SECTION 01010 - SUMMARY OF THE WORK
PART 1 GENERAL
1.01 PURPOSE OF SECTION: The purpose of this section is to provide the Contractor with the basic guidelines for doing business on Laughlin Air Force Base (LAFB). Because all provisions of this section may not apply to every delivery order, the Contractor shall seek clarification from the Contracting Officer (CO) if there is any question on the applicability of a provision. These provisions are for the purpose of general information only and are not intended to completely describe the restrictions and regulations that apply on LAFB. The Contractor is expected to maintain, at all times, good and accepted construction and safety standards in accordance with common trade practice, EM 385-1-1 COE Safety and Health Requirements Manual, and OSHA standards.
1.02 PROJECT SCOPE: Base and Airfield Paving, IDIQ Contract consists of, but not limited to the following principal items: construction, reconstruction, and repair of flexible and rigid pavements. Operations vary but may incorporate any of the following: Excavation preparation of pavement structure by lime stabilization of the subgrade; placing new stabilized aggregate base course; cement stabilization of existing base material; priming the flexible base material for single or double bituminous surface courses consisting of Hot Mix Asphalt Concrete (HMAC) material; adjustment of existing utility valves, manholes, and structures to conform to new pavement grades; new concrete curbs, and or curbs with gutters, sidewalks, and new storm inlets to include storm sewer pipes, road markings, sealing of concrete pavement random cracks, fog and slurry latex seals; new concrete pavement, repairing and removing concrete to include using epoxy resin concrete or Portland cement concrete, removing and replacing joint sealing, repairing spalls, rubber and paint removal, airfield markings, and all required markings. During the contract period the 47 CES will identify construction tasks required to complete each specific job and the CO will issue individual delivery orders to the Contractor to complete those jobs. The Contractor will be required to furnish all materials, equipment and personnel necessary to design, manage, and accomplish the contract. Individual delivery orders will vary in size. The delivery orders may include tasks in a variety of trades, such as construction or alteration to roads, sidewalks, curb and gutter, or airfield pavements and either asphalt, concrete, or base course construction, but may not necessarily be limited to such.
1.03 PROPOSAL REQUIREMENTS:
A. In addition to the construction cost estimate, a detailed (Contractor developed) Statement of Work (SOW) will be required. The Contractor proposal shall include sufficient documentation to indicate that adequate design and planning have been performed.
B. Adequate Design: Contractor is responsible to ensure each project meets LAFB’s SOW or Statement of Objectives (SOO) provided with the delivery order, as well as appropriate codes, industry standards, regulations, and laws. Adequate design for each proposal may include, but not necessarily be limited to, providing the following:
1. Drawings:
(a) Drawing size must be produced using AutoCAD 2006 (or current) software and be drawn at 1” = 1’. Two sets of drawings shall be provided to the CO at the time of proposal submission, if required by the request for proposal.
(b) Changes to the drawings brought about by changes in scope or as a result of proposal evaluation shall be incorporated and two revised sets provided to the CO prior to issuance of the delivery order.
2. Phasing: The Contractor must submit a phasing plan to the project manager (PM) prior to construction.

Added items of work shall be incorporated into and made part of the delivery order and shall be performed at the negotiated unit price multiplied by the applicable contractor percentage factor (coefficient) proposed by the contractor. Contractor must submit for each proposed non-pre-priced item, a minimum of three (3) price quotations from verifiable sources. Additionally, a complete breakout of material, labor, and other direct costs required to complete the specified work items must be submitted when requested by the Contracting Officer. Costs shall be segregated and proposed in a format approved by the Contracting Officer.
1.04 PRINCIPAL FEATURES: Principal features of the work consist of but are not limited to tasks performed in accordance with (IAW) all Federal, State and Local codes and regulations.
1.05 PROJECT AREA LIMITATIONS: The majority (approximately 90%) of all construction work will be within the boundary limits of LAFB. However, some construction may be required at off-base sites within a 50 mile radius of the base. These sites include, but are not limited to, the South Winds Marina (at Lake Amistad), and the Spofford Auxiliary Airfield.
