1. Question: Please clarify “were these all discussed with MP?”

a. Answer: Delegated verbiage

2. Question: Can you provide a listing of dormitories with their occupant status such as student or permanent party dorms?

a. Answer: Bldgs. currently house occupants as listed below, this is subject to change.

3. Question: There is no CLIN for the six-month extension price, therefore will the government compute that price, based on the total of all CLINS that are presented in the Pricing Sheet?

a. Answer: Reference CLIN 5001,5002,5003,5004,5005,5006 in the solicitation

4. Question: Can you provide some data on the types of freon used and approximate number of appliances (refrigerators) with each type. Reference:

PWS, para 1.12, Refrigerant Recovery and Disposal of Refrigerants:

COMMENT: Disposal Services performed fluctuate based on the type of refrigerant in the appliance. There are varying percentages for amounts of refrigerant to be removed, depending on the type. which impacts to unit pricing for the service.

a. Answer: The type of freon used isn’t known, the models of refrigerators/mini-fridges are below.

5. Question: Can you confirm the buildings provided to the contractor and purposes.

Reference: PWS, page 22, para 3.1: COMMENT: Reference states that there are warehouse facilities in buildings 745,743, and 744 with office space in buildings 718 and 140.

a. Answer: Bldg. 745 is the main warehouse, bldgs. 743 and 744 are small storage bldgs. not used by the current contractor. Office space is located in bldgs. 718 and 140. Only the office space in bldg. 140 has government network access.

6. Question: Is the main receiving loading dock raised, at grade, or below grade level? Reference: PWS, page 22, para 3.1

a. Answer: The receiving loading dock is raised above grade level approximately 12 inches.

7. Question: What is the total value of the contract including all modifications and extensions?

a. Answer: The current contract is a bridge contract (6 months) valued at $69,130.44

8. Question: Which duties are represented in Appendix C? If all duties are represented, is it possible to categorize those duties for us (ie. how many were mass moves, repairs, emergency moves, etc.)?

a. Answer: All duties listed in Appendix C are repairs and normal work orders, these numbers do not reflect any mass or emergency moves.

9. Question: How many mass moves were accomplished in the past five years?

Ref: PWS, page 13 para 1.8.3, Mass Moves:

10. Question: How many mass moves were accomplished in the past five years? Ref:

PWS, page 14, para 1.8.5, Emergency Moves and Disaster Response:

a. Answer: 0

11. Question: With the exception of Fort Richardson, which facilities have elevators that can be used to transport furnishings to the upper floors of those facilities?

Ref; PWS, page 37, Appendix B, Facility Listing:

a. Answer: Bldgs. 3126, 3135, 3139 and 3206 have freight elevators.

No other facilities have elevators.

12. Question: Is checking the level of freon in a refrigerator considered a minor maintenance and repair? Ref: PWS, page 15, Section 1.11. MINOR

a. Answer: Yes

13. Question: What is the current number of FTEs supporting this contract?

a. Answer: Currently, there is 1 FTE, however it is the offeror's responsibility to determine the number of employees needed to successfully perform the requirement.

14. Question: Is Appendix C referring to the number of work orders per year?

15. Question: Can the government provide justification for the drop of in work orders in 2022?

a. Answer: An incorrect number was entered, the number of work orders for 2022 was 290.

16. Question: Can the government provide the number of work orders for 2023?

a. Answer: 282

17. Question: Is there any workload data for previous mass moves?

a. Answer: Mass move in 2020 included 15 lots; mass move in 2021 included 8 lots.

18. Question: Is there any workload data for emergency moves?

a. Answer: No emergency moves have been conducted.

19. Question: Can the government provide the total value of the incumbent contract?

a. Answer: The current contract is a bridge contract (6 months) valued at $69,130.44

20. Question: Are Executive Orders 14026 and 13658 applicable to this contract?

21. Question: Please clarify how to compute mass move unit (LOT) cost? Reference On the pricing sheet for CLINs X003, X004 the LOT is not fully explained. Para

1.8.3 defines LOT as the number of 10 occupants, not rooms. However, Dormitories are categorized as pipeline and permanent party, which indicates student rooms may have a double occupancy which could double the quantity of furnishings to be moved from a pipeline student dorm.

a. Answer: A lot is equal to 10 occupants, lots are not defined by rooms because of the difference in occupancy from permanent party and pipeline student dorms. The number of rooms included in a lot depends on the facility being moved, there are typically 8 pieces of furniture per occupant. One lot equals 10 occupants and approximately 80 pieces of furniture, regardless of whether it is a permanent party or pipeline student dorm.

22. Question: Please clarify the cost computation for Disaster and Emergency moves, CLINS X005 AND X006. REF: PWS, page 14, para 1.8.5.2 and .3: CLINS

a. Answer: Emergency and Disaster moves are calculated per lot with one lot equaling 5 occupants.

23. Question: Can you provide clarification on the following statement? REF: PWS, section 1.1.2.1 it states: An office with a government computer, label printing machine and scanning guns will be provided at the Military Housing Office (MHO), Bldg. 140; the computer, label printer and scanning guns will not be government-furnished equipment and will not be issued to the contractor. These statements seem to contradict each other.

a. Answer: These items will not be issued directly to the contractor, they will be issued to the COR and the contractor is authorized to use them.

24. Question: Has any or all of these services been contracted out before and if so, to what company?

a. Answer: All services have been contracted before. Data Management Systems (DMS) handled the contract from 2018 until present day, from 2013 to 2018 Aulukista held the contract.

25. Question: Square footage of the warehouse?

a. 4,046 sq. ft.
