STATEMENT OF WORK
SOUNDPROOF PRIVACY BOOTHS, DELIVERY, & INSTALLATION
for the USAF 517th Training Group
1. BACKGROUND
In alignment with 2 AF’s vision of “allowing Airmen to access and connect on-demand anywhere/anytime to all available training resources,” the 517th Training Group proposed upgrades to existing Air Force dorms at the Defense Language Institute Foreign Language Center (DLIFLC) to better facilitate a 6th generation approach to learning. These upgrades include improvements to shared dayroom spaces with the incorporation of sound-proof booths for individual and small group study.
2. PURPOSE /PROJECT DESCRIPTION
Modular soundproof booths allow for a quiet study location that requires no construction to the buildings they are added to. Desired booths also have proper ventilation to support the use of high-end computers that can support Virtual Reality (VR) and gamified learning necessary to transition to modern learning methodologies.
Desired vendors should offer both an option for single person booths and double booths that will allow for joint studying.
The 517th Training Group is responsible for training all Air Force Cryptologic Language Analysts in their designated foreign language to support the DoD’s mission at the Defense Language Institute Foreign Language Center (DLIFLC). A chief complaint amongst the student population is that the dorms themselves are too noisy to allow for adequate studying without distractions. Additionally, the 517th Training Group hosts all annual foreign language testing for staff members and the testing center is embedded in the work center due to not having access to an additional building due to the buildings being owned by the Army. This leads to potential interruptions to those testing as the work center can become noisy during busy periods.
This contract is for the purchase, delivery, and installation of soundproof privacy booths including:
1. Soundproof Privacy Booth Individual Workspaces
2. Soundproof Privacy Booth for Two Workspaces
3. SCOPE
The objective of this SOW is to support 2AF objectives as outlined in the 2AF Dorms as a Weapon System (DAWS) background bullet paper. It states: “2AF dorms require an intentional investment and focus to underpin the requirement to view Technical Training dorms as a weapon system…we must strive to create an environment where our Airmen can learn and thrive with constant access to all training platforms to prepare Airmen for the future fight.” The installation of soundproof privacy booths in 517th Training Group student dormitory spaces and AF public spaces will enhance the language learning capabilities for students in the 1N3 and 1A8X1 Air Force career fields attending language training courses at DLIFLC and the testing capabilities of 142 staff members.
4. DESCRIPTION OF REQUIREMENTS
4.1 Soundproof Privacy Booth Individual Workspaces – The Contractor will deliver and install soundproof privacy booths (single-sized) at 517th TRG buildings on the Presidio of Monterey (PoM). The booths should be able to accommodate gaming laptops / VR experiences which tend to run hot. Required features include:
• Dimensions: The dayrooms where the booths must be installed have an area of 608 square foot. Due to this, the exterior dimensions must be between 41 and 45 inches wide, 41 and 45 inches deep, and 87 and 90 inches high. These specifications allow for a single occupant to comfortably occupy the booth while also allowing space for high-end gaming laptops or study materials.
• Soundproofing: The booths must contain soundproofing such as acoustic panels, fabric, and door seals to mute distracting background noise and provide a place conducive for concentrated work and to prevent those outside of the booths from hearing students engage in language listening or language production activities.
• Ventilation: The booths must contain fans that circulate air inside of the booths to keep the booth environment temperate and the air quality fresh. The fans must run quietly such that it does not distract from focused student work.
• LED Lighting: The booths must include a well-lit environment for video conferences and focused work.
Lighting must be motion activated to help to preserve energy.
• Power & Connectivity: Booths must contain USB A+C ports, a minimum of two (2) electric outlets (3-prong plugs), and an ethernet port to ensure users can connect a variety of devices at one time. Booths must be fully UL or ETL certified for electrical safety, flammability, and code compliance. The certification listing number and information must be listed in the quote submission.
• Height-Adjustable Work Surface: Booths must contain a height adjustable work surface or desk that can accommodate different heights for chairs, stools, or standing.
• Warranty: The contractor shall provide a warranty coverage for any defects in parts, materials, or the product as a whole that are due to manufacturing, materials, or craftsmanship that are reported within three
(3) years of the date of receipt.
4.2 Soundproof Booths for Two Workspaces – The Contractor will deliver and install soundproof privacy booths
(double-sized) at 517th TRG buildings on the Presidio of Monterey (PoM). The booths should be able to accommodate one-on-one meetings for two and gaming laptops / VR experiences which tend to run hot.
Required features include:
• Dimensions: The dayrooms where the booths must be installed have an area of 608 square foot. Due to this, the exterior dimensions must be between 81 and 85 inches wide, 41 and 45 inches deep, and 90 inches high and no smaller than 87 inches tall. These specifications allow for two occupants to simultaneously and comfortably occupy the booth while also allowing space for high-end gaming laptops or study materials.
• Warranty: The contractor shall provide a warranty coverage for any defects in parts, materials, or the product as a whole that are due to manufacturing, materials, or craftsmanship that are reported within three
(3) years of the date of receipt.
4.3 Shipping: The Contractor shall deliver privacy booths to 517 Training Group facilities on the Presidio of Monterey. Delivery will be coordinated with the Technical Point of Contacts (TPOC), Dr. Leah Graham and MSgt Nathan Rogers to ensure access to both the Installation and the buildings. Access to the Presidio of Monterey requires a Real ID compliant state issued driver's license or ID card OR an acceptable alternate form of identification (see list at bottom of post). Contracted deliverers will also have to disclose their birthday, the last four digits of the social security number, driver’s license number, and issuing state in order to access the Army post.
4.4 Assembly: The Contractor will coordinate with the TPOCs to determine the optimal configuration of the booths to maximize space while also allowing for safe egress from the area in the event of an emergency for the installation in the Testing Center (see attached mock-up). For the day rooms, the TPOC will direct the installation area for each dayroom. All assembly will be conducted on-site within the 517th Training Group locations in coordination with the TPOC. Additionally, the Contractor is required to remove and dispose of all packaging materials. There are multiple disposal sites on location for disposal of both wood and other packaging materials.
5. CONTRACTURAL REQUIREMENTS
5.1 Place of Performance
Manufacturing, testing, and loading will be conducted at contractor’s own location. Contractor work will be in the contractor’s own location.
