About this file
This is a Questions and Answers document for solicitation FA309925R0001 regarding the construction of a covered storage marina facility at Laughlin AFB. The document contains 16 questions and responses clarifying various aspects of the design-build project requirements.
Key details from the Q&A include: the contractor is responsible for designing the concrete foundation and conducting geotechnical surveys; site drainage solutions must be implemented to divert water away from the structure; temporary fencing and restroom facilities must be provided by the contractor; no utilities are available on site for construction use; both grounding and lightning rods are required; no electrical outlets or lighting are needed in the final design; this is a Non-Appropriated Fund (NAF) contract that will not use Wide Area Workflow for invoicing; Anti-Terrorism Awareness Training Level-1 is required for all personnel; half of the current yard will be available as a laydown area for materials; and proposals should be submitted in three volumes (Price, Technical, and Past Performance) which can be combined in one email unless exceeding 20MB. The Q&A also clarifies that while Quality Control certification is preferred, proposers without current certification may submit proposals with a plan for obtaining it.

Covered Storage Marina Question and Answers
1. Do you have a design already for the concrete foundation under each Perling or do you want that to be engineered as part of the design?
No, that will be part of the KTR responsibility to provide as part of the design.
2. Can you provide a Geotech survey of the existing soil conditions so a proper foundation can be recommended?
There is no existing Geotech survey of this area. KTR is responsible for providing the survey as apart of design.
3. The area appears to drain to the proposed location of the building which will require extensive site drainage corrections and would include several feet of fill out past the building line including slopes back to the original grade. Can the proposed building location change to prevent such drainage issues and eliminate the need for several feet of fill to be brought in or a diversion swale being installed?
KTR is responsible for site drainage to be diverted away from structure since this is a Design-Build effort, these design efforts may include fill or swale construction at the recommendation of the Designer of Record. Location of the building can be considered for relocation during design analysis with GOVT approval after award or KTR can present the alternate location in their proposal.
4. If the proposed building location cannot be relocated, how would you like us to approach the drainage concerns? Option one, install a water diversion swale or option two, bring in several feet of fill to reroute the water?
KTR is responsible for site drainage to be diverted away from structure since this is a Design-Build effort, these design efforts may include fill or swale construction at the recommendation of the Designer of Record.
5. Is a temporary fence going to be required once the existing fence gets demoed?
Yes
6. Is water available?
There are no utilities in the laydown yard or site. Utilities in the area are unable to be used for construction. The Contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this Statement of Objectives (SOO) to construct a covered storage facility for the fenced-in boat storage area at the Southwinds Marina.
7. Are there restrooms available onsite, or do we need to provide a temporary restroom facility?
You will need to provide a temporary restroom facility.
8. Provide clarification on Grounding and lighting Rods Requirements. The way it reads “Grounding is required but Lighting rods are not.”
Please include grounding and lightning rods.
9. Will the government provide access to electrical connections to support the construction?
There are no utilities in the laydown yard or site. Utilities in the area are unable to be used for construction. The Contractor shall furnish all materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined in this Statement of Objectives (SOO) to construct a covered storage facility for the fenced-in boat storage area at the Southwind’s Marina.
10. Are there any requirements for electrical outlets and lighting for the boat storage facility?
If not, does the government want the contractor to design those and offer it as a future Value Engineering Change Proposal (VECP) option with cost for the government's future decision?
No, no electrical outlets or lighting needs to be provided in the design.
11. Is the contractor required to set up a Wide Area Workflow for electronic invoicing and payment prior to contract award?
This is a Non-Appropriated Funded (NAF) contract and Wide Area Workflow will not be utilized. There will be additional documentation provided to the awardee for invoicing directly to the NAF office in charge of payments.
12. Will the Government automatically disqualify a vendor during the proposal evaluation phase if the Construction Quality Control / Management Certification from the US Army Corps of Engineers is not complete or on hand prior to submitting the proposal (in accordance with section L)?
In SOO attachment B. Section 4.2.3. Personnel requirements for quality control, it states, The individual must have attended a professionally accredited QC Management Course (e.g., conducted by the US Army Corps of Engineers or an independent private company) within the last five (5) years. A Contractor’s self-developed program shall not fulfill this requirement.
We require a professional certification with verification, which can be obtained from the US Army Corps or other reputable organizations. While certification is preferred, proposers without current certification may still submit a proposal. However, please include a detailed plan and timeline for obtaining the required certification. Please note that the government reserves the right to reject a proposal if the proposed timeline for obtaining certification is deemed insufficient to meet the requirements of this opportunity.
13. Anti-Terrorism Awareness Training Level-1. We have some key personnel currently with this DoD course completed. Does the Government require all employees working on this project to take this course online- it will require CAC. How does the government intend to provide the training material for this requirement?
The training can be found at https://jko.jten.mil/courses/AT-level1/launch.html. The trainings are required for everyone. If you wanted to host a training day and only have one person registered go through it for the group and provide us the sign in sheet with the certificate, that would be sufficient.
14. Will the government allow for the delivery of materials to be on the construction site?
pages 23-24.
Yes, half of the current yard will be the laydown yard for materials and construction.
15. We are tracking 3 volumes / documents for this proposal: Price, Technical, and Past Performance. Does the Government Contracting Officer want these three separate volumes in three different emails or in one email with separate PDF files?
All three can be in one document, but please refer to the solicitation for the page limits for each section. One email will suffice unless the email larger then 20 MB. If it is, please request a DOD safe link from the SSgt Mckenzie at nakisha.mckenzie@us.af.mil. There you will be able to upload all files for your proposal.
16. How do you would like the bidders to respond to the Equal Employment Opportunity requirement? Attest and certify, etc.? OP2E strictly follows and enforces Equal Employment Opportunity (EEO) standards, and we also partner with companies that do so as well, who also have a diverse labor mix; since this is a SDVOSB set aside.
No action is needed when submitting a proposal for this requirement. Under 52.222-23(d) you will find actions necessary for whoever the apparent awardee is of this requirement.
