About this file
This is a Statement of Objectives (SOO) for the procurement and installation of an Uninterruptible Power Supply (UPS) Emergency Power System at the Ross Clinic located at Goodfellow Air Force Base. The contractor must deliver, install, integrate, and test a fully functional UPS system that provides zero-latency backup power capable of supporting critical medical equipment for a minimum of 24 hours during commercial power failures. The core technical scope includes procurement and installation of thirteen dedicated 20-amp, 120V circuits with outlets, installation of a dedicated load center to protect and manage battery power circuits, integration of the battery backup system with the existing mechanical room power source, and full system testing and commissioning. All work must be performed at the Ross Clinic between 0730 and 1630 hours, Monday through Friday, excluding Federal Holidays, within an anticipated 120 calendar day performance period.
The five primary government objectives are: (1) achieving a seamless, no-response transition to battery power during primary power interruptions with reliable 24-hour reserve capacity; (2) installing high-quality, compliant electrical infrastructure including thirteen dedicated circuits, a robust load center, and safe battery system integration without degrading existing facility infrastructure; (3) executing all installation and testing with minimal disruption to patient care and clinical workflows, with advance coordination of temporary power outages; (4) delivering a comprehensive Quality Control Plan and conducting rigorous system testing and commissioning under simulated failure conditions; and (5) maintaining a safe working environment compliant with occupational health and safety standards while safeguarding government property and facilities. Contractor personnel must obtain and maintain Visitor Badges from Logistics, comply with military installation security protocols, and provide a dedicated Contract Manager with full authority over daily operational matters.

STATEMENT OF OBJECTIVES (SOO)
FOR THE INSTALLATION OF A UPS EMERGENCY
POWER SYSTEM
ROSS CLINIC, GOODFELLOW AFB
1.0 Purpose
The purpose of this acquisition is to procure and install a highly reliable Uninterruptible Power Supply (UPS) Emergency Power System at the Ross Clinic, located at Goodfellow Air Force Base (AFB). This system will safeguard life-saving and critical medical equipment against electrical power fluctuations and outages.
2.0 Scope
The scope of this effort includes all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services necessary to successfully deliver, install, integrate, and test a fully functional UPS Emergency Power System.
The core technical scope encompasses:
• Procurement and installation of thirteen (13) dedicated circuits (20-amp, 120V outlets).
• Installing a dedicated load center to protect and manage the battery power circuits.
• Integrating and connecting the battery backup system with the existing mechanical room power source.
• Ensuring the complete system is fully integrated, tested, and commissioned for emergency operations.
3.0 Background
The Medical Group (MedGroup) at Goodfellow AFB operates critical medical operations at the Ross Clinic. To guarantee patient safety and continuous clinical operations, MedGroup requires a zero-latency ("no-response") backup power reserve. In the event of a commercial power failure or local facility outage, critical medical equipment must remain continuously powered without interruption for a minimum of 24 hours. The installation of this emergency UPS system is vital to preventing equipment damage and ensuring uninterrupted healthcare delivery.
4.0 Program Objectives
The government’s primary objectives for this acquisition are structured around performance outcomes, system reliability, safety, and minimal disruption to clinic operations.
4.1 Objective 1: Continuous, Zero-Latency Backup Power
• Achieve a fully integrated UPS configuration that guarantees a seamless, "no-response" transition to battery power during any primary power interruption.
• Ensure the battery system provides a reliable, continuous 24-hour power supply reserve capable of supporting all connected critical medical equipment.
4.2 Objective 2: High-Quality and Compliant Infrastructure Installation
• Install thirteen (13) dedicated 20-amp, 120V circuits and outlets matching the clinic's operational needs and technical layout.
• Establish a robust electrical load center configured to isolate, protect, and distribute emergency battery power safely.
• Successfully and safely connect the battery backup system to the existing mechanical room power supply without degrading existing facility infrastructure.
4.3 Objective 3: Minimal Disruption to Clinic Operations
• Execute all staging, installation, electrical tie-ins, and testing with minimal impact on patient care and daily clinical workflows.
• Coordinate any necessary, temporary power outages during installation well in advance with the Contracting Officer's Representative (COR) and clinic leadership.
4.4 Objective 4: Rigorous Quality Control and Commissioning
• Deliver a comprehensive Quality Control Plan (QCP) that outlines procedures to prevent, identify, and correct potential installation defects or safety issues.
• Conduct thorough system testing and commissioning to verify that all circuits, the load center, and the battery backup switchover operate exactly as specified under simulated failure conditions.
4.5 Objective 5: Safety and Physical Security Compliance
• Maintain a safe working environment compliant with occupational health and safety standards.
• Safeguard all government property, equipment, and facilities during the installation process.
5.0 Constraints and Administration
5.1 Place of Performance
All physical work, testing, and commissioning shall be performed at the Ross Clinic, Goodfellow AFB.
5.2 Hours of Operation
The contractor shall perform all work between 0730 and 1630, Monday through Friday, excluding Federal Holidays, unless otherwise approved or directed by the Contracting Officer (KO) to avoid clinical disruption.
5.3 Security and Access Control
Contractor personnel must obtain and maintain a Visitor Badge from Logistics for the duration of the performance period to access Goodfellow AFB and the Ross Clinic. All personnel must comply with military installation security protocols.
5.4 Key Personnel & Management
The contractor shall provide a dedicated Contract Manager (and designated alternate) who has full authority to act on behalf of the contractor on all daily operational and administrative matters.
5.5 Period of Performance
The anticipated period of performance consists of 120 calendar days. Installation, testing and maintenance must be completed within this timeframe. Any extension request must be formally submitted and approved by Contracting Officer.
