About this file
This document outlines requirements for a federal contract solicitation to provide crowd control fencing for Laughlin Air Force Base's 2024 Air Show. The solicitation seeks 2,205 linear feet of four foot high metal barricade fencing and 300 linear feet of six foot high temporary panel fencing to delineate controlled areas. The contractor must deliver and begin setup of the fencing on March 7th, 2024 at 1:00 PM, complete tear down by March 10th, and be prepared to work at night if necessary to meet timelines. Fencing locations are subject to change by up to 200 additional feet until the completion date. Temporary markings only will be used without permanent markings to the airfield. The solicitation was released by the Air Force Air Education and Training Command for the FY24 Air Show Metal Fence contract.

1). What is the process for security clearances to enter the base?
To enter base, an Entry Authority List (EAL) must be on file with the 47th SFS Pass and Registration office NLT 3-duty days prior to the start of an event. The Pass and Registration office can be contacted at 47sfs.passregistrationvcc@us.af.mil. SFS does not deal with security “clearances”. Member’s background and criminal histories will be checked to ensure they remain within a pre-determined acceptable risk-tolerance threshold. If so, they will be granted entry to the installation upon an approved EAL and photo-ID.
2). Who will be responsible for checking and approving the work?
Point of contact will be determined once award is made.
3). Are there any restrictions or requirements for subcontractors or material suppliers, especially regarding security clearances or specific certifications?
Submit you information and Security Forces will do security checks in order to get base access, which is what is required of all contractors. There are no specific certification requirements.
4). What are the payment terms, invoicing procedures, and any specific billing processes required by the federal agency?
Please see solicitation for this information.
5). What are the processes for handling changes to the scope of work, including adjustments to contract value and timelines?
Timelines will not be adjusted, changes are not expected.
6). Are there any specific safety and environmental regulations that must be adhered to during the performance of work on the Air Force base?
We do not have any local/unique/specific safety requirements other than what is already required in the
DESR6055.09_DAFMAN91-201.
