STATEMENT OF WORK (SOW)

REMOVE AND REPLACE DAMAGED CANOPY SHELTERS AT SCHOFIELD GATE

JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, TX

Part 1 General Information

1. GENERAL: This requirement is for the removal of two (2) damaged canopy structures, purchase and installation of two (2) new, same or similar complete turnkey fabric canopy shelters at the same locations.

The damaged ID Check and Vehicle Inspection canopy shelters at the Schofield Gate at Joint Base San Antonio (JBSA)-Fort Sam Houston, TX, shall be completely removed and replaced. Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Contractors shall be responsible for ensuring all supplies provided in support of this requirement are in accordance with the specifications provided in the Schedule and this SOW.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work described herein. The Contractor shall remove the existing canopy shelters and install new shelters as defined herein, except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2. Period of Performance: The period of performance shall be 30 calendar days, exclusive of product ordering lead time and/or delivery.

1.3. General Information

1.3.1. Contract Surveillance and Inspection/Acceptance.

1.3.1.1. The CO will designate in writing, a Contracting Officer’s Representative (COR) to assist in administering this contract. The COR is responsible for technical administration of the project and will ensure proper government surveillance of the contractor’s performance.

1.3.1.2. The Government (COR) will inspect each installation location prior to acceptance of work. Payment will be made after all work under this SOW is inspected and accepted.

1.3.2. Recognized Holidays:

1.3.3. Hours of Operation: The Contractor is responsible for conducting business, between the hours of 8:00 am to 4:00 pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

1.3.4. Place of Performance: The work to be performed under this contract will be performed at JBSA-Fort Sam Houston, TX, within the Installation, identified by access gate name in Part 4 of this SOW.

1.3.5. Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance.

1.3.5.1. Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.

1.3.5.2. Installation Access: The Contractor is subject to JBSA Installation access requirements.

Some travel on and off JBSA Installations will be limited at times due to JBSA controlled gate openings and closures. Unscheduled gate closures may occur at any time, and the personnel entering or exiting the installation may experience some delays. Privately owned vehicles of contractor personnel are subject to being searched pursuant to applicable regulations. The award of this contract does not create a right to have access to any military installation. Any violation of an installation regulation or of a state or federal statute may result in the termination of the privilege to enter any JBSA Installation, or to provide transportation under the SOW. 1.3.6. Special Qualifications: N/A

1.3.7. Contractor POC: The Contractor shall provide a POC to be responsible for the performance of work under this contract. The POC shall have full authority to act for the contractor on all contract matters relating to any issues that may arise during work performance. The POC shall be available between 8:00 am to 4:00 pm, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

1.3.8. Identification of Contractor Employees: Contractors shall identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.4. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.5. POINTS OF CONTACT (CONTRACTOR). Those individuals identified, in writing by the contractor, with authority to act on behalf of the contractor with regard to this contract.

2.1.6. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. The Government will close the gate location for the period of performance as identified in the Schedule. This closure is pending a two week publicized notification, issued by the Government, and 502 Air Base Wing (502 ABW) Commander’s approval.

3.2. The Government will provide a staging area for the Contractor materials and equipment. This location will be provided within 10 calendar days after award.

3.3. The Government will provide a portable restroom for use by the Contractor during the duration of the contract.

3.4. The Government will provide electrical service at existing location.

3.5. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.6. Miscellaneous

If other services are required, the Contractor shall notify the Contracting Office for coordination with the 502d Civil Engineer Squadron to ensure availability of requested service.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this SOW.

4.2. Materials. The Contractor shall provide the following materials to be installed under the terms of this contract identified by location on JBSA-Fort Sam Houston. Fabric shall be tensioned over the framework, waterproof, weather tight, fire retardant, neat finished appearance, without defects and free of repairs.

Fabric shall also be no less than 18 ounce flame retardant, pass NFPA 701 and ASTM E84 fire codes and white in color. Removable, clear vinyl square, see-through window panels 8 feet high extending to ground level on each side; at least 16mil thickness. Frame shall be 18-inch heavy wall galvanized tubular steel truss on 10-foot centers. The steel frame shall be capable of being erected on concrete, asphalt or compacted earth and of accepting differential settlement up to 2-1/2% between truss positions. Structures shall be a minimum of Class B that can withstand 5 pounds per square-foot of snow and 115 mile-per-hour wind load. Base plates shall be provided for anchoring to the existing concrete and asphalt surfaces. A lighting package with grounding kit shall be provided for the new canopy shelters. The Contractor shall disconnect the existing power of the canopy shelters prior to removal and reconnect the power once the new canopies have been installed. The Contractor shall provide engineered stamped drawings for the fabric structure. The Contractor shall provide passive barriers (ie. bollards) on each corner of the canopy shelter as means of protection from vehicular damage. Warranty for the canopy shelter shall be a minimum of 5 years. The following dimensions apply:

4.2.1. SCHOFIELD (BINZ-ENGLEMAN) GATE ID CHECK CANOPY:

4.2.1.1. One (1) new turnkey ID Check Canopy shelter, 32’ Wide x 40’ Long x 22’ High.

4.2.2. SCHOFIELD (BINZ-ENGLEMAN) GATE VEHICLE INSPECTION CANOPY:

4.2.2.1. One (1) new turnkey Vehicle Inspection Canopy shelter, 32’ Wide x 30’ Long x 22’ High.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Removal Services. The Contractor shall provide all tools, equipment, personnel and materials necessary to remove the existing canopy fabric, structure and components as described in this SOW, at the identified location(s).

5.2. Installation Services. The Contractor shall provide all tools, equipment, personnel and materials necessary to install the new turnkey canopy shelters as specified in Section 4 of the SOW at the identified location(s). Installation shall be inclusive of any related components required to meet the specifications of this SOW and result in a turnkey structure.

5.3. Clean-up and Refuse Removal. The Contractor shall ensure that each location be kept in such a manner as to not pose a safety risk or impede traffic while work is being performed. All contractor-generated refuse and waste shall be removed daily by the Contractor to a disposal site located outside the physical boundaries of the Installation.

5.4. Engineered Drawings. The Contractor shall provide engineered stamped drawings that indicate the design intent of the new canopy structures. The drawings must also include structural, wind and snow load calculations that meet the standards in Section 4 of the SOW and latest building code.

5.5. Electrical Services. All electrical work shall be done by a qualified and state licensed electrician. Tag out and lock out procedures shall be followed.
