About this file

This is a Statement of Requirements (SOR) for a new fire station alerting system for Maxwell Air Force Base's 42d Civil Engineer Squadron. The system must be installed in two geographically separated fire stations (Buildings 929, 1092, and 834G), with comprehensive capabilities including automated Computer-Aided Dispatch integration, multi-modal alerting (audible, visual, tactile), zoned alerting, device integration, crash phone compatibility, redundant communication pathways, mobile notifications, and a secure browser-based administrative console.

The contract requires NFPA 1221 and 1500 compliance, with specific technical specifications such as text-to-speech conversion, soft-start tones, programmable LED lighting, and mobile app alerts. The vendor must provide on-site installation, comprehensive training for dispatchers and station staff, and standard manufacturer warranties. This is currently a Sources Sought notice (Solicitation Number: FA330025RFI0099) issued by the Department of the Air Force Air Education and Training Command, with interested vendors required to submit company details to specified Air Force contacts by 11:59 p.m. central time on April 10, 2025. The NAICS code is 561621 (Security System Services), and firms must be actively registered in SAM.gov.

Statement of Requirements [Station Alerting System, 42d CES/CEF]

1.0 PURPOSE.

Purchase of a new station alerting system to ensure that dispatchers can quickly and accurately dispatch the correct station to any type of emergency or non-emergency situation. This is needed due to the failing of the current alerting system and having to rely on only radio base stations to dispatch crews.

2.0 DESCRIPTION OF ITEMS.

Fire Station Alerting System Requirement Description Overview:

The agency requires the procurement and installation of a modern, reliable, and NFPA-compliant Fire Station Alerting System for two geographically separated fire stations. The system must be capable of ensuring rapid and consistent alerting of emergency personnel, improving turnout times, enhancing firefighter safety, and reducing operational stress.

System Requirements:

Automated Dispatch Alerting

The system shall integrate with Computer-Aided Dispatch (CAD) to automatically generate alerts upon dispatch. Alerts must include text-to-speech conversion for incident type, location, cross streets, and unit assignments.

Multi-Modal Alerting

The system shall provide audible, visual, and tactile alerting methods, ensuring redundancy and accessibility. Audible alerts must feature soft-start tones to reduce startle response and minimize stress. Visual alerts should include programmable LED lighting activation in apparatus bays, dormitories, and common areas.

Zoned Alerting Capabilities

The system must support zoned audio and lighting, allowing alerts to be directed only to the relevant units or station areas. Ability to isolate bunk rooms or other designated areas during nighttime hours to reduce unnecessary disruption.

Device Integration and Compatibility

Must support activation of station components such as bay doors, lighting systems, monitors, and turnout timers. Compatible with standard building automation systems and capable of triggering third-party equipment via dry contact or network-based controls.

Crash Phone Integration

The system shall include the capability to integrate with the Crash Phone system to ensure immediate and station-wide notification of emergency alerts, as required by NFPA standards.

Redundancy and Failover

The alerting system shall include multiple redundant pathways, such as radio tones, local network messaging, and cloud-based failover, to ensure uninterrupted operations in the event of primary system failure.

Mobile and Remote Notifications

The system must allow alert delivery to mobile applications, SMS, email, and pager services to notify off-duty personnel and administrators of active incidents.

User Interface and Monitoring

A secure, browser-based administrative console must allow for real-time monitoring, system configuration, and manual alert activation from any authorized device. System shall include equipment health monitoring with failure notifications sent to designated personnel.

Scalability and Customization

The solution must be modular and scalable to accommodate future expansions or changes in station layout and functionality. Must allow for custom tones, messages, alert sequences, and scheduling.

Compliance and Safety Features

Must be NFPA 1221 and NFPA 1500 compliant, with features supporting hearing conservation and reduction of physiological stress. Should provide day/night volume modes and operate at frequencies that minimize hearing damage risks.

3.0 DELIVERY, INSTALLATION, AND TRAINING REQUIREMENTS:

The system must be installed and configured for two separate fire stations, with independent and networked control as needed. Vendor must provide on-site installation, training, documentation, and ongoing technical support.

Delivery of all items needs to be at the location that they will be required. (Bldg 929, 1092, or 834G). All equipment needs to be installed in the appropriate location so when dispatching from 929 and/or 834G, the appropriate station (Maxwell and/or Gunter FD) is being alerted. All components of the system will need to be tested and approved before acceptance will be approved. All equipment being installed will need to be in coordination with the current AF Form 332.

Training for dispatchers will be required for the use and operation of the system for dispatching emergency responders and how to incorporate the new system with the current systems in place. Training at each station will also be conducted to show the capabilities with each shift and back-office staff.

4.0 STANDARD WARRANTY:

The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.

Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment and software.

Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment and software.

5.0 GENERAL INFORMATION:

Items must be brand new. Refurbished items are not authorized. If using radio frequencies, before installation begins, the frequencies will need to be approved by the base frequency manager and must NOT be within 1.0 mhz. of any currently used frequencies.
