DESIGN REQUIREMENTS
1 PROJECT DESCRIPTION
1.1 Project Narrative
The Design/Build Statement of Work (SOW) consists of (1) Design, Design after Award Requirements; (2) Appendices A thru P.
Design and construction shall comply with the requirements contained within this Design/Build Statement of Work (SOW). The design and technical criteria contained and cited in this SOW and the Unified
Facilities Guide Specifications (UFGS) establish minimum standards for design and construction quality.
The Designers of Record shall use the Unified Facilities Guide Specifications (UFGS) and the requirements contained in this SOW to fully develop the technical specifications and construction drawings. The objective of this solicitation is to obtain a durable and functional building complete and adequate to serve as an Indoor Obedience/Patrol Lab for the training of military working dogs.
Military Working Dogs (MWD’s) are used by military security forces to defend bases and resources and to assist with enforcing military laws and regulations. Like other highly specialized equipment MWD’s supplement and enhance the capabilities of military security forces. When integrated into existing military security forces.MWD teams enable those forces to perform their mission more effectively and, in many cases with significant savings in manpower, time and money.
This project consists of the design and construction of an Indoor Obedience/Patrol Training Lab to be contained within a pre-engineered metal building and to include site development. Site development to include: (1) build up, compaction of building pad; (2) Modify site to provide proper drainage; (3) Relocation of existing overhead power lines to provide clearance at perimeter of building; (4) New utility connections (domestic water and electric); (5) Extension of existing water lines and placement of new fire hydrant as indicated on site plan.
The building and site drawings included in this SOW illustrate the conceptual design of the project. Floor plans provided shall be followed by the Offeror to comply with Lackland Air Force Base functional requirements.
1.2 Applicable Criteria
Applicable design and construction criteria is specifically indicated, but not limited to that mentioned in this Section. Criteria shall be taken from the most current references as of the date of issue of the SOW, unless noted otherwise. Referenced codes and standards are minimum acceptable criteria.
Administrative, contractual, and procedural features of the contract shall be as described in other sections of the SOW and per the Contracting Officer. The Design Requirements within this SOW represent the minimum quality and quantity acceptable for the proposals and project submittals. The standards, documents, and criteria referenced within this SOW, although not all attached within this SOW document, are modified to the extent indicated within this section, and shall be the most current version. Each Offeror shall be responsible for obtaining any documents not attached as part of this SOW but referenced as criteria for the project. Referenced government/military criteria can be obtained from the following website: http://www.wbdg.org/ccb/ccb.php. Requirements of this section may delete, revise, add to or substitute for criteria contained in the referenced documents and this section shall be deemed the controlling authority of any changes to the other referenced documents and criteria. 1.3 Performance Period / Liquidated Damages
Liquidated damages will be assessed as provided in the contact for failure to complete work within 360 calendar days.
1.4 Codes
The design, materials, equipment, and installation shall be in accordance with the requirements of the listed codes and design manuals, with the requirements of this section, and with the listed specifications.
1.5 Specifications
The technical specifications shall be developed from the Unified Facilities Guide Specifications (UFGS) by the Designers of Record. If specific specification sections are not available in UFGS, the Designer of Record shall develop one using the SpecsIntact template.
1.6 Design Standards
Equipment, hardware, and materials shall be standard manufactured items unless otherwise specified.
Replacement parts shall be standard and readily available through commercial means. Discontinued products will not be accepted unless approved by the Contracting Officer.
1.7 Drawings
Attached concept drawings are included for general information on the design and construction of the building and the development of the site. These drawings may be used as a reference in the design of the facility. The design illustrated in the drawings is not intended to be a final or a recommended solution.
Drawings are available in electronic format. See the Appendix “E” for the Conceptual Drawings.
1.8 Field Information
The utility plans provided are the best information available. They are provided to assist the Offeror during the design of this project. The Offeror is responsible for field verifying all information given.
The Offeror is responsible for obtaining all information necessary to properly design and install all work.
Gathering information during design shall be coordinated through the Contracting Officer. A survey and geotechnical report will be provided by offeror. Survey will include grading, utility locations, manhole inverts, verification of existing features, etc., and shall tie into the project datum.
1.9 Design Details and Standards
The Offeror shall provide a design and construction package which uses and further develops details given or referenced in this SOW. Additional details shall be created by the Offeror as required, but shall conform to the requirements of this SOW and are subject to approval by the Government.
1.10 Design Quality
The main objectives of this solicitation are to design and construct a turnkey pre-engineered metal building, and develop the site as shown on conceptual drawings within funds available, and to maximize design and materials quality. Design and materials quality is achieved through the integration of utility systems within the building and on the site, selection of building systems for low-cost maintenance and operation, and an overall balance of aesthetics and functionality within the parameters provided herein.

