About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation FA3099-26-Q-0016, B308 Flooring, issued by 47 OSS/OSAR (Air Force). The document contains seven answered questions from prospective contractors regarding flooring installation requirements.
Key details from the Q&As address: (1) provision of site photos to assist proposal preparation; (2) execution flexibility for the phasing plan, with work on multiple phases permitted if discussed beforehand, with restrictions on the control room, large training room, and hallway requiring off-hours completion; (3) furniture removal assistance available Monday-Friday during business hours for computer desks, cabinets, and tables, with no space for simultaneous removal of all furniture; (4) flooring transitions specified as mostly carpet-to-carpet with three carpet-to-tile transitions and one carpet-to-concrete transition to an exterior breezeway; (5) room dimensions and square footage previously provided in Attachment 2 Floor Plan; (6) clarification that current carpet does not have tack strips or padding, with new modular carpet specifications understood to not require padding or tack strips; and (7) approval of either Aero Jetstream or Sky Dusk black carpet as FAA-approved anti-static compliant alternatives, with first preference for Aero Jetstream. The reviewing government official is Mr. Brandon Ludemann from 47 OSS/OSAR.

Providing photos would greatly assist us in better understanding the current conditions and preparing an accurate proposal 47 OSS/OSAR Mr. Brandon Ludemann
I will provide photos of all areas.
How do you plan on executing the phasing plan? Are we allowed to perform work on multiple phases at once? The smaller phases are not a full day’s work for a crew. 47 OSS/OSAR Mr. Brandon Ludemann
Phasing plan was to allow furniture to be moved out of rooms to be worked on while not displacing 46 employees at one time.
Control room, large training room, and hallway need to be completed when we are not open. There may be some flexibility with the phases but that would need to be discussed.
It is mentioned that we will have to work around furniture in a few rooms. Can you elaborate on what type of furniture and what you mean by w/ork around it? Pictures would be very helpful. 47 OSS/OSAR Mr. Brandon Ludemann
Once the rooms are identified that are going to be worked on we can assist with removing furniture M-F when we are open. It is mostly computer desks, cabinets, tables, etc. We do not have the space to remove all the furniture at one time.
Regarding the transition strips… what flooring material will we be transitioning to?
Carpet to Carpet? Carpet to VCT? Please advise. 47 OSS/OSAR Mr. Brandon Ludemann
Most transitions will be carpet to carpet. There will be three carpet to tile transitions and one carpet to concrete leading to the exterior breezeway.
Can you provide scaled dimensions of the rooms? This will allow us to properly quantify how much carpet will be needed including waste based on style of carpet specified. 47 OSS/OSAR Mr. Brandon Ludemann
CE should have the dimensions for each room and computed the square footage for the hallway. This has already been provided within attachment 2 Floor Plan each rooms sq footage
The scope mentions replacing tack strips/padding under carpet. Can you specify the exact carpet system currently being used? The new carpet spec’d is modular which does not require padding/tack strips. 47 OSS/OSAR Mr. Brandon Ludemann
I don't believe the current carpet has tack strips or padding. Most of the carpet being replaced was cut and not modular except for most of the control room being carpet tiles. Understood new carpet is modular.
Will you accpet Static Smart Kinetic Carpet for the room that requires
FAA Approved carpet? The Static Smart Office Smart Workspace Series carpet does not meet the FAA Anti Static Flooring requirement.
47 OSS/OSAR Mr. Brandon Ludemann
Either of the black carpet alternatives that are anti-static compliant work for us. First preference is Aero Jetstream then Sky
Dusk.
