Statement of Objectives (SOO) AFJROTC Classroom Drones
Packages and Curricula
1.0 OBJECTIVE. The mission of Air Force Junior ROTC is to "develop citizens of character dedicated to serving their nation and community." The program achieves this through classroom education in air and space fundamentals and hands on learning opportunities in a number of fun and challenging extra-curricular activities. Without these critical tools and full support of the other extra-curricular activities use by AFJROTC, the program becomes “classroom only”, likely result in a decline in enrollment. Additionally, since this type of challenging, fun, and innovative learning tool is what truly draws new cadets into AFJROTC, many recruiting opportunities will be lost at units that do not receive these items. The result will be a smaller number of high school students who are exposed to the Air Force.
2.0 DESCRIPTION OF REQUIREMENT.
2.1 Classroom Drone Package
2.1.1 Five Drones capable of tethered, line of sight and First Person View flight (Unassembled)
2.1.2 Spare Parts to support the above drones
2.1.3 Safety Equipment for assembly & Flight Operations. As a minimum, safety equipment, must include the following items:
2.1.3.1 Safety Glasses
2.1.3.2 Safety Vests
2.1.4 Battery (drone specific), Tester, & Charging Equipment
2.1.5 Storage for all drone, spare parts and curriculum
2.1.6 Controllers and First Person View goggles
2.1.7 Flight simulator/Software for preflight training. Should match the physics of the proposed drone.
2.1.8 Obstacle course
2.1.8.1 Minimum three (3) flags
2.1.8.2 Minimum three (3) gates
2.1.9 Tethered flight cord
2.2. Student Classroom Drone Curriculum
2.2.1 Contractor shall provide curriculum that prepares students for safe and responsible drone operations, no matter the skill level of the student. Topics shall include, as a minimum, the uses of drones in industry and recreation, safety regulations and laws, and flight basics. Course shall be taught from any electronic device for individual student use. Curriculum shall be a multi-step learning process and include as a minimum the following topics:
2.2.1.2 Build: At this level the students would learn about and assemble the drone, learn the flow of electricity and how it works throughout the drones themselves. Laws and Regulations will need to be taught along with who to coordinate with depending on the flight area.
2.2.1.3 Train: The second level would be with the flight simulator. Radio and flight controller programming occur here along with chemical makeup of batteries and how they affect the drone itself. Proper usage of drones in society along with rules and regulations is also taught.
2.2.1.4 Beginner flight: Line of sight and tethered flight occur at this step. Calibration of the drone parts such as motors, cameras, and sensors along with balancing of the payload need to be taught.
2.2.1.5 Competition: First Person View flight instruction, along with flight angles and how a heavier than air object can fly. Finally the ability to race two drones through an obstacle course as the culmination of the lessons.
2.3 Instructor Classroom Drone Curriculum
2.3.1 Contractor shall provide a step by step instructor’s guide that is singular teacher driven.
Instructor’s guide shall include, as a minimum, topics such as flight safety, battery handling/safety, and resources to support the requirements listed in paragraphs 2.1 & 2.2 above. Instructor’s guide shall include assessments to measure student progression for the requirements listed in paragraphs 2.1 and 2.2 above.
3.0 DELIVERY REQUIREMENTS:
3.1 Deliver to each location listed in the attached JROTC Unit List on an on-demand basis. Delivery should be initiated within two working days of request.
3.2 For delivery location see provided JROTC Unit List (see attached Appendix).
4.0 TRAINING REQUIREMENTS:
4.1 Provide training to AFJROTC instructors on curriculum, building, coding, and flying of each classroom drone package. Training must include all applicable lessons and materiel to ensure AFJROTC Instructors are able to teach the materiel and curriculum listed in 2.1. and 2.2. Training shall be provided with each delivery order for the location identified on the JROTC Unit List.
5.0 STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty applicable to the products being purchased at no additional cost to the Government.
5.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer warranties as needed for any component incorporated into this project such as equipment manuals, literature, CDs and DVDs and other documentation on all equipment
5.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact within company, and required information for all warranty services prior to project acceptance.
This information shall include written confirmation of the warranty period, phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty equipment
6.0 GENERAL INFORMATION: Items must be brand new. Refurbished or used items are not authorized.
