About this file

This document is a set of questions and answers related to a Request for Proposal (RFP) for a federal contract opportunity to provide Devices as a Service (DaaS) for the International Officer School (IOS) at Maxwell Air Force Base.

The key details are:

  • The contract will be an Indefinite Quantity Indefinite Delivery (IDIQ) type, with a maximum of 240 laptops in the base period. Subsequent task orders can be up to 200 laptops, to be delivered within 21 days for the initial order and 30 days for subsequent orders.
  • The vendor will be responsible for managing software licenses for the required software, which includes Windows and other specified applications. The government will provide the IOS user profile.
  • The laptop solid-state drive (SSD) must be FIPS compliant. The initial imaging will occur on-site at Maxwell AFB, not at the vendor's factory.
  • The government is unable to extend the proposal due date due to the urgency of the requirement, and intends to award the contract by April 15, 2024.

Q1. Please confirm how AU intends to procure laptops: yearly unit price with Base and three Opon years, or upfront payment for laptop, with service monthly as referenced in Para 4.1-4.6? Along those lines, what is the unit price of Items X001 intended to represent?

• [GOVERNMENT RESPONSE] There is no intent for the government to ever purchase these devices. Therefore, there will be no upfront payment to the vendor. The vendor must be able to make these items available to the government on a leasing agreement. The Government requires the vendor to provide yearly prices per devices. Per the combo synopsis/solicitaon:

“Addional devices ordered aer the inial TO issue for CLIN 0001 will be prorated based on the # of months required (rounded to the nearest mo.)”.

Q2. Please confirm the inial imaging deployment is expected to be completed at vendor’s factory in the United States as opposed to onsite at Maxwell AFB?

• [GOVERNMENT RESPONSE] Inial Internaon School Imaging is expected to occur on-site at Maxwell AFB. Development of the IOS Image will be in coordinaon with the IOS Point of Contact who will determine what will be included on the IOS image. Secon 8.0 all work will be accomplished at Maxwell AFB, AL.

Q3. The imaging load services requirement (Secon 4.1 of the PWS) menons Adobe Acrobat Pro and Internet Security Suite, among other soware packages; however, those two packages are not listed in the Soware poron of Secon 4.7 - Hardware/Soware Configuraons. Are these soware packages required? If so, will Air University provide licenses for both soware?

• [GOVERNMENT RESPONSE] Purchase of Adobe Acrobat Pro and Internet Security Suite as stated in Para 4.1. Image Load Services Scope is no longer a requirement and should be removed from the PWS. The only soware requirements that remain are those idenfied in Para. 4.7 HARDWARE/SOFTWARE CONFIGURATIONS: under the heading Soware. PWS Subsection 4.1 removed as a requirement. All other subsections re-numbered accordingly.

Q4. 'Please confirm who will be responsible for managing software licenses (activation, deactivation, transferring licenses) including AU-owned and vendor-owned software? Licenses for several of the packages are assigned to specific users so every time the device is re-imaged, who will be responsible for tracking and assigning users to those software licenses?

• [GOVERNMENT RESPONSE] The vendor will be responsible for managing software licenses purchased as identified in Para. 4.7 HARDWARE/SOFTWARE CONFIGURATIONS: under the heading Soware. The vendor will only be responsible for the soware in Para 4.7 that specifically states “Vendor Provided”.

Q5. Under Secon 4.7 - Hardware/Soware Configuraons, please confirm the requirement for the SSD?

Does the drive need to be a FIPS-compliant SSD or a FIPS-cerfied SSD. There are fewer available FIPS-cerfied drives, which will increase the cost of the device and reduce available soluons.

• [GOVERNMENT RESPONSE] The laptop SSD must be FIPS compliant.

Q6. CDRL A002, Image Load Services on page 6 of the PWS menons installaon and validaon of the most current version of Windows and applicaons, but the quarterly re-imaging seems meant to roll back any updates that happen during the year. Please confirm when the applicaon/Windows updates will be incorporated? Please confirm AU will be responsible for final determinaon of the soware revisions to be installed during each re-imaging.

• [GOVERNMENT RESPONSE] Whatever the most recent version of Windows is at the me of inial installaon, that will remain the OS version unless specifically requested by the IOS POC to perform an OS upgrade. All laptops will always have the same version of the OS. If a user inadvertently installs an updated version, the vendor will be responsible to roll it back to the original version agreed upon by the IOS POC without an addional cost to the customer. All instances of “customer” changed to the appropriate use of “Government” or “the Government”.

Q7. Please confirm what is included in the “Internaonal Officer School (IOS) User profile” and how it will be provided?

• [GOVERNMENT RESPONSE] The IOS user profile will be provided to the vendor upon coordinaon following contract award.

Q8. To allow me for AU to answer quesons from bidders and then allow me for bidders to prepare a more accurate response, we kindly request a one-week extension.

• [GOVERNMENT RESPONSE] to the urgency of this requirement, we are not able to extend the proposal due date. The government intends to award a contract on or before 15 Apr 24.

Q9. Page 2 of the solicitaon states Item 0001 will have a quanty of 240 units. In addion, on Page 4 bidders are required to provide writen statement confirming ability to deliver in no more than 21 days aer first Task Order. In the PWS, under Secon 7.0, SS-01 states that "The contractor shall provide approximately 200 laptops by 29 Apr 2024." The quanes for the contract opon years also differ from what is shown in the solicitaon. First, please confirm the correct quanes for each contract year and update the incorrect secons fo the solicitaon and PWS. Second, please confirm that expected due date for devices.

• [GOVERNMENT RESPONSE] This contract will be an Indefinite Quanty Indefinite Delivery type contract whereas task orders will be placed for delivery of laptops. 240 is the maximum quanty for the base period. The contractor must be able to provide up to 200 laptops within 21 days of the inial task order. SS-01 has been edited to incorporate Synopsis/Solicitation language regarding the need for 200 laptops NLT 21 days ARO for the first order and 30 days ARO for all subsequent orders.
