Questions and Answer Goodfellow AFB Grounds Maintenance

1. Question: Appendix A states there is 1.6 acres of trimming. Can the government clarify how many acres are located on Base vs. Clinic areas?

Answer: The clinic is located on the base therefore the 1.6 acres is inclusive to the total area to be trimmed. Of this, the clinic includes approximately .03 acres of trimming.

2. Question: Appendix A states there is 594,628 linear feet of edging. Can the government clarify how many linear feet are located on Base vs. Clinic areas?

Answer: The clinic is located on the base therefore the 594,628 linear feet of edging is inclusive to the total area to be trimmed. Of this, the clinic includes approximately 10,571 linear feet of edging.

3. Question: Appendix A states there are 8.4 acres of shrubs and hedges to be pruned under

CLIN 0016. Can the government provide sizes, species, and total count of all shrubs/hedges?

Are the entire 8.4 acres inclusive of shrubs?

Answer: They vary in sizes and species. There is no specific count to provide. The shrubs are throughout the improved and semi-improved areas.

4. Question: What are the dominant grass species in the improved grounds, semi-improved grounds, and unimproved?

Answer: The dominant grass is St. Augustine and Bermuda in the improved and semi-improved areas. Unimproved is mainly weeds.

5. Question: Appendix A states there are 176.8 acres of improved grounds (BASE) to be mowed, however, there are 163.8 acres of leaf removal and pest control to be completed in the improved grounds (BASE). Can the government confirm the contractor is not responsible for performing leaf removal and pest management for the entire improved grounds acreage?

Can the government provide areas that are to be included under the 163.8 acres?

Answer: The areas that are included in the leaf removal and pest control are in the improved area where the base populace and building are the greatest. This area is the same as the policing and debris removal. Refer to that map included in appendix B on page 40 of the

PWS.

6. Question: PWS Section 1.1.4 – Weed Control and 1.1.9 – Pest Control state that the contractor should execute a weed control program. Does this include weed control in turf areas? Is the contractor responsible for eradicating broadleaf weeds in turf areas? If so, can the government provide more details on this requirement?

Answer: No, the weed control does not include the turf areas.

7. Question: PWS Section 1.1.5.1 – Irrigation states that manual watering is required. Can the government provide the frequency and acreage of areas that require manual irrigation?

Answer: No manual watering is required. Reference to manual watering has been removed from the PWS. Please reference updated PWS dated 03 Mar 2020.

8. Question: Section 1.1.10 – Lawn Renovation states that 400 SF should be renovated after issuance of a delivery order. The pricing schedule states 6 occurrences. Should the price for this CLIN be 400 SF, 6 times each?

Answer: The pricing schedule would reflect the unit price for the 400 SF lawn renovation per occurrence. The quantity is an estimated number of occurrences (at 400 SF each) that may be issued per year. This is not a minimum nor a maximum quantity.

9. Question: PWS Section 1.5 – Maintain vegetative beds states that mulching is required. Do all 13.7 acres of vegetative beds require mulching? If not, what acreage does require mulch?

What is the preferred mulch type?

Answer: Yes, the vegetative beds throughout the base total 13.7 acres. Mulch type may consist of rock, wood mulch, bark chips or peat moss at a 4” depth.

10. Question: Should the price per SF for modifications be per year or service? Can the pricing inputs include three decimal places?

Answer: Price for the modification should be per month. Price per SF for changed may be up to 3 decimal points. It is recommended that they are only 2 decimal points if possible as a third can cause rounding issues during changes. Any rounding issues will be rounded to the nearest penny if changes occur.

11. Question: Can the government explain this line item 0012 in greater detail? Will all repair parts be reimbursed by the government to include PCV pipe, sprinkler heads, etc? If so, how should this line item be priced?

Answer: Repair cost shall be included in contractor quote for CLIN 0012. Appendix F is provided as a metric to estimate annual maintenance and or repairs of the irrigation system.

