ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

(a) Paragraph 52.212-1(c), Period for Acceptance of Offers, is tailored as follows: “The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. Offerors may specify a longer acceptance period than the Government’s minimum requirement.”

(b) The following is inserted as new paragraph (m) of the provision:

(m) Proposal Preparation Instructions.

A. This competitive firm-fixed price solicitation is a 100% Small-Business Set-Aside. To assure timely and equitable evaluation of the proposal, the offeror must comply with the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this RFP. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists offerors may be required to submit other than cost or pricing data to support a determination of price reasonableness.

The offeror must submit a dated proposal, bearing the signature or electronic certification of an official in the company authorized to bind the firm, with unit prices and extended prices in response to this solicitation. The completed Part I Technical, Part II Past Performance information and Part III Pricing, must be submitted electronically to all contact individuals listed below. Fax proposals will not be accepted.

Offerors shall submit only one proposal for Academic Centers Analytic Support Services. The Government will review only one proposal per offeror. Proposals must be received no later than the date and time specified in Block 8 on the face page of the RFP.

Complete the necessary fill-ins and certifications in provisions and in the on-line Representations and Certifications at www.sam.gov. Return the provision FAR 52.212-3, Alternate I, Offeror Representations and Certifications – Commercial Items, along with the proposal. For other provisions and clauses in the solicitation, the offeror is required to submit the pages that require an offeror fill-in.

Submit an acknowledgment of the all solicitation amendments, if issued.

Offerors must provide a unit price and extended price for each Contract Line Item Number (CLIN X001) including all option periods referenced in the SF1449. The extended amount must equal the quantity multiplied by the unit price. To prevent rounding issues, unit prices are limited to two (2) decimal places and no rounding of the extended amount is allowed.

Interested parties capable of providing the requirement must submit a written proposal to include discount terms, tax identification number, cage code, and UEI.

To be eligible to receive an award resulting from this RFP, contractors must be registered in the System for Award Management (SAM) database, no exceptions. To register, please visit https://sam.gov or by calling 1-866-606-8220.

Late proposals will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”

It is the offeror’s responsibility to ensure the proposal has been received by the contracting office by email confirmation. Receipt of your electronic submittal will be acknowledged via return email; if you do not receive an acknowledgement, you are advised to call for confirmation as firewall protections may block emails and/or strip attachments.

B. Points of Contact: The Contracting Office Points of Contact (POC) are the sole POCs for this acquisition. Solicitation information and amendments will be posted to the sam.gov website at https://sam.gov/. Offerors may e-mail written questions pertaining to this RFP, or any of its attachments, to the addresses below. The Government will answer questions received up until 12:00 PM C.S.T. Montgomery, AL on 18 April 2024 and provide responses to interested parties via sam.gov. Questions received after this date may not be answered.

Provide one (1) electronic proposal copy. The submission shall be logically assembled. Each section shall be clearly identified.

All proposal documents shall be in English e-mailed to the POC’s. (Note: periodically the Government e-mail system experiences delays, therefore, offerors are highly encouraged to contact the individuals identified in this combined synopsis/solicitation to confirm delivery and receipt).

The Government will not be responsible for any failure of transmission or receipt of the offer, or any failure of the offeror to verify receipt of the emailed offer.

The Government intends to evaluate offers and award this firm-fixed price contract without discussions. However, the Government reserves the right to conduct discussions if deemed in its best interest. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint.

Offerors may be asked to clarify certain aspects of their proposal (e.g., the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Exchanges conducted with regard to adverse past performance or to resolve minor or clerical errors will not constitute discussions, and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

C. Electronic Reference Documents: All referenced documents for this solicitation are available on the SAM.gov website. Potential offerors are encouraged to subscribe for e-mail notifications to be updated when information has been posted to the website for this solicitation.

VOLUME I – TECHNICAL PROPOSAL.

(a) General. The written Technical Volume shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s technical proposal.

(c) Summary Page(s). To aid the Government’s understanding, provide a summary of the offeror’s proposed technical approach and how the approach will efficiently and effectively meet the requirement. The summary page(s) shall not exceed two (2) pages.

(d) The technical volume shall not exceed 40 pages. The page limit does not include the title page, table of contents, any list of acronyms or definitions, submitted resumes, nor the analysis demonstration when in the form of a presentation file submitted under subfactor 1. A page is defined as one face of a sheet of paper containing information. Pages shall be numbered consecutively. Offerors are cautioned that any pages that exceed the page limitations shall not be read but shall be removed and either retained in the contract file without being considered in the evaluation, or, sent back to the offeror.

(e) Page size will be 8 1/2” x 11” except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17.”

(f) Typing shall be double spaced, in Times New Roman font, and not be less than 12 pitch. Offeror’s are allowed to use a smaller text font for charts, tables and diagrams, no smaller than 10 pt. Additionally, offeror’s can single space within tables.

