About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA303025Q0030 regarding the replacement of water service lines at Goodfellow Air Force Base in San Angelo, Texas. The Q&A addresses seven key contractor inquiries about the project, including compaction testing requirements, blueprint availability, valve replacement locations, utility outages, and bacteriological testing procedures. Responses clarify that compaction testing is only required for water line replacements under roadways or concrete pavement, new materials must match existing equipment sizes, and all water line repairs require disinfection and negative bacteriological testing in accordance with AWWA Standard C651 and TCEQ regulations. The document confirms that no striping will be required, as the work sites are not located in roadways, and directs contractors to refer to "Attachment TE1 and Attachment TE2" for specific location details.

FA303025Q0030 - Replace Water Service Lines - QUESTIONS and ANSWERS

1. Are we testing every lift for 95% compaction since you are asking for a minimum of 4 lifts or no densities at all?

CE Response: Compaction test will only be required if the replaced water line is under a roadway/street and/or concrete pavement. No testing will be required if the water line replacement occurs in greenspace. If four (4) lifts cannot be achieved the contractor shall notify the Government before continuing with the work.

2. Are you going to provide the blueprints as per comment during the site visit so we can identify current pipe sizes, shut off valve locations, if not what size are we using for bidding purposes?

CE Response: Refer to the revised SoW along with the new “Attachment to TE1” and “Attachment to TE2” detailing existing conditions. New materials\equipment shall be replaced with equal size product. Product material shall be submitted for approval.

3. What are we doing if the shut off valve are not close to the main line since we want to minimize the time without services?

CE Response: The Contractor shall submit an outage request in advance of the work being performed. Refer to Part 4.0, 4.2 Utility Outages.

4. What at the expected test results or way to perform the BAC-T since we don’t know the current state of the main line?

CE Response: The American Water Works Association (AWWA) Standard C651 regarding disinfection of water mains includes the following wording:

Bacteriological testing in accordance with Sec. 5.1 is used to verify the absence of coliform organisms and is generally accepted as verification that disinfection of the pipeline has been accomplished; and following sanitary practices for handling and installation of pipe, valves, fittings, and accessories, coupled with adequate flushing of the line before disinfection, is necessary to ensure that disinfected pipeline will be ready for connection to the water system.

Any repair to a water line or new install is required to be disinfected and have a negative bacteriological testing conducted IAW standard methods to ensure that no outside contamination entered into the water distribution system.

TCEQ regulations requires the water system to take all measures necessary to ensure the distribution system is not impacted and safe drinking water is provided.

5. During the site visit, we were told that no densities were needed but SOW part2.0 section 2.4 states 95%, so are we doing densities or not?

CE Response: See response to question 1.

6. Can you specify which locations will require the valves to be replace?

CE Response: All locations identified as being replaced shall have the water service line and valve. Refer to “Attachment TE1 and Attachment TE2”

7. SOW 3A items 15 and 17 addresses asphalt and striping but during the site visit none of the sites were on the road, can you clarify?

CE Response: Upon review of the locations being replaced there seems to be no work being performed in any roadways/streets. No striping will be required.
