The PWS states there are 1140E phones, however the pricing spreadsheet contains no PID for these phones. Will the Government please state how these items should be priced?
VOIP phones (1140E phones) were removed. See

10 Pg. 3 PWS Section 1.3.3.2 - PWS/Spare Conductor/Fiber
Strand Test
This section states the contractor will test 5% of unused fiber optic cable terminating in the ITNs.
a) Will the Government please clarify if all the fiber optic terminations are correctly labeled and mapped to allow the contractor to perform this task?
b) If the fiber optic terminations are not labeled and/or mapped, does the government want the contractor to perform a site-wide verification and labeling of all fiber optics before testing?
a) All terminations are correctly labeled;
b) A site-wide verification is not required, labeling (if required) must be documented at the completion of a test.
11 Pg.3 PWS Section 1.3.3.3 - Manholes and/or Hand holes
PWS 1.3.3.3 states the contractor will inspect 148 manholes annually.
Will the Government clarify whether this a new requirement?
This is a new requirement not included in the previous contract.
12 Pg. 6 PWS Section 1.3.6 - Cable Location, Staking and
Marking
Will the Government please clarify whether they expect the contractor to purchase and maintain on site vacuum excavation equipment, along with personnel capable of operating the high-value asset, to perform noninvasive cable locating and marking?
The contractor is not required to maintain the equipment on-site but must be able to meet time requirements specified in para 1.3.6.

Marking
PWS 1.3.6 states that vacuum excavation equipment is to be on hand.
a) Will the Government please specify whether this is a new requirement?
b) Will the Government please identify, on average, how many times per month will this equipment be used?
a) Requirement times are specified in para, 1.3.6.;
b) Data does not exist to answer this question with specific times, but requirement must be met according to para, 1.3.6
14 Pg. 7 PWS 1.3.9 - Voice Mail
a) Will the Government please clarify whether the current Voice Mail system allows for backups?
B) If not, does the Government expect the contractor to procure this equipment?
a) Currently, there is no back-up system, but there is capability to store this information in other forms;
b) No equipment is necessary, requirement could be filled by copying data to a compact disc or print information. This will be left to the contractor.
15 Pg. 25 PWS Section 3.3.2 - CVC Training
Will the Government please clarify:
a) Where is the CVC training offered by the Government conducted?
b) How long is the training course?
c) How many contractor trainees may participate in the training at the same time?
a) Training will be conducted on-site by 17 CS/SCXP;
b) The training will last 1 day (8hrs);
c) In accordance with 3.3.2 Two (2) individuals will be trained. Additional personnel may be trained as determined by 17 CS.
16 Pg. A5 PWS 5.2.2 - CFE
PWS 5.2.2 states, "Equipment listed below will require Contractor to provide replacement parts or to repair the defective items and all technical support."
Will the Government please clarify whether it is their intention for the contractor to keep all of these parts on hand all the time?
There is no specific requirement to maintain a "bench stock" but the Contractor must be able to meet performance requirements as stated in para 1.3.4.3.

Will the Government please state if the contractor is to have replacement parts in stock and readily available, or supply only the equipment listed to support the section 5.2.2 requirement?
Contractor must be able to meet emergency outages as defined in para, 1.3.4.3.1.
18 Pg. 31 Evaluation / M001 Source Selection, Section A.
Evaluation M001 Section A states "Proposals that have been rated as
"Acceptable" in both the Technical and Past Performance factors will then be evaluated based on the reasonableness and balance of the price. The lowest priced proposal, found to be reasonable and balanced, and has been rated “Acceptable” in both technical and past performance factors will be awarded the contract."
Table 2 – Past Performance Evaluation Ratings states “Note: In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see
FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
Past Performance Factor, Section (2) (iii) (3) Pg. 35 states “As a result of the relevancy and performance quality assessments of the recent contracts evaluated, offerors will receive an integrated past performance rating at the factor level (see Table 2).”
Will the Government please confirm that an offeror can submit a proposal without any relevant past performance to demonstrate the offeror’s probability of meeting the solicitation requirements and still receive a Past
Performance evaluation of “Acceptable”?
IAW Table 2, "unknown" shall be considered
"acceptable". "In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned... the offeror shall be determined to have unknown past performance.

In the event key personnel certifications is a new requirement, will the Government grant time after the award to ensure sufficient time is allowed to reasonably meet the requirement?
All proposed personnel must be certified as stated in the solicitation prior to contract start date.