(g) Elaborate formats or color presentations are not desired or required.

Subfactor 1: Analytics/Assessment Support

The offeror shall develop and provide to the government the following deliverable to demonstrate its capabilities to analyze, visualize and report results as described in PWS paragraph 6.1. Analytics / Assessments and subparagraphs. This deliverable is solely for capability demonstration:

• Provide an analytics demonstration project performed by the offeror.

Demonstrate the capability to effectively analyze, visualize, and report language score progression of foreign language students using a student cohort’s language proficiency scores and online courses / immersions taken over a 10-year period. Assume the program goal is attainment and sustainment of proficiency level 3 or higher. The government will provide the data for analysis.

Produce a report that is relevant, clear, complete, and concise with a minimum of 5 but no more than 10 visuals that effectively illustrates, through text and graphs, an appropriate analysis of proficiency level 3 attainment and sustainment or lack of attainment. The report should address the assumptions, conclusions, unanswered questions, and recommendations for the Client based on the analysis. It should also include detailed methodology documentation effectively communicating the approach, techniques, and statistical analytics tools utilized to complete the analysis.

The project will be evaluated for the following attributes:

- Relevance of the analysis (e.g. appropriate logical relationships between parameters).

- Clarity of the presented results (e.g. legibility, logical order, consistency, and intuitiveness).

- Completeness (e.g. assumptions, conclusions, unanswered questions, recommendations, and methods)

- Conciseness (e.g. number of visuals, use of text and graphs)

The offeror has the discretion to provide the deliverable from something as basic as a PowerPoint presentation up to the use of something as sophisticated as a business intelligence platform (e.g. Power BI, Tableau, etc.), so long as practical, reliable, easy access to the deliverable can be provided without time restriction to the government for the evaluation. If provided in a self-contained format such as a presentation file, it should be in a commonly readable format (e.g. PPTX, DOCX, PDF, etc.) and included with the submission package. If a platform is used, the relevant instructions, links, and account/login information should be provided.

Subfactor 2: Personnel and Capabilities Management Plan

The offeror shall provide a management plan that describes its approach/process to ensure functional continuity and capability to address all requirements described in the PWS. At a minimum, the management plan shall describe the offeror’s:

• Key Personnel – Submit resumes for qualified personnel planned to fill positions designated as key personnel (PWS paragraphs 10.3 and 10.5.). Provide resume for viable candidate who could credibly be expected to participate under this contract. Resume should be annotated to indicate if the Government can expect them to fill the position or are merely representative of the personnel the vendor believes it can provide.

• Approach and process to preventing gaps in functional activities that could result from personnel issues, such as retirements, resignations, illness, etc. to meet the minimum requirements at PWS paragraph 10.5.

• Experience and ability to provide analytical and assessment support to address requirements per PWS paragraph 6.1. Analytics / Assessments and subparagraphs. The plan must include a discussion of how it will provide personnel with relevant expertise to support conducting on-going psychometric (e.g., reliability and validity analyses), longitudinal, multivariate, and nonparametric analyses using sophisticated statistical, measurement and programmatic assessment techniques and manage large databases in Excel/SPSS. These activities involve statistics, measurement, transformation, and visualization techniques with applied or experimental data such as by conducting laboratory or field research and/or working on applied projects focused on collecting, analyzing, comparing, data modeling, and reporting results.

VOLUME II - PAST PERFORMANCE PROPOSAL. Offerors shall send blank Past Performance Questionnaires (Attachment 3) to present and/or past Government and/or industry customers for projects of similar scope performed within three (3) years of the RFP release date. If an offeror does not request past performance feedback from its customers on the basis that it does not possess a recent/relevant past performance record, then the offeror shall affirmatively state so in its proposal. Questionnaires regarding the offeror’s own past performance as a prime, subcontractor, affiliate, or other teaming partner will be accepted.

Offerors shall follow-up to ensure that the Government receives at least three (3) completed questionnaires. Forms submitted directly to the Government by the offeror will NOT satisfy the requirement for past performance information and will not be evaluated. It is the offeror’s responsibility to ensure that their customers complete Attachment 3 Past Performance Questionnaire and return it DIRECTLY to the POCs listed above by the closing date and time set forth in this solicitation.

(4) VOLUME IV – FACTOR 3 - PRICE PROPOSAL.

(a) Insert proposed unit and extended prices in Section B - Supplies or Services and Prices for each Contract Line Item Number (CLIN), X001). The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct; particular care should be taken to ensure the amounts match when using the EXCEL program and the rounding of figures, limited to two decimal places.

Note: It is the responsibility of each offeror to verify their calculations.

IMPORTANT NOTE: Multiple Offerors nor Multiple Awards will be considered. A single award will be made in the resultant contract. It is the responsibility of the offeror to check sam.gov for any amendments to this combined synopsis/solicitation.
