About this file

This document is a Questions and Answers file for a Carpet Renovation project at Maxwell Air Force Base (AFB). The project involves comprehensive renovation work including carpet and hardwood floor installation, furniture and electronics relocation, and specific phasing requirements. Key details include: first and second floor carpet areas totaling approximately 32,355 square feet, with hardwood flooring in the Command Section area, and specific guidelines for material handling, installation timing, and work scope.

The project requires contractors to move furniture, disconnect electronics, replace baseboards, and work within strict time constraints (7:00 AM to 5:00 PM, with exceptions for the Command Section allowing night and weekend work). Material pricing is governed by the Air Force Carpet II Ordering Guide, which prohibits adding costs above negotiated manufacturer pricing. The project will be phased to allow for telework and furniture movement, with specific areas designated for work, including a yellow-outlined Command Section area with large wooden furniture. Contractors are advised to independently measure floor areas due to potential inaccuracies in provided floor plans.

Text version

1. Will the AFB disconnect all computer cables and electronics around cubicles and other office spaces?

a. Yes

2. Will all baseboards have to be replaced?

a. Yes

3. Can the contractor invoice/bill the AFB for the cost of floor covering materials (carpet/hardwood) once it has been shipped and delivered to the job site?

a. FM can pay the invoice for the cost of the carpet when it arrives if needed. We will not pay the whole amount (i.e. installation until the work is completed).

4. Since Carpet pricing with the manufacturer is already a negotiated price with the AFB, can the contractor include an allowance on top that price e.g. 5% addition in order to cover other initial expenses such as the shipping, pod rentals, accessories, etc?

a. Air Force Carpet II Ordering Guide section 2.1 states “Tier II contracts shall not add any cost over or above the NTE pricing for the materials from the Tier I manufacturer”

5. Is the cove base in the areas receiving new carpet to be removed and replaced? Currently there is no requirement for new cove base in the SOW. If it is required, what kind and size is required? Standard cove base in typically rubber or vinyl and 4” or 6”.

a. The facility has wooden baseboards, so no cove base is needed

6. Are there any phasing requirements for this project? Or can all work be done at once?

a. Yes and the Command Section will need night and or weekend installation and the rest will be phased installation to allow space for furniture to be moved to and members to telework as needed.

7. Will there be an area(s) to place dumpsters on-site?

a. Grass Patch closest to Street on backside – nothing can be on the sides or front of the building due to weekly DV engagement with photos etc. at the historical building

8. Will there be an area to store materials and equipment?

a. No

9. Is there an elevator in the building that can be used?

a. Yes

10. Is Maxwell AFB open to suggestions for installing glued-down luxury vinyl planks (LVP) instead?

a. No – wood only for command section hallway

11. Please clarify if we, the contractor, are responsible for moving the personal items, computers, books, professional material, etc., from the furniture in each office.

a. All personal items (décor, office papers and computers will be moved) – the contractor is responsible for furniture (desks, chairs, end and coffee tables, bookcases, couches, tables, conf tables, and cubicles, filing cabinets, printers, mini refrigerators, etc.)

12. Per section 4.8, "Hours of Operations" of the Statement Of Work, all work must be done between 7:00 AM and 5:00 PM, except for the Command area, which may require night or weekend work. Not knowing where the Command area is, can we quote the cubicles or workstation areas after hours?

a. Please see attached map of Command Section Area outlined in yellow – there are large wooden desks, bookcases, couches etc. in that area.

13. The provided floor plans are NOT TO SCALE. Can we safely use the square footage in the floor plans supplied by Maxwell AFB? First-floor

CARPET 14,610.54 SF CARPET-COVE BASE 3,284.28 LF HARDWOOD 1,515.69 SF

HARDWOOD- COVE BASE 342.90 LF

Second-floor

CARPET 17,745.18 SF CARPET-COVE BASE 4188.77 LF

a. I concur that the recommendation would be for you to measure the areas. The measurements could be off if the correct scale was not applied to the drawing.