Conceptual site plan is included in the SOW to verify and illustrate the feasibility of providing the project requirements within given site constraints. Conceptual floor plans are included to illustrate one solution to accommodating the building requirements within the allowable scope as well as establishing spatial relationships.
Requirements stated and illustrated in this SOW are minimums. Innovative, creative, or cost-saving proposals which meet or exceed these requirements are encouraged and shall be considered during the development of the design / design submittal reviews. The drawings provided establish project floor area requirements and spatial relationships that have been reviewed for user function and preliminary code compliance. Floor and site plans may change with government approval to enhance design, comply with codes, incorporate options, include betterments, or support constructability.
1.12 Energy Standard Compliance
The building shall comply with the provisions of UFC 3-400-01 Design: Energy Conservation and ASHRAE Standard 90.1 - Energy Standard for Buildings. As a separate part or section of the Design Analysis, demonstrate compliance with ASHRAE 90.1 and UFC 3-400-01 using calculations, vendor literature, equipment catalog sheets, compliance forms, worksheets, and narrative descriptions of the building envelope, HVAC systems, service water heating, electrical power, lighting, and other equipment and systems. All appliances provided shall be Energy Star rated.
1.13 Accessibility Requirements
The design and construction of building shall be fully accessible to physically disabled persons and shall conform to the ADA and ABA Accessibility Guidelines for Buildings and Facilities.
1.14 Force Protection & Anti-Terrorism Considerations
Tenant has agreed to limit the number of occupants to ten (10) or less at all times; therefore the building will not be required to comply with ATFP standards.
1.15 Permits
The Offeror shall be responsible for preparing, filing, and paying for any fees required to obtain all necessary permits for the construction of this project.
2 DESIGN SUBMITTAL REQUIREMENTS
See Section 01 01 20, DESIGN AFTER AWARD for Design Submittal Requirements.
3 CIVIL DESIGN
3.1 Technical Criteria and Standards
Except as specified otherwise in this SOW, design and construction of this project shall comply with the latest editions (at the time of award) of the criteria indicated. In the event of conflicting information between a UFC and other references, the information in the UFC shall apply.

3.2 Existing Conditions
The project is located within the secure perimeter of Lackland Air Force Base, Texas. Building is located on the Training side of Lackland Air Force Base (see vicinity map located in appendix E). The extent of the Civil work associated with this project will be described in the architectural section for grading etc., mechanical section for the replacement of the sewage line under the commons area, the electrical section for work associated with the upgrades (new transformer) and the water lines associated with the fire protection work.
3.3 Site Work
a. Contractor shall field verify site conditions, underground and overhead utility locations, annotating the depth and height to avoid disturbance during construction. Known marked utilities shall be hand excavated prior to allowing equipment to excavate to minimize the risk of damaging any existing utilities.
b. Clearing and grubbing of the site. Clearing and grubbing shall be 10’ beyond site work as indicated. Clearing and grubbing shall be in accordance with the attached specifications.
c. Successful offeror shall coordinate the sizing of all utilities, such as electrical utility company concrete pad(s), and other utilities.
d. Contractor shall include all utilities including but not limited to water (building) and electrical (building), and water (fire hydrant).
e. Contractor shall include protective bollards at fire hydrant.
f. Contractor shall include concrete sidewalk/apron at perimeter of building to include concrete drive ramps at overhead doors.
g. Contractor to included concrete pads as transformer and condenser locations

