About this file

This is a Questions and Answers document for federal contract FA303026Q0039 concerning 2030 Geneforce Emergency Power Systems installation at a military medical facility (MDG) under 17CES responsibility.

The government procurement requires installation of thirteen dedicated 20-amp, 120V circuits and outlets, establishment of a robust electrical load center with one subpanel to be installed in Room 334 (mechanical room) to isolate, protect, and distribute emergency battery power, and safe integration of three Geneforce Power Systems into existing facility infrastructure. Key government responses clarify that: a building floor plan is available to annotate existing and new receptacle locations, though prints may not reflect current design or scale; one subpanel is recommended in the mechanical room where the UPS system will be installed; L5-30P plugs are not currently installed but space is available in panels located in Room 161 to support their installation; power for the UPS system will be brought from Room 161 with the UPS installed in Room 334; the dedicated load center will connect via direct wire connection; distances and outlet locations vary and require contractor site visit verification; electrical drawings, one-line diagrams, panel schedules, and floor plans were attached to email; and the government recommends utilizing existing wiring for a current "plug-in" system for a portable generator. Contractors are advised that site visits are necessary to verify all information and determine accurate quantities for conduit, wire, labor, and materials.

Question No. Contractor Question Responsible Office Govt. Response

“Install thirteen (13) dedicated 20-amp, 120V circuits and outlets matching the clinic's operational needs and technical layout.”

Is there a technical layout or floor plan available showing the proposed locations of the thirteen (13) outlets and the clinic's operational needs?

For example, it would be helpful to know:

• How many rooms or areas will require outlets?

•Where will the proposed outlets be located?

•Where is the mechanical room in relation to the proposed sub-panel location?

•What is the approximate distance from the mechanical room to the proposed sub-panel?

•What are the approximate distances from the proposed sub-panel to the proposed outlet locations?

Any available floor plan, electrical drawing, or approximate distances would be very helpful in determining conduit and wire requirements, labor, and material quantities so that electricians can provide an accurate installation quote.

MDG

17CES "A building floor plan is available to annotate where existing receptacles are located and new recepatcles need to be installed. Prints are also available but may not reflect current design layout or be to scale."

“Establish a robust electrical load center configured to isolate, protect, and distribute emergency battery power safely.”

Question 2 – Number of Sub-Panels:

Are three (3) dedicated sub-panels desired, with each sub-panel being supplied by one of the three GEN-20230 Geneforce Power Systems?

MDG

17CES "One subpanel recommended to be installed in mechanical room where UPS system is to be installed."

“Successfully and safely connect the battery backup system to the existing mechanical room power supply without degrading existing facility infrastructure.”

Question 3 – Mechanical Room Input Power:

Does the existing mechanical room power supply have three (3) dedicated 30A/120V receptacles compatible with L5-30P input plugs for the three Geneforce Power Systems?

If not, please advise what receptacle configuration and/or electrical power source will be available in the mechanical room to supply input power to each Geneforce Power System.

MDG

17CES "L5-30P plugs are not currently installed, there is space available in panels located in Rm 161 to support the installation of plugs."

4 Existing electrical panel/mechanical room power source information and available connection points MDG 17CES "Power for UPS system to be brought from Rm 161, UPS installed in Rm 334."

5 How the new dedicated load center is expected to be connected to the backup power system MDG 17CES "Direct wire connection."

6 Location and details of the dedicated load center installation MDG 17CES "Installed in Rm 334"

7 Approximate distances or routing information for the thirteen (13) new dedicated 20-amp, 120V circuits/outlets MDG 17CES " Distances and locations vary, site visit needed to verify all information by contractor.

8 Locations of the new emergency outlets/circuits MDG 17CES "See Floor plan provided by MDG" 9 Any available one-line diagrams, panel schedules, floor plans, or electrical drawings MDG 17CES "Attached to email."

10 Any additional information regarding the integration of the UPS system with the existing mechanical room power source MDG 17 CES " There is currently a "plug-in" system for a portable generator, recommend utilizing exisiting wiring."
