Questions and Responses
1. Is this a Service Disabled Veteran Owned Small Business Set Aside (SDVOSB) or a Women Owned Small Business Set (WOSB) Aside?
a. This is a WOSB Set Aside. The SDVOSB Set Aside was considered but the Presolicitation notice was amended on 31 Oct 14 and the notice deadline was extended. This requirement was originally solicited and quotes were received as a WOSB on a solicitation that was cancelled in October. The requirement will remain a WOSB Set Aside to allow contractors who submitted quotes to re-compete.
2. Is this a new contract or an existing one?
a. This is an existing requirement. The current bridge contract is expiring on 30 November 2015. A second bridge contract is currently being solicited via GSA eBuy. The period of performance on the second bridge will end 31 January 2015.
3. Who is eligible to quote on the GSA eBuy solicitation for the second bridge contract?
a. All GSA Schedule holders with SINs 621-054 and 621-058 are eligible to quote. The RFQ number is 942465.
4. If there is an existing contract, what is the name of the current contractor and the contract number?
a. The current bridge contractor is OMV Medical, Inc. and the contract number is FA3047-15-P-0435. The original base and four option year contract was FA3047-12-F-0008 and was also awarded to OMV Medical, Inc.
5. Is the incumbent eligible to submit a quote?
a. No, the incumbent, OMV Medical, is not a small business.
6. What was the amount of the previous contract and the individual option years?
a. The total contract award of the original base and four option year contract was for $3,807,187.20. This included a second CLIN that was never filled and that is not a part of the new requirement. The total amount of the CLIN relevant to this requirement was $2,213,683.10. The original base and four option year contract expired after the second option year. Option Years Three and Four were not exercised as the base GSA Schedule had expired. Base and Option year prices and hourly rates may not be released IAW established Federal FOIA case law.
7. Are there currently 4 Full Time Equivalents (FTEs) staffing the contract or is it understaffed?
a. The contract is currently staffed with 3 Full Time Employees and 1 Part Time Employee.
8. How many FTEs are required?
a. A set number of FTEs is not requested. This is a performance based contract. The requirement is that all patients scheduled are seen, not to exceed 1,280 patients in a single month. The contractor may supply any number and combination of Full Time and/or Part Time employees needed to meet the patient load. Please review the Performance Work Statement (PWS) starting on page 7 of the solicitation document for full details.
9. If the contract is for a variable number of FTEs, can the Government provide additional historical data?
a. The historical data provided in Appendix C of the PWS on the last page of the solicitation is all the data that is available. Please note that the Historical Data Charts are organized by Fiscal Year. Therefore, FY14 starts with October of 2013. The bulleted timeline is referencing the FY14 chart.
10. In reference to PWS Paragraph 1.7.9, how many CP are supporting the clinic during operating hours versus patient care hours?
a. The same CP are present during both times under the current contract. The patient care hours are the beginning of the first appointment of the day to the end of the last appointment of the day. The clinic operating hours are when the clinic doors are unlocked and may be used by the CP to get settled before the first patient or finish patient care documentation as needed.
11. Initially, did all CP work 5 days a week/8 hours a day?
a. Yes, that was how the current and the previous base and four option year contracts were written but will not be a requirement in the new contract.
12. Are there overtime hours?
a. No, the contract is billed monthly, not hourly. The contractor is responsible for ensuring that the CP staffed are sufficient to meet the patient load and other requirements of the PWS. Please see the specific duties starting on page 7 in paragraph 1.4 of the PWS and the Service Delivery Summary on page 13 of the solicitation. Any overtime required to meet the PWS requirements will be the responsibility of the contractor.
13. What are the On-Call hours?
a. There are no on-call hours.
14. Is this requirement Monday through Friday or are there weekend hours?
a. The Clinic operates Monday through Friday. It is closed weekends, federal holidays, and may be closed on Family/Down Days. Please see PWS Paragraphs 1.7.9, 1.7.10, and 1.7.10.1 on page 11 of the solicitation.
15. Per PWS Paragraphs 1.5.5.1 and 1.5.5.2, do the certifications need to be current at the award date or must they be current before then?
a. Certifications and licenses must be current at the time the credentialing package is submitted. Per PWS Paragraph 1.4.1 on page 7 of the solicitation, missed appointments due to incomplete credentialing and security packages that have been returned to the contractor shall constitute a contractor delay. Also, please note the experience requirement in PWS Paragraph 1.5.5.3 on page 9 of the solicitation.
16. Are these positions covered by the Service Contract Act (SCA)? Can you provide a copy of the Wage Determination?
a. No, this is not covered by the SCA. These are professional positions exempted from the SCA by 29 CFR 541.304.
17. Is one of the Nurse Practitioners/Certified Nurse Midwives supposed to travel to train in Fetal Ultrasound Procedures? Or is that a separate CP?
a. The CP trained in Fetal Ultrasound Procedures will be responsible for performing all the duties outlined in the PWS Paragraph 1.4, as well as Fetal Ultrasounds. However, not all CP hired on the contract will need to be able to perform Fetal Ultrasound Procedures. If the contractor hires a CP already trained in Fetal Ultrasound Procedures, then no travel will be necessary.