h. Contractor to include gravel driveway adjacent to building.
i. Contractor to include extension of downspouts under perimeter concrete apron/sidewalk via cast iron boots. Down spouts to be extended to day-lite.
j. Contractor to include extension of trench drains at either end of building to run under perimeter concrete apron/sidewalk and extend to day-lite. The trench drains are not require to be connected to sewer system.
k. Remove soil under the building pad site and provide fill material based on building foundation requirements. Compaction shall meet the requirement for the building pad requirements. The building pad shall extend at least 10’ on each side of the building foundation. Elevation of building pad will be set to allow for drainage of water away from building.
3.4 Project Site Survey
A survey of the project site will not be provided by the Government. The successful Offeror shall obtain a current site survey that shall include but not be limited to: the topography of the site in one foot contour intervals and spot elevations; surface features including parking lots, driveways, walks, curb and gutter, pads, walls, signs, hydrants, valves, manholes, cleanouts, inlets, utility poles, guy wires, transformers, sprinklers, backflow devices, landscaping, etc; and underground utilities. Utility locations shall be determined from base mapping, surface features found in the field, and pot-hole operations. The survey shall encompass all areas associated with the design and construction of all features included within the scope of work. Topographic map data shall be gathered by field methods, using Global Positioning System (GPS), total station methods, or a combination thereof. The survey shall be generated by a professional surveyor, licensed in the State of Texas and comply with EM 1110-1-1005, Engineering and Design - Control and Topographic Surveying. It is the responsibility of the Offeror to obtain additional mapping from the base if needed and to verify the existence of utilities at the site.
3.4.1 Project Benchmarks
Two new survey monuments shall be established at the project site by the Offeror. These monuments, to be used for vertical and horizontal control of this project during construction, shall be set prior to the start of construction and shall be located for convenience of construction. The two monuments shall be within line of site of each other and shall not interfere with construction activities. The location of the monuments shall be approved by the Contracting Officer. The Offeror shall determine the vertical elevations of the benchmarks referenced to the North American Vertical Datum of 1988 (NAVD 88) and the coordinates of the benchmarks expressed in the Texas state plane system based on the North American Datum of 1983
(NAD 83).
3.5 Notification Prior to Excavation
Notification to the Contracting Officer and the 502 CES Construction manager shall be minimum 30 days prior to the planned excavation to allow processing. The Offeror shall submit Form 103, BCE Work Clearance Request, and the necessary dig permits for approval prior to excavation. The government shall mark out known existing underground utilities in the work area. The marked location of the existing utilities is approximate. Excavation by power driven equipment is not permitted within three (3) feet of either side of the marked utility. Hand excavate on each side of the indicated obstruction and continue until uncovered or clearance for the new grade is assured.
Report damage to underground utilities or subsurface construction immediately to the Contracting Officer.
3.6 Permits

The Offeror is responsible for obtaining all necessary Federal, State, County, and local permits required to complete the construction of this project. The Offeror is responsible for paying all fees associated with obtaining the permits, including the Bexar County Server Connection fees.
3.7 Grading
The grading shall maintain existing topography while recognizing standard gradients. There shall be a balance of the quantity of cut and fill soils to create a smooth transition of graded areas into the existing natural site. The plan shall reflect selective site clearing that preserves as many trees as possible.
Grading shall manage site runoff to maintain rate of flow and quantity to pre-construction levels, or reduce site runoff where possible. The principles of positive drainage shall be applied to control the conditions that remove rainfall away from facility and functions. Site designs shall seek to minimize the disturbance of land, and utilize natural drainage paths where possible. Federal, state and local regulations regarding the design of storm water management systems shall be considered the minimum design criteria. In addition, the storm water management system shall comply with 2007 Energy and Independence Security Act (EISA) Section 438, UFC 3-210-10 (Low Impact Development), and UFC 3-230-17FA (Drainage in Areas Other than Airfields).
The difference in grade between the FFE and the surface of the ground immediately adjacent to the building shall be a minimum of 12 inches, except where accessibility standards govern at personnel doors. The grade at the perimeter of building shall have a minimum of 5% slope within the first 10 feet and positive drainage thereafter, except at personnel doors. The Offeror’s geotechnical engineer shall identify if steeper grades are necessary based on shrink/swell soil characteristics. Design grades to provide required sight lines related to traffic and roadway design. Design grades to meet accessibility requirements where required.
Digging permits shall be obtained by the Offeror from Lackland Air Force Base before any excavation begins. Separate digging permits are required for building foundations and for each utility system.
The Offeror shall be responsible for de-watering as necessary for grading and other subsurface works for the construction of the Project. There are no known IRP sites in the vicinity of the project; therefore containment of contaminated groundwater is not required.
A balance of the quantity of cut and fill soils which would create a smooth transition of graded areas into the existing natural site is desired. Site specific conditions such as flood and drainage protection, slopes and access reasons may cause unbalanced earthwork operations and are to be identified by the Offeror in the first Site/Utility Design submittal.
Erosion and Sediment Control Facilities shall comply with Federal, State and local regulations. The Offeror is responsible for compliance with storm water NPDES Permit, Storm water Pollution Prevention Plan, NOI/NOT requirements, and for any associated fees and permits.
The Offeror shall notify the 502 Construction Manager to obtain marked utility locations prior to start of construction. The Offeror shall immediately notify the Contracting Officer and 502 Construction Manager in the event a utility line is encountered in a location not marked by the base.
3.7.1 Building Connections
Down spouts from roof gutters to discharge and be directed away from the building foundation towards landscaped areas. In the event of surface discharge, install a concrete splash block at each downspout, per detail on AEIM Plate C19. Downspouts shall not discharge onto sidewalks.
3.7.2 Materials
All materials shall be in accordance with the Lackland AFB Compatibility Guide and Lackland AFB Operation & Maintenance Standards located in the Appendices.

