52.232-18 Availability of Funds-Block 14 (Description of Amendment/Modification):
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Response due by date has been changed from 17 July 2024 to 19 July 2024.
Offers must be guaranteed through 30 September 2024 to be eligible for consideration.

This is a total small business set-aside construction project. The Scope of Work includes, but is not limited to, the installation of temporary fencing, earthwork, repairing, and extending artificial turf, river rock, and permanent fencing around the splash park. This work shall be completed in accordance with the Statement of Work dated February 2024.
Any authorized changes to this solicitation will be made in writing by issuing an amendment to the Offeror.
Offerors shall acknowledge all amendments in block 19 of SF1442 or by returning a signed copy of the amendment with the offer.
Site visit will be held on 9 July 2024 @ 09:00 AM CDT.
Please submit "Attachment 4 - Base Access Letter" no later than 8 July 2024 at 09:00 AM CDT.
Questions are due to the government no later than 12 July 2024 at 2:00 PM CDT.
Disclosure of magnitude:
Between $100,000 and $250,000
Bonds are required if quoted amount exceeds $150,000 in accordance with FAR 28.102-1(a).

The Government intends to award a contract for the Goodfellow AFB Expand Splash Park requirement. Award will be made based upon the lowest price technically acceptable. Award will be made to a Small Business contractor.
Proposal Submission Instructions
The Contractor Shall submit a written price and technical proposal for consideration before the due date and time for this Request for Quote via email, addressed to Kathy Colern at kathy.colern@us.af.mil and Wayne Johnson at wayne.johnson.
15@us.af.mil. The proposal shall include:
1) Cover Letter: The Cover Letter shall include the following:
RFQ Number and Title Small Business Status/Categories as appropriate Company Point(s) of Contact with email and phone number Cage Code
2) Technical Statements
A statement that your company understands the requirements specified in the Statement of Work (SOW) and will meet the performance standards and requirements therein.
A statement that your company does or does not take exception to any of the requirements of the SOW.
3) Price Proposal
Contractors must submit firm-fixed price for all CLINs 0001-0004 as listed in Section B.
Offers must be guaranteed through 30 September 2024 to be eligible for consideration.

Section M - Evaluation Factors for Award

Evaluation Criteria
Basis For Award: The Government will award using Lowest Price Technically Acceptable (LPTA) procedures. The Government will select the quote found to be most advantageous to the Government, price and other factors considered.
Quotes will be evaluated based on the factors described below:
1. Price: For award purposes, the Total Evaluated Price (TEP) is the total price proposed. The Government will first conduct an initial review of the overall proposed pricing and rank the offerors from lowest to highest based on the TEP.
Prices will be evaluated for reasonableness. Prices which are excessively high or low may be considered unreasonable and may receive no further consideration. Offers must be guaranteed through 30 September 2024 to be eligible for consideration.
2. Technical acceptability will be evaluated based upon the contractor's understanding of the project scope and Technical:
the affirmation of their ability to perform work IAW the attached Statement of Work. The technical proposal requirements as stated in the solicitation instructions will be evaluated for confirmation.
