About this file

This document is a Questions and Answers (Q/A) file for Solicitation FA303025Q0015 for Goodfellow Air Force Base Commercial Telephone Service. The Q/A provides detailed technical specifications and clarifications about the telecommunications service requirements, including minute usage, infrastructure, and service parameters. Key details include an average of 5,490 intrastate and 15,341 interstate minutes over four months, confirmation of 96 SIP trunk ports/channels with 50 concurrent calls, and 4,850 total DIDs (Directory Inward Dialing numbers) with 2,500 active lines requiring 911 provisioning.

The telecommunications service will support Goodfellow AFB in San Angelo, TX, with a performance start date of 23 April 2025. The contract includes a base 365-day period with four single-year options, utilizing a Firm Fixed-Price award mechanism. Technical specifications indicate a transition to primarily VoIP infrastructure, with native SIP handoff through a Cisco Session Border Controller (SBC), and minimal analog line support. The service requires 24/7/365 monitoring, industry-standard speeds to support 2,500 DIDs, and potential international calling with pay-per-minute pricing and PIN access restrictions. The solicitation is managed by the 17th Contracting Squadron, with point of contact information provided for SSgt James Molden and Vonda C. Johnston.

1. What is the total number of local minutes used on average over a four-month period?

Average Four Month Intrastate minutes: 5490; Average Four Month Interstate minutes: 15341;

2. What is the total number of long-distance minutes used on average over a four-month period?

Average Four Month IntraState to Intra LATA: 5467; Average Four Month OCONUS US Carribean: 31

Less than 1

4. Please confirm the required number of SIP trunk ports/channels is 96.

Concurrent Call listing is 50

5. Please confirm the total number of DIDs is 4,850.

We currently have 4,850 DIDs but only use 2500 active lines. Quoting for right size of 2500 if there is cost savings to the government

6. What is the estimated number of DIDs that will require 911 provisioning on average?

All active DIDS will need 911 provisioning; City of San Angleo owns a 911 location database system that help supply location database.

7. Will the directory numbers listed in PWS section 5.2 (DID Directory Numbers) be ported if the current carrier is not chosen?

Yes

8. The PWS list 4,850 DIDs. How many are active? This will be useful in pricing.

9. 5.3.1 shows most at demarcation at Building 146, 161 Valiant Street, San Angelo, TX 76908-4413. Are these analog lines connected to the Cisco Call Manager? Or a 66 block panel? The other analog lines show demarc > Recreation Camp San Angelo, TX. These are independent of the Cisco Call Manager? If so, can you explain the connection setup please?

Analog Lines are connect to a CISCO Voice Gateway that is connect to the CISCO Call Manager.

10. 5.4.3 we would be using TWO SIP trunks to Building 146, 161 Valiant Street, San Angelo, TX 76908-4413. Pending your response for the other demarc points. Is this acceptable?

Yes Acceptable, Alternate Call Manager is housed in a different building, but Gov can provide path to patch panel.

11. Can we get an estimate outbound call traffic (CONUS)?

See answer to questions 1-3

12. Is there OCUNUS traffic? If so, are you asking for a flat rate or can this be a pay per minute per destination?

Pay per minute per destination is acceptable. The Government will wish to have some type of “pin” access to restrict. Either internally for GOV equipment or vendor provided is acceptable

13. Is Analog FAX > 5.5.1 connected directly to a FAX machine? For analog devices we connect service via our router providing the required Internet through to connect to our VoIP switch. The router connects to our ATA (analog telephone adapter) which is then wired to the existing 66 block. The cross over provides dial tone to the existing analog devices including FAX.

Yes FAX > Analog line > 66 block > CUCM, yes analog lines run directly into FAX machine.

14. Reference 5.6 are analog lines?

Yes Less than a dozen analog lines are too far distance for IP connections;

Analog line > 66 block > CUCM

2500 active DIDs

16. Static IP circuit

Releasable on award

17. Satellite Uplink/Dwn link capability

None ATT

As Defined in the CTS PWS.

21. Is the handoff for SIP going to be native SIP or PRI handoff?

The connection from the Service provider to GAFB will be on a CISCO SBC so I think it will be native SIP. We have removed almost all analog phones to VoIP, and the few that are not terminate into a Voice gateway device that connects to the Call Manager over IP.
