About this file

This Pre-Proposal Inquiry (PPI) Log details a federal contract for repairing a 250-ton air-cooled chiller at Goodfellow Air Force Base in Texas, Project # JCGU 25-7002. The document contains 40 pre-proposal inquiries and corresponding government responses covering critical project specifications, including chiller replacement requirements, temporary cooling arrangements, electrical connections, and operational logistics. Key details include the need for a temporary air-cooled chiller with the same capacity as the existing unit, placement of equipment on a southeast mechanical pad, electrical service using an existing 600A breaker, and specific requirements for refrigerant disposal, controls reconnection, and site management.

Notable requirements include providing a full-time on-site superintendent, arranging portable toilet facilities, coordinating 30-day advance notices for chiller outages, and implementing a third-party commissioning agent. The project involves disconnecting and reconnecting existing EMCS controls, recovering and disposing of R-134a refrigerant, and installing new R-513A refrigerant. The contractor must extend the concrete pad, use elastomeric seismic isolators, and conduct leak testing on chilled water piping. The current proposal due date was extended to August 25, 2025, with potential for further extensions based on material lead times and equipment availability.

PPI-001

Where does the government want the new transfer switch located? The new transfer switch shall be located on the north wall of the enclosure north of the new chiller location. 8/19/2025

PPI-002

Where will the temporary chiller be placed? Need location to determine materials to supply temporary power.

The temporary chiller shall be placed on the southeast side of the mechanical pad in the grassy area. See attached image titled "PPI-002 Response." Please note that it will need to be out of the way to facilitate work and a crane to bring in new chiller.

8/19/2025

PPI-003

Is it the government’s intent to reuse existing underground conduits and if so, do they line up in the proper place for the new chiller?

If the Contractor's proposed chiller has an incoming power connection from underneath, then the existing stub-ups will suffice. If the proposed chiller has incoming power connection located on the side or elsewhere, the Contractor shall run an exterior flexible conduit from the stub-ups to the connection.

8/19/2025

PPI-004

Will the poles being used for the overhead net be removed at least on the north side to accommodate for new conduits to reach the chiller if underground conduits are abandoned in place?

The Contractor shall remove all poles and fixtures connecting the overhead net. Remaining protruding bolts shall be cut flush with the concrete. 8/19/2025

PPI-005 Please provide details and pictures of the indoor Chilled Water Pump(s). See attached images titled "PPI-005 and 006 Response". 8/14/2025

PPI-006 Are there isolation valves on the Supply and return chilled water piping at the indoor pumps before coming out to the chiller yard?

Yes, see attached image titled "PPI-005 and 006 Response". 8/14/2025

PPI-007

Is there a preferred Controls Vendor that is required to be used for the Controls Disconnect/Reconnect?

No. However, the Controls Vendor must be certified to perform work on the existing control system. 8/19/2025

PPI-008 Will the prime Contractor need to provide a full-time, on-site superintendent during all onsite work?

Yes, during any on-site work. See FAR 52.236-6. 8/19/2025

No. Temporary office space is not required.

8/19/2025

PPI-010

Will the Government provide access to restroom facilities during the duration of work onsite, or is the Contractor required to provide their own temporary restrooms and handwash?

No, the Contractor shall provide all necessary portable toilet facilities. (SOW 1.6.6) 8/19/2025

PPI-011

If the Contractor is required to provide their own independent office space for duration of field work, will the Government provide access to temporary power and water?

The Contractor is not required to provide any temporary office space.

8/19/2025

PPI-012

Please verify the existing breaker serving the chiller is 600-A. Nameplate has been removed.

The 800A panel services 600A breaker to the chiller. See attachment titled "PPI-012 Response".

8/14/2025

PPI-013 Please verify there is no CHWP scope of work for this project. No, chilled water pump work is not within the scope of work. 8/19/2025

PPI-014

Please verify a temporary chiller is only needed while the old chiller is removed, pad extension poured & cured, & new chiller piped & started up.

Yes. The temporary chiller will only be required while the new work is performed and new chiller is installed. 8/19/2025

PPI-015 Please verify that the temporary taps will need to be relocated closer to where the CHW S/R stub up to account for the new chiller layout & pad.

The new pad and chiller layout does not require relocating the taps for a temporary chiller. 8/19/2025

PPI-016 Please verify that new heat trace will be needed for the new CHW S/R. Heat trace is not required for new S/R lines. See SOW Addendum 01. 8/19/2025

PPI-017 Is the DDC scope to just disconnect & reconnect? Please advise if any other controls scope is needed.

Yes, Contractor shall re-utilize existing controls. 8/19/2025

PPI-018

Will the Government extend the proposal due date to allow for at least 7 calendar days after Contractor’s receipt of Government responses to questions?