3.7.3 Field Quality Control for Drainage System
The Contracting Officer or representative will witness field inspections. Testing procedures and requirements shall comply with Lackland AFB and Texas Environment Department requirements.
3.8 Utilities
See Fire Protection, Electrical, Mechanical and Plumbing Sections for additional information.
3.8.1 Mains and Service Lines
Lines shall be placed with a minimum of 30 inches of earth cover. Protective casings shall be provided to protect lines from superimposed street or heavy traffic loads. Refer to Lackland AFB Design Guide for additional requirements for service lines, gas meters, and service regulator (if applicable).
3.8.2 Fire Protection
Provide separate connections to the domestic water main and fire protection main, each with an approved backflow prevention device. Refer to CHAPTER 9 FIRE PROTECTION for additional information. Fire hydrants shall be strategically located around each facility at 150 foot (minimum) hose lay distance from the building. Sufficient sectional control valves shall be provided so that no more than two fire hydrants will be out of service in the event of a single break in a water main.
3.8.3 Trenches
Water, sanitary sewer, and gas mains shall not be installed in the same trench. Water mains shall have a minimum earth cover as required by the water distribution UFC references or as stated above. Adequate cover must be provided for freeze protection. Where frost penetrates to a depth greater than the minimum above, greater cover will be required. Sufficient cover must also be provided to protect the pipe against structural damage due to superimposed surface loads. Lines installed with less cover than the minimums stated shall be concrete encased with a minimum concrete thickness of 6 inches and insulated to prevent freezing.
3.8.4 Fire Hydrant and Associated Water Line
Fire hydrants shall be strategically located around the building at 150 foot (minimum) hose lay distance from the building. Hydrants and valves shall conform to AWWA C500. Post Indicator valves shall conform to the requirements of NFPA 24. Fire hydrants shall be compatible with those presently in use at the installation, with similar pump and hose connections. Hydrants shall be dry barrel type. The maximum amount of flow that can be permitted shall be determined. Fire hydrants shall be provided and installed in accordance with the criteria of UFC 3-600-01. Each hydrant may account for a maximum of 1500 gallons per minute (GPM) of fire protection regardless of existing pressures or water line capacity. Hydrant laterals shall be 6-inches (minimum), and shall not exceed 50 feet in length where possible, and shall have an underground shutoff valve. Valve box, at each lateral, shall be located within 10 feet off the hydrant, and shall not be located where obstructed by parked vehicles, shrubbery, etc. Bollard barriers shall be provided where hydrant locations are subject to vehicle damage.
Install all piping and accessories to provide a complete working system. Provide and install new hydrant and 6” piping running from existing hydrants to new hydrant location as indicated on conceptual drawings Place new hydrant at location as indicated on conceptual drawings. Tie-in new 6” piping to existing waterlines creating a looped system. Tie new fire hydrant into new 6” piping. All piping to be run underground drawings. Place protective bollards at new fire hydrant location.
3.8.5 Shutoff Valve

