About this file
This document is a Statement of Requirements (SOR) for the VEX AIR Drone Competition Bundle to be used in the Air Force Junior ROTC (AFJROTC) program. The SOR outlines the key requirements and specifications for the drone package, which includes a VEX AIR Drone, controller, various modules, and accessories. The drone must be compliant with Section 889, have advanced camera and sensor systems, coding capabilities, and safety features. The Government intends to sole source this procurement under the authority of FAR 13.106-1(b) to a single vendor that can meet the entire requirement. Delivery of the drone packages is required on an on-demand basis to AFJROTC units listed in the JROTC Unit List, with training provided to AFJROTC instructors. The contractor must provide standard commercial warranties. This procurement is being conducted by the Department of the Air Force, Air Education and Training Command.

Statement of Requirements (SOR AFJROTC CoDrone
1.0 OBJECTIVE. The mission of Air Force Junior ROTC is to "develop citizens of character dedicated to serving their nation and community." The program achieves this through classroom education in air and space fundamentals and hands on learning opportunities in a number of fun and challenging extra-curricular activities. Without these critical tools and full support of the other extra-curricular activities use by AFJROTC, the program becomes “classroom only”, likely result in a decline in enrollment. Additionally, since this type of challenging, fun, and innovative learning tool is what truly draws new cadets into AFJROTC, many recruiting opportunities will be lost at units that do not receive these items. The result will be a smaller number of high school students who are exposed to the Air Force. This drone will be the second step in a three tier learning objective in drone operations.
