This will be a firm-fixed Indefinite Delivery Indefinite Quantity (IDIQ) contract utilizing FAR part 13, Simplified Acquisition Procedure. This Request for Quote (RFQ) is being issued on a competitive basis to all small business vendors under the applicable NAICS. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Failure to do so may result in an offeror being determined nonresponsive. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Offeror shall submit an acknowledgement of all solicitation amendments, if issued. Quotes will be assigned ratings of Acceptable (clearly meets minimum requirements) and Unacceptable (does not clearly meet minimum requirements).

A. Quotation Contents:

PART I - Technical: The written technical part shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The quotation should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror's technical quote.

Offerors shall provide a detailed approach to accomplish/satisfy the subfactors listed below, and to allow the Government to evaluate the offeror's technical capability to perform the requirements outlined in the Performance Work Statement (PWS).

Subfactor 1 - Ability to Perform: Offerors shall provide documentation or plan demonstrating its capability to successfully provide the requirements in PWS Paragraphs 3 and 4, to include all sub-paragraphs.

The offeror shall propose a realistic delivery time (based on days after date of order receipt, (e.g. 10 days after receipt of order (ARO)) for the requirement identified in this solicitation. The delivery time shall take into consideration availability, ordering, shipping, COVID-19 and any other factors that could affect the delivery of the items being proposed under this solicitation. The Delivery time will be incorporated into the contract.

Subfactor 2 - Offerors must provide a written statement confirming their capability to deliver proposed items in no more than 21 days after receipt of the first Task Order, and no more than 30 days after the receipt of any subsequent Task Orders PART II - Pricing: Offerors shall insert unit and extended prices for each Contract Line Item Number (CLIN). The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct and do not exceed two (2) decimal spaces when entering pricing.

B. Period of acceptance of proposal. The contractor agrees to hold the prices in its proposal firm for 30 calendar days from the date specified for receipt of proposal. Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with FAR 52.212-1(f).

All responses shall be received NLT 8:00 a.m. CST on 10 April 2024. Upon receipt of your quote, the Government will confirm receipt within 24 hours. If a confirmation has not been received within 24 hours, please contact the Contract Specialist or the Contracting Officer identified in this notice.

IV. BASIS FOR AWARD

This is a competitive best value service acquisition in which competing small business vendors under the applicable NAICS will be evaluated based on Technical Acceptability and Price. The Government intends to award a single firm-fixed IDIQ contract. Award will be made to the responsible contractor whose offer conforming to the solicitation is determined to be the most advantageous to the Government, technical and price considered.

The Government shall evaluate each offer's quote, as it pertains to the following factors/subfactors, on a pass/fail basis, by assigning ratings of Acceptable (clearly meets minimum requirements) or Unacceptable (does not clearly meet minimum requirements):

Part I - Technical: The offeror shall provide a detailed approach to accomplish/satisfy the subfactors listed below, and to allow the Government to evaluate the offeror's technical capability to perform the requirements outlined in the attached Performance Work Statement (PWS) (See Attachment).

Subfactor 1 - Ability to Perform: The offeror provided satisfactory documentation or a plan demonstrating its capability to successfully provide the requirements in PWS Paragraphs 3 and 4, to include all sub-paragraphs.

Subfactor 2 - Offerors must provide a written statement confirming their capability to deliver proposed items in no more than 21 days after receipt of the first Task Order, and no more than 30 days after the receipt of any subsequent Task Orders.

Part II - Pricing: The offeror's quote will be evaluated on price based on Total Evaluated Price (TEP). The offeror's TEP will be determined by multiplying the quantities identified in the Price Schedule of the RFQ by the offeror's firm-fixed price for Contract Line Item Numbers (CLINs) 0001 and 0002 for the base year, and all option periods, to confirm the extended total amount for all CLINs. The extended total amounts for CLIN 0001 and 0002 for the base year, and each option period, will then be added together to calculate the TEP.

The Government may use any of the following price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis.

SUMMARY OF EVALUATIONS: Initially the Government will evaluate all quotations PART I - Technical & PART II - Price for responsiveness. The Government will then rank all responsive offerors by price from the lowest TEP to the highest TEP and conduct the Technical Evaluation solely on the offer with the lowest TEP. If the lowest-priced offer is determined to be Technically Unacceptable, that offer will be eliminated from consideration and the next lowest priced offer will be evaluated for Technically Acceptability.
