About this file

This is a Questions and Answers document for solicitation FA303025Q0016 regarding Hoist and Cranes Inspection Services at Goodfellow Air Force Base for FY25. The Q&A addresses key operational details including: insurance requirements (referencing FAR Subpart 28.3), load testing requirements for lever hoists (100-125% of rated capacity), acceptable crane operator certifications (both NCCCO and CIA certifications are permitted), and equipment responsibilities (contractor must provide all equipment including forklifts).

The document provides specific facility information for three buildings (B3420, B3439, and B3347) where work will be performed, including door widths ranging from 12-16 feet and interior lengths between 112-148 feet. It clarifies that trailers can be pulled directly under cranes in two buildings, though the third building may present challenges depending on trailer size. A previous supplier used a motorized vehicle to transport weights to the overhead crane.

2. Are lever hoists required to be load tested at 100% or 125% of their rated capacity?

The test load shall be at least 100% of the rated load of the hoist but no more than 125% of the rated load of the hoist, unless otherwise recommended by the hoist manufacturer or a qualified person.

3. The solicitation mandates an Accredited Crane Operator Certification, such as the National Commission for the Certification of Crane Operators (NCCCO). Are other accreditations acceptable? Both NCCCO certification and Crane Institute of America (CIA) certifications are acceptable, they both provide industry standard training.

4. Will a forklift be provided by the Government to unload the weights? No, in accordance with the PWS, the contractor must provide all required equipment (i.e.

the Government will NOT provide a forklift).

5. Are bay doors at each building large enough to accommodate a trailer (Counterweight Transport)? Yes, the doors are large enough to pull a trailer through.

Please see the dimensions for each building’s door width and interior length between bay doors:

B3420 Width (ft) 16' Length/distance (ft) 112'

B3439 Width (ft) 12' Length/distance (ft) 138' 8.5"

B3347 Width (ft) 14' Length/distance (ft) 148' https://urldefense.proofpoint.com/v2/url?u=https-3A__www.acquisition.gov_far_subpart-2D28.3-3FsearchTerms-3Dinsurance&d=DwMFAg&c=euGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM&r=yn6oElCL9rghcq4zM-yGF7nnPjFOQR0-AV5vA-jF5Nw&m=OKx9iL5fbx8GusP3yNNd1yamMZ3VpudGMVUV4bbCtiUsvQB5NcnUQ8oDGah0tDsR&s=8WtX6aiKTnBoT3jlGIkdz1ms6Mcsg7X7d7_N9mbsYR0&e=

6. Can a trailer be pulled in directly under the crane? Possibly in two of the buildings, the third will be more difficult, depending on the size of the trailer. In the past, the supplier had a motorized vehicle that the weights were lifted onto and then driven to the overhead crane.
