the facility.

3. EQUIPMENT:

We need phones in the same places as listed above plus add a phone with intercom capabilities only, to the training room and playground. See building 1805 floor plan for details.

Staff should be able to call any room in the facility to communicate their needs without leaving the classroom or their assigned work area.

Phones must have the ability for handsfree/speaker phones.

Phones on the 4 playgrounds must have a weather proof box/station of some sort to house the phone.

Public Announcement System that communicates to all areas of the facility and playgrounds, in the event of an emergency or other mass notification. Announcements will only be made from front desk phones. Announcements will be broadcasted through a required speaker system. 22 Speakers will be installed inside, to include the front desk area, classrooms, and hallways, while 5 will be installed outside, totaling 27 speakers required.

Phones must be corded. Cordless phones are not allowed on the base telephone network.

4. SECURITY PROVISIONS:

4.1 SECURITY AND PRIVACY: This applies to all contractor personnel including deliverymen who need to enter Scott AFB. Personnel will be required to divulge Privacy Act information as required to meet Air Force security requirements. Contractor must be escorted at all time while within Building 1805.

4.2 CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center (NCIC). LEADS checks will verify if a person is wanted by local, state, and federal agencies.

All contractor and subcontractor personnel must consent to LEADS background checks.

Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes.

Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government.