Appendix F references the irrigation system description and system maintenance projected workload data. The price should be based off of this appendix.

12. Question: Is the current contract PWS requirements similar to the PWS requirements being solicited? If no, what are the major differences?

Answer: The current contract PWS differs from the PWS for this requirement. Maps, Appendices and other information and regulation may have changed in the past 5 years.

13. Question: PWS 1.1.5.1 Operation of Irrigation Systems: Irrigate Improved Grounds……..

Irrigation includes lawns, plants, flowers, landscaped areas, and areas requiring manual watering (see Appendix A and B). Shows all the Improved Grounds. Then PWS 1.1.5.2 and Appendix F lists only 5 buildings to maintain.

Could you clarify which areas of the Improved Grounds Appendix A and B are to be watered by irrigation system or is hand watering all areas in the Improved grounds Appendix A and B required?

Answer: Appendix A indicates that irrigation consists of 15.1 acres. The systems to be maintained are at the buildings listed in Appendix F, which are all in the improved areas that fall within the 15.1 acres identified in appendix A.

14. Question: What was the award amount of the current contract?

Answer: The incumbent contract was a base and 4 option years valued at $1,655,212.00

15. Question: PWS 1.5 Maintain Vegetative Beds, Inert Beds, Rock Beds, and Related Areas:

Most of these areas seem to be in the Improved Grounds. Are these areas currently watered and if they are is it by hand or is there a drip system? How often are they watered?

Answer: These areas do not require scheduled watering.

16. Question: CLIN 0015, what does lawn renovation entail i.e.……sod, seed, soil amendment, Xeriscaping? How much lawn renovation is completed each year and what is considered a

JOB?

Answer: The renovations would be only for damaged areas that would be renovated or repaired to match surrounding area. This repair/renovation could be in a grassed area or in a xeriscape area. This CLIN will not be used to convert or change a grassed area to xeriscape.

17. Question: CLIN 0002 – 0008; 0012 – 0014; 0016 – 0024 all have quantity listed as “Lot”.

In the workload estimate these are listed as Acres. Are you wanting a single lump sum for each CLIN or broken out by Acre or monthly amounts?

Answer: Pricing should be completed using Appendix G. Any CLINS in schedule B that have Lot as the unit of issue should be the total amount for that item as completed in appendix G. Therefor the lot price in the CLIN should be the total for the year.

18. Question: PWS 1.1.9, what is the workload estimate for insects and other pests? Is the entire acreage to be treated or is it spot treatments? Is there a process for notifying contractor of an infestations?

Answer: Spot treatments, typically the COR will notify the contractor of an infestation.

19. Question: Who is the current contractor? What is the current annual total of the contract?

Answer: The incumbent contractor is Dependable Lawn Care, Inc. The incumbent contract was a base and 4 option years valued at $1,655,212.00

20. Question: At the site visit, it was stated to email the price proposal unless the file size exceeded 5mg. The written solicitation specifies the price proposal should be submitted as follows: original and 2 copies (1 hard copy and one electronic CD/DVD). Please clarify how the price proposal should be submitted.

Answer: The proposal can be submitted via electronic copy or hard copy. If the file size exceeds 5MB, the proposal may not be delivered due to the file size limitation on the email system. We recommend, if able, to submit a hard copy, or at a minimum call to verify receipt, if you do not get a confirmation of receipt from the contracting office. Please provide electronic copies on CD or DvD with hard copy. No USB or Flash media will be accepted.

21. Question: Same question for the technical and past performance proposal information. How should these volumes be submitted?

Answer: The technical and past performance proposal information can be submitted hard copy, via email, or via facsimile.

22. Question: Please clarify the mailing address for the RFP submittals if required.

Answer: Proposals can be submitted via electronic email or hard copy. Please provide electronic copies on CD or DvD with hard copy if mailed. No USB or Flash media will be accepted.
