About this file

This is a Standard Form 30 amendment to solicitation FA303025Q0015 for Commercial Telephone Service at Goodfellow AFB, San Angelo, TX. The amendment modifies the Instructions to Offerors (ITO) and Evaluation Factors for Award sections.

The amendment outlines the submission requirements for offerors, including a two-volume proposal structure with Volume One containing Technical Quote Pricing and FCC registration number (15-page limit) and Volume Two containing Pricing (10-page limit). The evaluation will use Lowest Price Technically Acceptable (LPTA) criteria considering three factors: Price, Technical capability, and FCC Registration. Technical evaluation includes assessment of the transition plan for the 30-day phase-in period and understanding of PWS requirements. The contract will be a single Firm Fixed Price award with a base period of 365 days and 4 one-year options, with performance starting April 23, 2025. Quotes must remain valid for 120 days and acknowledge receipt of amendments. The amendment clarifies that taxes, fees and surcharges (TFS) should be included in the Firm Fixed Price, though the Air Force is exempt from certain taxes as a federal entity.

Evaluation Factors for Award

The following clauses were modified:

52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021 hereby reads as follows:

As prescribed in , the Contracting Officer may insert a provision substantially as follows:12.301(c)

Evaluation-Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Service Start Date, Lowest Price Technically Acceptable Past Performance consideration

(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Options Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Basis for Award: This acquisition will utilize Lowest Price Technically Acceptable (LPTA) course of action in accordance with FAR part 13, Simplified Acquisition Procedures. This is a competitive LPTA best value selection in which price is considered the most important factor. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors, with acceptable past performance, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select ONE contractor for award of this effort.

For the purpose of award, the government shall evaluate offers based on the evaluation factors described below:

FACTOR 1 Price

FACTOR 2 Technical

FACTOR 3 FCC Registration number or certificate

Factor 1 - Price

Initially, offers will be ranked according to price, including option prices. An offeror's total evaluated price (TEP) will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line-Item Number to confirm the extended amount for each. Contract Line-Item Numbers X001- X0045 will be used to calculate the TEP. All extended Contract Line-Item Number amounts will be totaled for evaluation purposes. Pricing shall be inserted into the Appendix G of the solicitation and will be calculated in the same manner as Section B. Price will be evaluated for reasonableness and balance/unbalanced. The Government will evaluate the price information submitted by using one or more of the techniques defined in FAR 15.404 in order to determine reasonability. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items appears to be significantly overstated or understated as indicated by the application of price analysis techniques. Unbalanced pricing may result in an offer being rejected if the Government determines that it presents an unacceptable risk to the Government.

Evaluation of options shall not obligate the Government to exercise options.

FACTOR 2 - TECHNICAL

The Government's technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as "Unacceptable" will render the entire proposal unacceptable and, therefore, un-awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. Subfactor 1: The Transition Plan will be evaluated to assess the offeror's capability to satisfy the Government's requirements.

Measure of Merit: Clearly demonstrate in detail your comprehensive plan for transitioning to new contract performance during the 30-day phase-in period by describing how you will successfully perform all requirements on the contract start date.

Subfactor 2: The offeror's proposal shall clearly demonstrate the offeror's understanding of the nature and scope of the work specified in the PWS.

Measure of Merit: The Government will assess the offeror's comprehensive plan and ability to successfully perform the major tasks and subtasks outlined in the PWS. Failure to provide a reasonable and complete proposal shall reflect a lack of capability to perform the work requirements and will result in a determination that the offeror's proposal is unacceptable.

TABLE 2 - TECHNICAL RATINGS

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

FACTOR 3 - FCC Registration: Provide your active FCC registration number for this NAICS or your FCC registration certificate for this NAICS that has your registration number.

Rating: Acceptable Quote Includes the offerors active FCC Registration number.

Unacceptable Quote does not include the offerors active FCC Registration number.

(d) Evaluation Steps: The following are the steps the Government will take in the evaluation process.

Step 1: Evaluate all quotations/offers on the basis established in the solicitation.

Step 2: Rank all quotations/offers based upon offeror's Total Evaluated Price (TEP).

Step 3: Evaluate lowest price offeror's technical acceptability. If technically acceptable, move to step four. If not technically acceptable, evaluate the next lowest priced vendor's. Continue evaluating technical acceptability until a rating of technically acceptable is achieved.

Step 4: Make a Best-Value decision based on technical, performance evaluation and a determination that the price is fair and reasonable.

(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