Building shall be provided with a separate water service and main shutoff valve, readily accessible to maintenance and emergency personnel. Shutoff valves in walks are prohibited. Valves shall have valve boxes or manholes extending to the surface with the word “water” cast in the lid pattern.
3.8.6 Metering
Meters shall be equipped with electronic or radio frequency transmitters for remote monitoring. The equipment and method of remote monitoring must be coordinated with the water distribution utility. Meters shall be purchased from Lackland AFB where available or be supplied by the Offeror meeting the approval of the water distribution utility.
3.8.7 Materials
Materials for the water distribution system shall be in accordance with the referenced UFC or Lackland Aif Force Base Design Guide. Copper water service lines will be dielectrically isolated from ferrous pipe. For ductile iron piping systems (except for ductile iron piping under floor in soil) conduct an analysis to determine if cathodic protection and/or bonded or un-bonded coatings are required. All piping systems shall be designed in accordance with NACE Standards.
3.8.8 Field Quality Control for Water Distribution
The Contracting Officer or representative will witness field inspections and field tests specified. The Offeror shall perform field tests, and provide labor, equipment, and incidentals required for testing, except that water needed for field tests will be furnished by the Government from the existing water distribution system in the vicinity of the project. Do not begin testing on any section of a pipeline where concrete thrust blocks have been provided until at least 5 days after placing of the concrete. Testing procedures and requirements shall comply with the requirements of the referenced UFC.
3.9 Buried Tape and Detection Wire
Provide buried utility lines with utility identification tape. Bury tape 12 inches below finished grade; under pavements and slabs, bury tape 6 inches below tope of subgrade. Bury detection wire directly above non-metallic piping at a distance not to exceed 12 inches above the top of pipe. Extend the wire continuously and unbroken, from manhole to manhole. Terminate the ends of the wire inside the manholes at each end of the pipe, with a minimum of 3 feet of wire, coiled remaining accessible in each manhole. Furnish insulated wire over its entire length. Install wires at manholes between the top of the corbel and the frame, and extend up through the chimney seal between the frame and the chimney seal.
For force mains, terminate the wire in the valve pit at the pump station end of the pipe.
3.10 Borrow Area
Borrow shall be obtained by the Offeror from an off-base borrow source. Refer to section GEOTECHNICAL DESIGN for borrow source and material requirements. The site of the borrow source shall meet all requirements for storm water runoff as required by the EPA NPDES program.
3.11 Waste Area
Demolition and construction waste from the project shall be disposed of at an off-Base location approved by the Contracting Officer.
3.12 Access/Haul Route
The Offeror's access/haul route shall be coordinated with Lackland Air Force Base 502 Civil Engineering Office, and a Haul Route Map is to be provided by the Offeror.

The Offeror’s storage and staging area shall be located within the construction limits. A temporary security fence of 6 ft minimum height shall be provided around the storage yard. The storage yard shall be screened from view with California Industrial Fabrics 94% Pro-Block Screen or equal, color tan.
3.14 Temporary Construction Fence
The Offeror shall install and maintain temporary fencing around the entire construction area. The fence shall be 6 ft high minimum and shall remain in place until construction is complete and accepted by the government. Construction site fencing shall be screened from view as indicated in the paragraph, Offeror’s Storage Yard.
4 GEOTECHNICAL DESIGN
4.1 Introduction
Geotechnical requirements for the project include, but are not limited to, construction specifications, all pertinent subsurface investigation, and foundation design drawings for the project including plans, sections, and details.
The Offeror shall submit the names, addresses and qualifications of the geotechnical firms, drilling firms, and material testing laboratories intended for subcontracting, for approval by the Contracting Officer. The materials testing laboratory and the personnel performing testing, shall meet all applicable requirements of ASTM C 1077, ASTM D 3740, and ASTM E 329. The laboratory shall possess a certificate of accreditation by a nationally recognized authority described in ASTM C 1077, ASTM D 3740, and ASTM E 329. The Offeror is responsible for obtaining all permits and performing all correlation and calibration testing. Approval of the aforementioned firms and laboratories does not release the Offeror from responsibility for preparation of an approved Foundation Design Analysis (FDA) and Pavement Design Analysis (PDA), nor should it be construed as approval of the FDA/PDA. In addition, approval of the aforementioned firms or laboratories does not release the Offeror from responsibility for the adequacy of geotechnical specifications, sections, details and all pertinent foundation and pavement design drawings, and related geotechnical portions of the project.
4.2 Technical Criteria
Except as specified otherwise in the SOW, design and construction of this project shall comply with the latest editions (as of the date of the SOW issue) of the criteria indicated. The geotechnical specifications, sections, details, and pertinent foundation and pavement design drawings, and related geotechnical portions of the project shall comply with, but not be limited to; the following referenced material and criteria.

