DEPARTMENT OF THE AIR FORCE
17TH TRAINING WING (AETC)
GOODFELLOW AIR FORCE BASE TEXAS
MEMORANDUM FOR 17 TRW/IP
FROM: 17 FSS/CC
SUBJECT: Visitor Group Security Agreement (VGSA)
TO: Contractor’s Address
1. This agreement, entered into by the 17 FSS and (name of contractor), prescribes specific actions to be taken by the contractor and 17 FSS, to ensure the protection of classified defense information at the contractor's on-base operating location. Responsibilities are delineated as follows:
a. Authority. Security oversight authority is promulgated by DoD 5220.22-R, Industrial Security Regulation, AFPD 31-6, Industrial Security, AFI 31-601, Industrial Security Program Management, and all applicable supplements.
b. All Parties. All parties including the 17 FSS functional area chief (FAC), (name contractor), and 17 TRW/IP will perform duties specified by this agreement in a timely manner.
c. Contractor Security Supervision. The (name contractor) home office facility will designate in writing to 17 TRW/IP the names of the primary and alternate security representatives at both their off-base cleared facility and on-base operating locations, who are responsible for security administration at their respective activities.
d. Standard Practice Procedures (SPP). Compliance with this agreement will normally eliminate the need for an addendum/supplement to the home office facility SPP to outline security responsibilities at the on-base operating activity. Should the contractor's personnel determine a need to develop an addendum/supplement to the home office facility SPP, a copy will be provided to 17 TRW/IP. A copy of the home office facility SPP will be maintained by the on-base operating activity. Security procedures identified in the visitor group security agreement take precedence over the contractor's SPP. NOTE: An SPP is only required when the Facility Security Officer (FSO) and/or 17 TRW/IP determine it to be necessary.
e. Access to and Accountability of Classified Material:
(1) All access to, or possession of classified material by (name contractor) personnel, including oral and visual at Goodfellow AFB will be under supervision and control of 17 FSS personnel.
(2) The contractor will maintain classified material created or stored at Goodfellow AFB in accordance with DoD 5200.1-R, Information Security Program, AFPD 31-4, Information Security and AFI 31-401, Information Security Program Management and applicable supplements.
(3) If (name contractor) personnel during contract performance discover unattended classified material or an insecure/unattended security container at Goodfellow AFB they will immediately secure the classified materials and notify the FAC. During non-duty hours contractor personnel will notify the security forces law enforcement desk at Goodfellow AFB. Classified material will be released to the Goodfellow AFB base security police when the safe custodian cannot be contacted.
f. Storage of Classified Material:
(1) (Name contractor) is authorized to store classified material necessary for contract performance. Storage containers will be furnished by 17 FSS.
(2) Storage containers furnished to (name contractor) will remain under control of 17 FSS. The responsibility for setting the storage container combination rests with the contractor’s on-base activity personnel. The contractor will not use government or private locksmiths to set the combination. Standard Form (SF) 700, Security Container Information, will be used to identify persons having knowledge of the combination(s). Air Force personnel designated on the SF 700 must receive security container combinations from (name contractor) employees when there is joint Air Force/contractor use of the safe. This form will be posted inside the locking drawer of each security container.
NOTE: If the contractor is not authorized to store classified material replace the above paragraph with the following statement:
(3) The contractor is not authorized to permanently store classified material at their on-base operating location. The material will be stored by the 17 FSS activity and required access to classified information will be granted on an as needed basis. Classified material will be in the possession of a cleared contractor employee while on loan from 17 FSS. All classified material is returned to 17 FSS for appropriate storage at the end of the duty day.
g. Transmission of Classified Material:
(1) (Name contractor) is not authorized direct receipt or dispatch of classified material at Goodfellow AFB through U.S. postal channels. For postal receipt (name contractor) will use the address of the office of 17 FSS with an attention line to (name contractor).
(2) Classified material to be transmitted by U.S. postal channels directly from Goodfellow AFB must be prepared in accordance with DoD 5200.1-R, AFI 31-401 and processed through the classified information control system of Goodfellow AFB.
(3) Classified material may be handcarried locally onto or off Goodfellow AFB by contractor personnel via a DD Form 2501, Courier Authorization Card, provided employees are so designated in writing by a (name contractor) management official as an authorized courier. Follow DoD 5200.1-R and AFI 31-401 to brief the document courier on handcarrying procedures.
h. Disposition of Classified Material. (Name contractor) will return all classified information they have been provided or created to the FAC or a designated classified custodian of the project at the end of contract performance or when no longer required. Other methods of disposition must be coordinated with the FAC and approved by the contracting officer.
i. Copying Classified Material. Approved reproduction equipment must be used to reproduce classified materials. The contractor cannot copy classified material without permission of the FAC or 17 FSS designee. The FAC is authorized to grant permission IAW DoD 5200.1-R, AFI 31-401 and applicable supplements.
j. Security Education. (Name contractor) shall:
(1) Brief on-base contractor personnel, whose duty performance requires access to classified information, of their individual responsibility for safeguarding classified information. Personnel will be briefed on a recurring, but not less than annual basis. These briefings need not include provisions of the DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). The briefing may be tailored only to those responsibilities associated with their assigned duties, the provisions of this agreement, any associated DD Form 254, all security discrepancies identified in 17 FSS semiannual self-inspection report, and the annual program review conducted by 17 TRW/IP.