ITO 1.0 (d) The proposal acceptance period is specified in Section A of the model contract / solicitation. The offeror shall make a clear statement in Section A of the proposal documentation volume that the proposal is valid through this date.
Section A, the SF 1449, does not provide an acceptance period / proposal validity period.
Will the Government please provide the acceptance period / proposal validity period applicable to the proposal ?
The acceptance period shall be 60 Calendar Days. See

ITO 1.1.1 The Procuring Contracting Officer (PCO) is the sole point of contact for this acquisition. Address any questions or concerns you may have to the PCO.
Written requests for clarification may be sent to the
PCO at the address located in Section A of the model contract / solicitation.
In the Section A, SF 1449, implies SSgt. Ewing, however Fed Biz Opps
(FBO) implies responses are due to SSgt. Grocott and Ms. Sizemore;
none of which are clearly noted to be the PCO.
Will the Government please clarify which person is the correct PCO?
This item has been clarified. Please see Amendment

ITO 1.1.5 … If you intend to submit your source selection information via encrypted email, you will need to contact the PCO or buyer indicated on the face page of the solicitation prior to that first submittal in order to exchange certificates used for encryption. To insure the process is working correctly, send a test encrypted message first (without including any source selection information).
a) Will the Government please clarify whether the contractor can submit their proposal by encrypted email, or whether the proposal must be in hard copy/CD?
b) If the proposal is not to be submitted by encrypted email, will the
Government please clarify this section?
Proposals will not be accepted via email, please see
ITO Section 1.2 for submission requirements.
23 90 ITO 1.2, Table 1.2, and ITO 2.0, Volume I –
Price/Contract Documentation
In Section ITO 1.2, Proposal Organization Table, a page limitation of
50 pages for Volume I - Volume I – Price/Contract Documentation is listed. However, there is no page count referenced in Section ITO 2.0.
Also, it is unusual to have a page count limit for Contractal
Documentation.
a) Will the Government please consider removing the page count limitation for the Volume I – Price/Contract Documentation?
b) If the page count limitation is not removed , will the Government please clarify exactly what is expected to be provided within that page limit?
The government feels that 50 pages for the pricing volume is sufficient.
It is anticipated that each offeror will include:
The completed SF 1449 and CLINS (20 pages), 52.212-3, para B only as all offerors should be registered in SAM
The complete supplemental Pricing Spreadsheet
Authorized Offeror Personnel
Any exceptions taken to the solicitation.
24 90 ITO 1.2, Table 1.2, and ITO 4.0, Volume III – Past
Performance
In Section ITO 1.2, Proposal Organization Table, a page limitation of
10 pages for Volume III – Past Performance is listed. However, there is no page count referenced in Section ITO 4.0.
a) Will the Government please clarify whether there is a page count limitation of 10 pages in Volume III – Past Performance?
b) Will the Government please consider removing the Organizational
Change History requirement from the page count limitation?
The Government feels that the page restrictions are necessary. It statement regarding page limitations and copy count has been added to para 4.0, see
Amendment 0001.
ITO 1.2.1 and
ITO 1.2.4
Will the Government please verify that all Tables of Contents, including the one specified in section 3.2.2 for Volume 2, Section 1, and all tab dividers are considered indexes and are therefore not included in page count for any of the proposal volumes?
Neither the table of contents nor tabs will count towards the page restrictions.
26 90 ITO 1.2.1.1
Will the Government please consider allowing graphics and tables to be provided in a 10 point Times New Roman font so they will fit appropriately onto an 8 1/2 x 11 inch page?
IAW ITO 1.2.1.1.(b), "tables, charts, graphs and figures…shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size…the text shall be no smaller than 12 point."
27 91 ITO 1.3
Will the Government please clarify whether proposal volumes I through III are to be provided on one CD, or if each volume should be provided on its own CD?
IAW ITO 1.3., all proposals shall have the entire proposal in electronic form. "Each volume shall be in a different directory on a CD." If all three volumes are on one CD, they need to have different directories. If multiple CDs are required due to the size of the proposal or the offeror chooses to use multiple CDs the same requirements apply.
28 93 ITO 3.1
ITO section 3.1 states there are Technical subfactors defined in attachment 4 Evaluation Factors. The attachment 4 released with the solicitation is a Wage Determination 12-5251 (Rev. 2).
Will the Government please provide the attachment 4 Evaluation
Factors, or amend the solicitation so it refers to the correct section for evaluation factors?
See Amendment 0001, this should refer to the evaluation factors contained in 52.212-2.
29 94 ITO 3.2.4.1
a) Is the Government requesting resumes for the Key Positions listed in ITO 3.2.4.1?
b) If resumes are required, will the Government please consider removing them from the page count and allowing them to be added to the volume as an addendum so personnel experience can be fully discussed?
c) Will the Government please clarify whether the contractor is being requested to submit copies of Key Personnel Certifications, and, if so, are they included in the page count?
d) If the Government is requesting copies of personnel certifications, will the Government please consider allowing them to be added to the volume as an addendum and excluded from the page count requirements?
Contractor needs to provide a way to quantify and qualify personnel for each key position. Resumes will suffice as this requirement. All documentation used to quantify and qualify personnel for key positions will count against the page count. IAW ITO 3.2.4.1., each key position needs to be filled by the criteria listed.
The proposal must prove all certifications needed for each position. This documentation will count against the page count stated in ITO 1.2.