4.3 Subsurface Explorations
Subsequent to award, if the Offeror determines that subsurface exploration and laboratory tests are required, the Offeror shall submit his proposed exploration plan to the Contracting Officer. It is the Offeror's responsibility to review, interpret, and evaluate the subsurface investigation data, including boring logs, field and laboratory test data. Soil laboratory tests shall be performed in accordance with "Laboratory Soils Testing" (EM 1110-2-1906) dated 30 November 1970 (incl. Change 2 dated 20 Aug 86).
Geotechnical designs shall be based on soil data and technical criteria provided and obtained by subsequent drilling, sampling, and testing and shall be in accordance with the Chapter XIII of the CESWD-AEIM. The Offeror is responsible for all applicable drilling and testing costs and acquisition of all clearances and permits from the Base Civil Engineer’s Office. The Offeror is also responsible for the protection of all underground utilities from damage by the field investigations. Reference Section 00 80 00, “Special Contract” Requirements” paragraph Airfield Safety Precautions, for limitations on drilling rig heights. The site shall be returned to its original state after drilling.
4.4 Borrow Areas
There are no approved borrow sites on base. The Offeror shall be responsible for locating, testing and providing required data to the Government for approval of all proposed off base borrow sources. The borrow material must meet all specification requirements and shall not be used prior to approval.
4.5 Foundation Design Analysis
Foundation for a similar sized prefabricated metal building has been provided in Appendix Q for your reference. This has been provided to give the offeror an idea of one possible approach and represents minimum design requirements. Offeror’s foundation design must take into account specific requirements located within this SOW, for example the conceptual drawings require a concrete curb that the exterior /interior/ interior wall sits on. This will allow wall to sit up above finished slab so wall and insulation will not get wet when slab is hosed off.

The Offeror shall prepare a Foundation Design Analysis (FDA). The foundation design requirements for this project are as follows and as provided in the Structural Design section of the SOW. Site conditions are generally indicated by previously discussed geotechnical investigation (i.e., soil type, densities of materials, etc.); cut and fill requirements for site development are unknown; size and location of the facility are discussed in other sections of this SOW. Foundations shall be constructed of steel reinforced concrete and shall be as required in the Structural Design section of the SOW. Allowable foundation options shall be limited to include spread footings with slab on grade, monolithic floor slab-on-ground with continuous turned-down-edge footings, integral interior continuous footings, and reinforced ribbed mat slab (RRMS) foundation system. Selection of foundation system shall be based upon structure function and soil conditions at the site. Foundation designs and recommendations for features such as retaining walls, perimeter walls, etc., are the Offeror's responsibility and will be included as part of the FDA.
Therefore, design of any foundation system to support any structure(s) is also required. The design of any foundation system shall include, but not be limited to, presentation of allowable bearing capacity, soil parameters, settlement or consolidation, other applicable soil properties (i.e., permeability, shear strength, etc.) and all associated calculations. The FDA shall describe, evaluate, and present for each site all boring locations, boring logs, subsurface profiles, a plasticity chart, gradation curves, moisture content/liquid limit/plastic limit versus depth chart, moisture content/dry density versus depth chart, standard penetration blow count versus depth chart, unconfined compression test results, and consolidation-controlled expansion test results, as applicable. The FDA narrative and data presentation shall be submitted as an individual document to the U.S. Army Corps of Engineers for review and approval. The narrative and all data shall be prepared and presented as required in Chapter XIII of the CESWD-AEIM. Analysis for design shall be prepared separately from the design narrative and data presentation. Additionally, the FDA shall describe, evaluate, and present, as applicable, the following:
a. Boring locations
b. Boring logs
c. Subsurface profiles including location of water table
d. Plasticity chart
e. Gradation curves
f. Moisture content/liquid limit/plastic limit versus depth chart
g. Moisture content/dry density versus depth chart
h. Standard penetration blow count versus depth chart
i. Unconfined compression test results
j. Consolidation-controlled expansion test results
k. Foundation design and recommendations for buildings
l. Foundation design and recommendations for deformation sensitive areas (include associated soil parameters)
m. Foundation designs and recommendations for features such as retaining walls, perimeter walls, etc.
n. Unusual features such as above ground and/or underground structures (i.e., pits, manholes, retaining walls, etc.)
o. Pavement design and recommendations for interior pavements subject to vehicular loading

