About this file
This document is a Questions and Answers (Q&A) document for Solicitation FA309925Q0007 for Library Book Lease Services at Laughlin Air Force Base. The solicitation seeks a contractor to provide leased books for the base library, with specific requirements including an estimated 45 books per month across adult, children's, and young adult categories. The library requires new releases, New York Times bestsellers, and CSAF titles, with a separate area designated for adult leased books and spine labels for children's and young adult books.
Key details include library operating hours (closed Monday and Sunday, open Tuesday-Wednesday 10:00-17:00, Thursday 10:00-18:30, Friday 10:00-17:00, Saturday 10:00-14:00), payment through the Wide Area Workflow (WAWF) system, and a requirement for two separate plans - one for adult books and one for children's books. The government will use its own staff to manage the leased books, which will be integrated with the library's existing collection and available for patron checkout. The solicitation emphasizes the need for two distinct proposals, one for adult books and another for children's books.

# Industry Question Reference Government Response
1 We wish to clarify this requirement as follows:
“Where on Laughlin would the lease transaction take place?”
Relevance:
“Books would be leased to the library.”
2 “If it is at the library there would be space made for lease book aside from other book already there and staff?”
“The library has a separate area for adult leased books and utilizes spine labels for leased children’s and YA books.”
3 “Would we be collecting these funds?” “The invoices will be submitted to the governmental payment system Wide Area Workflow “WAWF”. This is how payments will be received. “
4 “Is there an estimate as to how many books the contractor would need?”
“Ideally, we would like new releases, NYT bestsellers in both fiction & non-fiction, and CSAF titles. Estimate of 45 books a month in Adult, Child, YA.”
5 “What are the hours for the library, and would the contractor be confined by these hours?”
“Hours: Closed Monday. Tuesday-Wednesday 1000-1700, Thursday 1000-1830, Friday 1000- 1700, Saturday 1000-1400, Closed Sunday. There are no staff on hand to contact outside these hours.”
6 “These services will be total separate from other services offed at the library now?”
“No, the books can be checked out to patrons just as all other material offered at the library.”
7 “The contract will need someone working at the location that is selected for these services to be performed?”
“No. we have our own staff.”
8 “Will the two parts be awarded separately, and/or can we combine our response for both into one product? If so, would we be allowed to offer two options, effectively providing two "bids" - one which would split the adult and children's as into two plans (as requested), and then another as a universal option?”
“We need two separate plans, one for adult and one for children.”