ITO 3.2.4 … provide … a detailed approach that explains how operations and maintenance (O&M) of the equipment (specified in the PWS) will be performed.

Evaluation Factors; subfactor 1
The Evaluation Factors for Subfactor 1, pages 32-33, provide
Measures of Merit for the personnel, but no evaluation criteria for the O&M.
Will the Government please provide the evaluation criteria /
Measures of Merit for the requested O&M approach for the PWS?
The following will be set as the Measure of Merit for
O&M evaluations: "Did the
Contractor provide a narrative explaining the methodology, procedures, and personnel responsible for the following:
1.) Performing Switching System Monitoring during duty hours, non-duty hours;
2.) Communication between COR and customer notification within its
Trouble Ticket Process as well as how it will resolve multiple trouble calls within duty and outside duty hours;
3.) Response and completion times for O&M requirements.
The proposal either meets or does not meet the O&M evaluation criteria."
31 Pg. 95 Solicitation - 3.2.4.4 Subfactor Four: Vehicles, tools, materials and equipment
Since the technical response is limited to 30 pages, will the
Government please consider allowing the Vehicles, Tools, Materials, and Equipment list to be provided as an Addendum to the technical volume and excluded from page count?
Response must be provided in 30 pages or less.

Section I
Section I, Background, states, “This questionnaire will provide that the company is a potential source for performing a Grounds
Maintenance contract.” Will the Government please confirm that
Grounds Maintenance will be the primary scope of this contract?
An updated PPQ will replace Attachment 6. Please see Amendment 0001.

Section II
In Table 2, the Note section states “In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” However, in the
Evaluation Factors, Section IV of the RFP – Past Performance
Evaluation provides three overall performance ratings consisting of
Acceptable, Unacceptable, and Not Applicable. When equating the overall performance rating to Table 2, will the Government please clarify whether “Not Applicable” the same as “Unknown”?
IAW 52.212-2(M002)(d.), Past Performance Factor, Table 2 mirrors Past Performance Questionnaire Table
2 (Section II). There is no "Not Applicable".
As far as what qualifies as "unknown", IAW Table 2, "unknown" shall be considered "acceptable". "In the case of an offeror without a record of relevant past performance, or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned... the offeror shall be determined to have unknown past performance.

Will the Government please consider a one-week extension of the proposal due date, until 3pm on August 29, 2017, to properly review and incorporate anticipated RFP changes resulting from amendments due to current questions, as well as questions generated during the August 14th site visit, and to provide enough time to submit the proposal by mail as required?
As revised in Amendment 0001, the solicitation is now due at 25 August 2017, 3:00P.M. Central Time.

(2) (ii) - Section D.
M002 Evaluation Factors, d. Past Performance Factor, (2) Evaluation
Process, (ii) Relevancy Assessment states, “Consideration will be given to relevant contracts within the same scope (magnitude, character, and duration) and for similar work classified under NAICS
Code 561210, Facilities Support Services”. However, the SF 1449
Block 10 provides NAICS code 517110.
Will the Government please clarify which NAICS code is accurate for this effort?

Per the PWS the current number of onsite technicians appear to be quantity of four (4) Project Manager, Telecom Mechanic I, Telecom
Mechanic II and Cable splicer? Please confirm this is the number of positions and their individual titles.
The current contract effort is staffed with four (4), Project Manager, Telecom Mechanic I, Telecom
Mechanic II and Cable Splicer. The Government is not dictating that four individuals be "hired" only that the skill sets of those 4 positions are required for this effort. The number of individuals contained in each offerors proposal is a business decision by the offeror.
Is OEM software support required for MSL100? If yes, only partners of Genband can provide (PWS did not mention) No, not looking for OEM software.
The Government mentions that there are no current funds for the new contract. When does the current contract expire?
Current contract expires 30 September 2017. It is anticipated that funds will be made available 01 Oct
17.
40 Is there a CBA for labor on this contract? No, there is no Collective Bargaining Agreement.
Is there historical data available to help us determine the level of effort?
No, CAIRS is the system that tracked all historical data.
Recently the CAIRS system received a bad batch file from a contractor which corrupted current metrics.
Workload data that is available is shown Appendix 5.1 -

Alarm Notifications - How is the contractor notified of Alarms after hours? Is it just switch alarms or it all alarms?
The switch is capable and currently operates by calling a preprogrammed number when an alarm is present.
This can be adjusted to meet contract obligations and set for contractor's preference. Para 1.3.5 applies to the switch only.
43 1.3.3.1 Switch power test batteries, rectifiers and inverters- What types of testing is required? How old are the batteries? Replacement Date?
Batteries were replaced within the last two years.

