PNQS-09-4491 Repair Dining Facility Bldg. 668 – Questions and Answers v1
1. Are CPARS allowed to be submitted in our proposal with the PPI in lieu of sending PPQs out to references? Many COs are not reliable when requesting them to send back the completed PPQ due to their workload, they forget or simply they won’t. Allowing CPARS would simplify GCs work and Cos work.
Answer: Yes, Contractor Performance Assessment Reporting System (CPARS) evaluations are acceptable and may be submitted in lieu of Past Performance Questionnaires (PPQs).
2. Please advise who hires the commissioning agent. It is not mentioned in the specs.
Answer: The contractor.
3. Will superintendent, SSHO & QC need to be 3 different people?
Answer: No.
4. Solicitation calls for 516 Days & section 01 00 00.10 calls for 640 Days.
Answer: Page 19 is correct and all should be 640 days.
5. Specification 01 11 00 states the work includes Hazardous Material Abatement (1.1.1, f). Specification 02 82 00 Asbestos Remediation was provided. Drawing Sheet T1.0 states "this facility contains asbestos and lead based paint that will not be removed under this contract." Please confirm whether we are to include any abatement for asbestos or lead in our proposals.
Answer: SECTION 01 00 00.10 GENERAL REQUIREMENTS 1.1 PROJECT SUMMARY This project includes abatement of hazardous materials.
6. Please consider moving the bid date to on or after Wednesday, December 3rd. Many people have company holidays or will take off the Friday after Thanksgiving, and some will take off up to that whole week of Thanksgiving. With bids currently due the Monday after Thanksgiving, this may reduce sub-contractor and/or GC bidding participation and reduce competitiveness of GC/Prime bids to the government.
Answer: The deadline for this Request for Proposal (RFP) has been extended by seven (7) calendar days. This extension is being granted to allow adequate time for the incorporation of questions and answers. Please note that the extension is not related to holidays, as the project was originally posted with a 30‑day response period which is sufficient time.
7. Specification 01 11 00 states the work includes Hazardous Material Abatement (1.1.1, f). Specification 02 82 00 Asbestos Remediation was provided. Drawing Sheet D1.2, General Note 10 states, “existing hazardous material shall be removed during this contract”. Drawing Sheet T1.0 states "this facility contains asbestos and lead based paint that will not be removed under this contract." Please confirm whether we are to include any abatement for asbestos or lead in our proposals. If there is to be any abatement, we need to know materials and quantities. If a Hazardous Material Survey was performed, please provide that.
Answer: SECTION 01 00 00.10 GENERAL REQUIREMENTS 1.1 PROJECT SUMMARY This project includes abatement of hazardous materials.
8. Is there a hazardous material report available? If not, could you please provide it?
Answer: There is not a current HAZMAT Survey, one should be completed by the contractor.
9. Specification Section 028200 – Asbestos Remediation references hazardous materials abatement but does not include or reference a Hazardous Materials (HazMat) Report or survey identifying the presence, type, or locations of any asbestos-containing materials (ACM) or other hazardous substances. Without this information, it is not possible to accurately quantify or price the scope of remediation required. Please provide the referenced Hazardous Materials Report (or confirm whether one exists) so that contractors can properly evaluate and include all necessary abatement scope in their bids.
Answer: There is not a current HAZMAT Survey, one should be completed by the contractor.
10. Will the owner accept Procore Project Management software as the primary submittal and data tracking tool for this project?
Answer: The Government requires the use of its standard templates, which must be completed by the Contractor. While Contractors may choose to use their own project management systems (e.g., Procore) for internal purposes, these do not replace the Government’s required templates. Any additional documentation requirements or processes will be discussed with the awardee following contract award.
11. Will the owner accept the “Primavera P6” for schedule submission and monthly updates?
Answer: The Government requires the use of its standard schedule templates, which must be completed by the Contractor. While Contractors may choose to use their own scheduling systems (e.g., Primavera P6) for internal purposes, these do not replace the Government’s required templates. Any additional documentation requirements or processes will be discussed with the awardee following contract award.
12. Is this project tax-exempt, and if yes, will the CO/COR provide the necessary tax-exempt certificates?
Answer: This project is tax‑exempt as it is a federal contract. The Government will provide the appropriate tax‑exempt documentation to the awardee following contract award, in accordance with applicable state law. If vendors include sales tax in their pricing, it is the responsibility of the contractor to resolve those charges with the vendor. The Government does not provide guidance on how offerors prepare their proposals; proposals must be developed consistent with the solicitation and applicable regulations.
13. What is the approximate duration between issuing the award and issuing the NTP?
Answer: Typically, the Notice to Proceed (NTP) is issued within 10 days after contract award. However, this timeframe is not fixed and may vary depending on the completion of required post‑award actions and Government processing.
14. For planning the preliminary project schedule, please provide an anticipated award date.
Answer: Approximately 30 days after RFP closing timeframe but is subject to change.
15. How many calendar days should be included in the critical-path method schedule for the owner and A/E to review and respond to RFIs?
Answer: A standard processing time of 3-7 business days.
16. Will the Government provide the 3-D REVIT Design model in native file format for the creation of coordination drawings and use by contractor?

Answer: the intent to install a new meter only with the new inside gas piping.
102. Sheet P3.1 shows a new domestic water service in the new addition on the north side of the building with a note that says “2 ½” to main (see Civil for continuation)”. The Civil drawings do not show any water in this location and this water service appears to be in a different location than the existing water service that is abandoned on sheet P1.1. Please advise.
Answer: Please see drawings. The waterline connection can be made at the valve shown on the attached drawing snip ‘668 waterline connection.
103. Detail A on sheet A2.2 shows new utility trenches being backfilled with ready-mix flowable fill. Is this intended to be at all underground trenches in the existing building? If so, this will add a significant amount of extra cost to the project as any existing dirt will need to be removed from the building and disposed off-site. This would also have a significant impact on any future building remodel as well. Since the building will be vacated and open, it would be much more cost-effective to mechanically tamp the trenches back with the excavated dirt.