p. Construction specifications
4.6 Sub-grade Preparation
The FDA shall include requirements for appropriate sub grade preparation within and five feet beyond the limits of the structures, including but not limited to excavation of unsuitable materials, replacement with satisfactory, non-expansive fill, capillary water barrier requirements, fill compaction requirements, etc.
Degree of compaction for subgrade of structures shall be expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557, procedure as appropriate for material being tested.
4.7 Earthwork
Excavation and embankment for areas other than within the limits of the building shall conform to applicable technical criteria referenced in paragraph “Technical Criteria”, applicable UFGS Guide
Specifications, and the following requirements:
a. Prior to construction of flexible or rigid pavements, existing material shall be removed to a minimum depth of 6 inches from all areas to be paved.
b. Fill material required to bring the pavement structures to the required elevation shall be satisfactory material having a plasticity index not greater than 12.
4.8 Excavation, Filling, and Backfilling for Building.
Excavation, filling, and backfilling for building shall conform to applicable technical criteria referenced in paragraph “Technical Criteria”, applicable UFGS Guide Specifications, and the following requirements:
a. Any required fill material shall be satisfactory, non-expansive material having a plasticity index between 4 and 12.
b. Fill material shall not contain recycled concrete, rubble, trash, organic material, or refuse of any type.
4.9 Soil Compaction
Soil compaction shall be achieved by equipment approved by a professional geotechnical engineer.
Material shall be moistened or aerated as necessary to provide the moisture content that shall readily facilitate obtaining the compaction specified with the equipment used. Each layer of fill placement shall be no greater than 8 inches thick. Compact each layer to not less than the percentage of maximum density specified in Table 4-1, determined in accordance with ASTM D 1557, Method D.

The requirements shall be verified or modifications recommended by the consulting professional geotechnical engineer in the report wherever engineering, soils, or climatic factors indicate the necessity.

Any modification to the stated compaction requirements shall require the approval of the Contracting Officer.
4.10 Capillary Water Barrier
A capillary water barrier is required for all interior slabs on grade, including garages, carports and storage rooms. As a minimum, the capillary water barrier shall include at least 6 inches of crushed stone.
4.11 Landscaping
4.11.1 Seeding
Provide turf at locations where existing turf has been disturbed as a result of construction. Areas to be seeded shall be prepared by application of top soil and organic mulch free from noxious weeds, mold, pesticides and other deleterious materials. Bermuda grass seed, in conformance with the genus approved for use on Lackland Air Force Base, shall be distributed at a rate required to produce a 100 percent stand of coverage. Provide growth promotion with weekly watering and maintenance for a period of 180 days.
5 ARCHITECTURAL DESIGN
5.1 General Summary
This project includes the designs and construction/erection of a turn-key, pre-engineered metal building as shown on the conceptual drawings.
The primary operation is contained in a basic pre-engineered, insulated metal building with approximately 6,000 square foot area (60’ x 100’) with an eave height of approximately 12 feet and a sealed concrete floor. The exterior of the buildings may be R-panels.
Offeror’s are required to develop drawings and specifications for the construction of this building and the development of the site base on this Statement of Work.
5.2 Design Goals
The overall architectural design goal for the facility is to provide a functional, safe, visually appealing building for the training of military working dogs that will provide a source of pride for facility users, and
JBSA.
The conceptual building drawings present a building design scheme which considers the requirements provided by the Government. This does not preclude the Offeror from making improvements to the design so long as such improvements are consistent with the requirements of the SOW and acceptable to the Government. The building designs are conceptual; the Offeror shall finalize all elements of the design, including exact dimensions. In completing the design, the Offeror will be allowed some latitude in manipulating the plans to improve functional layout, to accommodate structural, mechanical, electrical and other systems, and to allow flexibility for design/aesthetic expression. The spatial relationships and adjacencies must be maintained, unless the Offeror recommends changes to the Government and the Government approves such changes.
5.3 Site Planning Objectives
The conceptual drawings indicate location of building on site and site improvements. Those improvements currently outlined in this SOW include work on various building systems and their utilities.
This does not preclude the Offeror from making improvements to the site design so long as such