44 1.3.6 Locates- how many locates per month?
No, CAIRS is the system that tracked all historical data.
Recently the CAIRS system received a bad batch file from a contractor which corrupted current metrics.
The Government does have record of the distance throughout the year that was located:
FY16: 3,900 Lineal Feet
FY17: 7,800 Lineal Feet
45 1.3.9 What type of voice mail system is in use? Call Pilot
46 How much Contractor-owned inventory is there? The Government does not track contractor inventory.
How much Government furnished inventory is there? Switch cards etc There is no Government Furnished inventory.
48 Is the test gear GFE? No
49 1.3.15.6 Please explain the CSIR system and how the drawings are handled?
Contractor will update existing drawing in CIPS5/CVC.
Training will be provided by 17 CS/SCXP
50 Who is responsible for the inside plant CAD drawings?
The Government is responsible for inside plant CAD drawings.
51 1.3.15.19 GPS-Is it government furnished? Who provides the GPS Data?
The Government will provide baseline/current GPS data. Any changes will be updated in CVC by BTS contractor
52 1.3.15.16 Weekly reporting in which format?
As stated in para 1.3.15.16 the contractor is to develop and maintain the weekly log. Format is to be determined by the contractor and must contain the elements listed in the referenced paragraph.
53 1.4.8 Manholes- are there sump pumps in those manholes. Are we closing conduit for other contractors?
No, contractor will provide sump pump. Contractor will not be required to close conduit for other contractors.
Outside Plant- Is there aerial cable? Is there construction or digging required for this effort?
No aerial cable, digging and construction will be required per the PWS
MFT 150’s multiplexers are Manufactured discontinued. Is it point to point?
It is point to point
56 Is refurbished replacements for MFD equipment acceptable?
Yes, as long as it meets technical from the OEM manufacturer
57 1.4.1.3 After hours requirements issued on separate work orders- Is OT paid by the government? Conflicts with 1.6.4 OT rates.
Contractor may adjust work hours to accomplish the occasional work orders that must be accomplished outside of normal duty hours. Any premium pay is covered by para 1.6.3
How many FTE’s are currently on the project and what are their labor classifications?
The current contract effort is staffed with four (4), Project Manager, Telecom Mechanic I, Telecom
Mechanic II and Cable Splicer.
59 Is there DBA work required? Yes, in accordance with PWS para, 1.4.4
60 Are there escort requirements?
Contractor will be required to be escorted into appropriate facilities on base. This will be worked through the COR who will arrange for escorts.
Contractor will not have perform escort duties.
Does the contractor have responsibility for Fire Suppression equipment or generator maintenance?
No, this belongs to 17 Civil Engineering
62 What is the inside wiring requirement? CAT 5-CAT 6? Cat 6 is required
Since there is no materials list we assume this is Government

There is no government furnished material.
64 What types of certifications are required for the Telecom Techs ? See PWS

Mechanic II and a Cable Splicer. After award, the winning offeror may request the list of the incumbent workforce contact information to provide first right of refusal. This request will need to be sent to SSgt
Andrew Grocott and Ms. Brenda Sizemore.
69 How many work vehicles currently on the contract? The current contractor uses 4 vehicles
Will there be any government furnished equipment (GFE)? If so, please provide a list of GFE.
There is no Government Furnished Property.
Government property the will be provided is incidental to the place of performance, as contractor is required to be located on the installation. Office space, desks, chairs, telephones, computers, and fax machines will be provided by the government and will remain accountable to the government. See PWS section 3.2.4.
71 Pricing Spreadsheet PID 5237 and 5238, should these be labor PID's?
Yes, those PIDs should be labor only PIDs. See
Amendment 0001, Attachment 2, Pricing Spreadsheet has been revised.
72 Pricing Spreadsheet PID 3742 what is 3100 Chamber and PID 3743 what is 3200 Chamber?
MaxCell P/N MXC4003XX## or equal. See

73 Pricing Spreadsheet PID 3115 and 3119, are these asking for a per foot cost to install a single cable?
