QUESTIONS AND ANSWERS

ANALYTIC SUPPORT SERVICES

Q1. You want someone on site, how many days a week are you looking for

A1. See PWS 10.2.

Q2. In the "Required Deliverables" that is listed in Table 8.1, AO11 ARP: How do you want the reports delivered (Excel / PowerPoint / etc.)?

A2. The government will provide a Microsoft 365 environment. Deliverables will utilize the appropriate format available on that platform (e.g. Microsoft Word, PowerPoint, Excel, PDF, etc.)

Q3. In the "Required Deliverables" that is listed in Table 8.1, is there going to be any type of implementation of a new Business Intelligence platform in the future?

A3.The Microsoft 365 environment provided by the government will include Microsoft Power BI.

Q4. Monthly Reports: Where is this data being pulled from? Again is this staying in Excel?

A4. Data will be pulled from multiple sources. Refer to Questions 2 & 3 above for tools.

Q5. Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?

A5. This is a new separated contract from a larger contract.

Q6. How many people are currently working under this contract?

A6. One

Q7. Does the candidate for this position needs to be a US Citizen? Will there be a citizenship requirement for this role?

A7. Yes, they must be a US Citizen to obtain a CAC card

Q8. Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?

A8. The government foresees no requirement for the employee to travel.

Q9. Is there a language requirement for this role?

A9. English

Q10. Regarding place of performance. Is there any flexibility with duty location? Can hybrid be considered?

A10. This position requires the Client facilities to be the primary place of performance. Situational off-site telework is allowed ad hoc with government approval.

Q11. In answer to previously-published vendor question #5, "Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?", the Government had previously answered, "This is a new separated contract from a larger contract." Please provide the contract number of the original larger contract that this new contract is separating from.

Q12. What is the expected transition period between the previous/current larger contract and this newly separated contract? Will it be 30 days? 60 days?

A12. There will be no transition period. The selected contractor will be provided with the most current standard operating procedure (SOP) documentation for this position.

Q13. Please confirm that if vendor includes a transmittal letter in their proposal, this is excluded from the page limitation.

A13. Yes, it is excluded.

Q14. Is there a page limitation for Volume II Past Performance?

A14. No, see Analytics Supt 52.212-1 Addenda (Updated)

Q15. Is there a page limitation on the presentation file, if one is included for Subfactor 1?

A15. No.

Q16. Is there a page limitation on the resume of the key personnel?

A16. No, see Analytics Supt 52.212-1 Addenda (Updated)

Q17. As a fixed price resource, is there an expected number of labor hours for the key personnel staff member?

A17. Yes, see the PWS paragraph 12.1 and updates to paragraphs 7.0, 8.0 and Table 8.1 of the PWS. See the lines in the margins of the updated PWS dated 19 Apr 2024 in Amendment 002.

Q18. For the "Experience and ability to provide analytical and assessment support to address requirements per PWS paragraph 6.1. Analytics / Assessments and subparagraphs" part of Subfactor 2, is the focus on the proposed key personnel staff person, or on the offering company's experience and abilities?

A18. Both. The combination of offeror’s management plan and the key personnel’s resume demonstrates the offeror’s experience and ability to fulfill the requirement.

Q19. How many analytical products will be produced under this contract in a typical year?

A19. Unknown. This will vary based on mission demands and the hours required to complete any given product within the total available hours to perform the work.

Q20. Is the on-site analyst performing this work to be full-time, 8 hrs/day, 40 hrs/week?

A20. Yes, see PWS 10.2.

Q21. Page 1 of the Past Performance Questionnaire states the following in regard to contacting PPQ references: 'A member of the Past Performance team will be contacting you to telephonically complete the attached questionnaire.' Yet in the provided 52.212.-1 Addenda under the Past Performance section it states that: 'It is the offeror’s responsibility to ensure that their customers complete Attachment 3 Past Performance Questionnaire and the offeror completes Attachment 4 Past Performance List of References and return it DIRECTLY to the POCs listed above by the closing date and time set forth in this solicitation. These statement conflict as the USG Past Performance Team will not have contact info for our past performance references prior to the closing date and time of the solicitation. If the past performance references are waiting on a phone call from the past performance team, they will not get that call prior to the suspense stated which could negatively impact the assessment of an offeror's proposal.

A22. Past Performance Questionnaire Attachment 3 has been corrected. Removed all language for/and Past Performance Information Attachment 4. See Amendment 002.

Q22. Request clarification on solicitation closing date. The document titled Solicitation Amendment FA330024R00210001 released on SAM.gov on 17 April 2024 states that the closing date and time as 30 April 2024 12:00PM. The documents titled Solicitation Amendment FA330024R00210001 SF 30 released on SAM.gov on 17 April 2024 states that the solicitation closing date was extended to 23 April 2024 12:00PM CST. Which closing date and time is accurate?

A22. The correct closing date is 30 Apr 2024. See Amendment 002.