The site improvements are conceptual; the Offeror shall finalize all elements of the design, including exact dimensions. In completing the design, the Offeror will be allowed some latitude in manipulating the site design to improve functional layout, and to allow flexibility for design/esthetic expression. However, any proposed changes are subject to approval by the Government.
5.4 Exterior Design Objectives
The Offeror shall provide a project design with exterior elevations that achieve architectural compatibility using the currently developed elevations which have been approved by the government. The correct combination of materials, textures, color, roof forms, detailing, and building system shall be used for this project to achieve a structure compatible with the architecture of Lackland AFB in accordance with the Lackland AFB Compatibility Guide included in the Appendices.
The work outlined in the drawings provided in the Appendices shall be considered the minimum in terms of exterior architectural elements required for this project. Further detailing of the building envelope is necessary and may require incorporation of additional architectural elements to fully achieve the above stated objectives. The Designer of Record shall coordinate the necessity of adding such elements with the Offeror during the proposal stage.
5.5 Interior Design Objectives
Interior design for the project shall enhance the training environment, emphasizing durable materials that can be easily maintained and replaced. Concerning Comprehensive Interior Design (CID), Structural Interior Design (SID) shall be included in the design/build contract. Furniture, Fixtures & Equipment (FF&E) will not be required.
Care should be taken to prevent sharp edges from bolts, and trim that could harm dogs and trainers at interior metal wall panels and divider curtain enclosures. All material must be durable and easy to sanitize. Interior metal panel (wainscot) must be constructed of materials that will not rust over time, materials should be galvanized, aluminum and/ or stainless steel (this is to include all fastening devices associated with indoor metal panels).
5.6 Applicable Codes and Standards
Except as specified otherwise in the SOW, design and construction of facilities shall comply with the latest editions (as of the date of the SOW issue) of the following. Major criteria references for building design are listed below; additional requirements are included throughout the SOW.
a. National Fire Codes, published by the National Fire Protection Association (NFPA), including NFPA 101 Life Safety Code.
b. International Building Code (IBC).
c. ADA and ABA Accessibility Guidelines for Buildings and Facilities (ADAAG and ABAAG) – For the Common Areas only (enlisted dormitories are exempt)

5.7 Occupancy and Building Type Classifications
Occupancy classification, construction type, allowable areas, maximum building height, and fire separation requirements shall comply with the requirements of UFC 1-200-01, UFC 3-600-01, NFPA 101, and the International Building Code.
5.8 Exterior Design
All elevations of the building shall be developed to include materials matching those used as required by the Lackland AFB Compatibility Guide for this particular location on Base.
5.8.1 Exterior Walls

5.8.3 Trim and Flashing
All flashing and trim such as soffits, fascia, gutters, downspouts, and eave trim shall be factory-finished aluminum to match metal roof. Finishes shall have a 20-year manufacturer's warranty. Trim, flashings, gutters, and downspouts shall be sized and detailed per SMACNA Architectural Sheet Metal Manual.
Metal gauges shall be per UFGS requirements. Downspouts shall drop into painted cast iron downspout boots which connects to pipe running under the perimeter concrete apron / sidewalk (Use UFGS Section 05 50 00) with receiving bells. Roof configurations that divert runoff away from doors are preferred. Roof diverters are acceptable. Downspouts should not be discharged on to the sidewalks/concrete apron.
5.8.4 Miscellaneous Exterior Elements
All louvers, exhaust fans, and other exterior elements shall be factory finished to match pre-engineered building. Use of exterior wood with painted finish is prohibited.
5.8.5 Exterior Signage
Exterior signage for the project shall be provided to include building number signs on the front and side elevations, and building identification signage in front of the building. Building identification signage shall match characteristics of those on adjacent buildings. Exterior signage shall be provided in accordance with the UFC 3-120-01 and the Installation Sign Standard.
5.8.6 Exterior Steel Doors and Frames
Exterior steel doors and frames (Use UFGS Section 08 11 13) shall be hollow metal, thermal insulated, maximum duty, level 3, physical performance Level A, Model 2, top edge closed flush, painted to match.
Frames shall be Level 3, 14 gauges, with continuously welded corners and seamless face joints. Frames in masonry shall have bituminous back-coating, plaster guards, and shall be grouted solid.

5.8.7 Exterior Door Hardware
Exterior door hardware shall include the following items. Items not specifically identified shall be provided based on suitability of use, durability, and aesthetic character. Finishes on exterior hardware shall match throughout facility and shall be US26D brass or bronze base metal.
