SOLICITATION QUESTIONS & ANSWERS
42D CONTRACTING SQUADRON
AFJROTC CLASSROOM DRONE PACKAGE
Solicitation No. FA330022R0025
1. QUESTION: Paragraph 3.0 DELIVERY REQUIREMENTS, Sub paragraph 3.2 Delivery Location: This paragraph references a JROTC Unit List, however no appendix was attached to the email with the other documents. There is a reference on SF 1449, Page 9-10 to an address at Maxwell AFB, Is this the delivery / ship to location for all of the Classroom Drone Packages? If not, can you provide the list of unit locations for the initial 93 units for the first round of deliveries?
ANSWER: The appendix referenced in paragraph 3.2 was inadvertently omitted (see Appendix 1). This appendix represents all the AFJROTC detachments that will fall under this contract. No, the address at Maxwell AFB, is not the delivery /ship to location for all of the Classroom Drone Packages. The offeror should rely on the Delivery Requirements in paragraph 3.0 of the Statement of Objectives (SOO). Appendix 2 has been added and represents the initial 93 units for the first round of deliveries. The solicitation, Attachment 1, SOO, paragraphs 3.1 and 3.2 have been amended to incorporate these changes.
2. QUESTION: Shipping: Shipping was not addressed in the RFP. Please advise on how you want shipping cost should be addressed in our proposal.
ANSWER: Shipping is F.o.b. Destination. See solicitation, page 10 of 54 which reference Federal Acquisition Regulation (FAR) clause 52.247-34, F.o.b. Destination.
3. QUESTION: Paragraph 4.0 TRAINING REQUIREMENTS: Is this requirement for in-person, on-site training for AFJROTC instructors? If so is this to be done at the AFJROTC location or our location or is this to be virtual training?
ANSWER: No. This requirement is for virtual training. The solicitation, Attachment 1, SOO, paragraph 4.0 has been amended to add virtual training.
4. QUESTION: Attachment 2, 3 and 4 Past Performance Information: Is there a minimum and or maximum number of references required / limit?
ANSWER: In accordance with (IAW) the solicitation, Attachment 6, Instructions to Offerors, Volume III- Factor 2 – Past Performance Proposal, paragraph (e), “…submit information on no more than three (3) recent contracts the offeror considers most relevant in demonstration the ability to perform the proposed effort…”
5. QUESTION: Will this award go to a single offeror or could it be awarded to more than one offeror?
ANSWER: IAW the solicitation, Attachment 6, Instructions to Offerors, paragraph G.
Multiple Offerors, “Multiple offers will not be accepted under this Request for Proposal nor will multiple awards be considered. The Government intends to award a single firm fixed price contract.”
6. QUESTION: In Attachment 6- Instructions to Offeror references “Clause Fill-ins in Sections I through K”. Can you tell me where in the documents I can find these fill-ins?
ANSWER: Attachment 6, Instructions to Offerors, Volume 1 – Summary and Miscellaneous Data, paragraph (d) has been amended to read, “Complete all necessary fill-ins and certifications in the Representations, Certifications, & Other Statements section of this RFP. The Representations, Certification & Other Statements can be found on pages 33-52 of the SF 1449.
7. QUESTION: I reading through Instructions to Offerors, Section (4) Volume IV Factor 3 Price Proposal, section (a) mentions “using the EXCEL program.” Are you asking for pricing to be submitted in an Excel Spreadsheet?
ANSWER: IAW the solicitation, Attachment 6, Instructions to Offerors, Volume IV- Factor 3- Price Proposal, “Insert proposed unit and extended prices in the Schedule of Supplies/Services for each Contract Line Item Number (CLIN) 0001-4001. The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct; particular care should be taken to ensure the amounts match when using the EXCEL program and the rounding of figures, limited to two decimal places.” When submitting the price proposal, the pricing will need to be submitted on the Supplies or Services & Prices or Costs, pages 3-4 of the Solicitation. The reference to EXCEL is to ensure that if you are utilizing EXCEL as a confirmation tool for pricing, it matches the pricing listed in the Supplies or Services & Prices or Costs of the Solicitation.
8. QUESTION: Do all subcontractor and/ or teaming partners also need to be small businesses?
ANSWER: No. Solicitation has been amended to add an “x” to FAR clause 52.219-14, Limitation on Subcontracting referenced in FAR 52.212-5 (see page 22 of 54).