(2) Standard Form (SF) 312, Classified Information Nondisclosure Agreement, will be used for briefing (name contractor) personnel assigned to the on-base activity and will be retained at the contractor’s off-base cleared facility. Certification of accomplishment of part 1 of the SF 312 will be included in the visit request (see paragraph 1k. of this agreement). Contractor employees will be required to be debriefed in accordance with DoD 5200.1-R, paragraph 10-105, and the debriefing will be recorded on AF Form 2587, Security Termination Statement. The AF Form 2587 will be maintained by the 17 FSS unit security manager and destroyed in accordance with AFI 37-138, Records Disposition—Procedures and Responsibilities, and AFMAN 37-139, Records Disposition Schedule.
(3) Ensure on-base contractor employees participate in security orientation/education training provided by the 17 FSS unit security manager. This training may be presented by the (name contractor) security representative.
k. Personnel Security Clearances. The (name contractor) off-base cleared facility will submit visit requests annually for on-base activity personnel to the FAC, in accordance with DoD 5200.1-R, paragraph 6-202 and AFI 31-401 paragraph 5.7. The visit request will also include certification of accomplishment of orientation briefing (Part 1 of SF 312). A copy of the visit request will be retained at the contractor's on-base operating activity location. The (user agency) FAC serves as sponsor for the visit.
l. Reports. (Name contractor) must immediately submit to 17 TRW/IP , in writing, reports required under any of the situations outlined in DoD 5200.1-R Chapter 10, AFI 31-401 and applicable supplements. 17 TRW/IP will report security violations committed by contractor employees to the appropriate Defense Security Service (DSS) Cognizant Security Agency (CSA). Also, the contractor must keep the FAC and 17 TRW/IP office advised of any reports made in accordance with AFI 71-101, V1, Criminal Investigations, and AFI 71-101, V4, Counterintelligence.
(1) The 17 FSS commander appoints inquiry/investigation officials. Appointed officials coordinate inquiry/investigation reports with the FAC and 17 TRW/IP.
(2) (Name contractor) will advise 17 TRW/IP of any changes in management, location, or contractual performance requirements at Goodfellow AFB.
m. Contractor Restricted Area Badges. When required for contract performance, an AF Form 1199, USAF Restricted Area Badge, will be issued to contractor personnel for entry into USAF Restricted Areas on Goodfellow AFB. Entry credentials are issued at the request of the FAC. Requests for badge issue must be supported by a current visit request.
n. Contractor Local Area Badges. When required for contract performance locally developed installation badges will be issued to contractor personnel for entry into designated areas. Entry credentials are issued at the request of 17 FSS.
o. Security Checks. (Name contractor) will perform security checks within assigned work areas at the on-base operating location. These checks will ensure security precautions are taken to protect classified material in the possession of the contractor. The contractor will follow DoD 5200.1-R, AFI 31-401 and applicable supplement procedures for end-of-the-day security checks. The Standard Form 701, Activity Security Checklist, and Standard Form 702, Security Container Check sheet, will be used to record these checks.
p. Emergency Protection. The contractor will make every effort to secure all classified material in a GSA-approved storage container in the event of a natural disaster, major accident, or civil disturbance. Contractor personnel will maintain constant surveillance of the classified material and/or storage container(s) if possible. If the area is evacuated and/or the container(s) abandoned, the contractor will, on termination of the emergency condition, examine classified holdings to ensure there has been no compromise and no material is missing. In the event of missing material or possible compromise, the contractor will immediately notify the FAC and 17 TRW/IP. The contractor follows 17 FSS operating instructions (OI) required by DoD 5200.1-R, AFI 31-401 and applicable supplements.
q. Protection of Government Resources. (Name contractor) will comply with AFI 31-101, and other security and safety instructions of the Air Force host organization. Classified files will be maintained in accordance with AFMAN 37-123, Management of Records. AFMAN 37-139, Records Disposition Schedule, provides disposition instructions for all Air Force records and shall be used as the approved records schedule for the Air Force.
r. Clarification of Security Requirements. (Name contractor) will submit written requests for security clarification through the FAC to 17 TRW/IP.
s. Contract and Associated DD Form 254. (Name contractor) will maintain a copy of the VGSA and associated DD Form 254, Contract Security Classification Specification, at the on-base operating location. The FAC ensures the DD Form 254 does not expire, revisions are accomplished when required, and biennial reviews are completed.
2. Program Reviews:
a. 17 TRW/IP will conduct an initial program review of the visitor group operations upon arrival of the contractor.
b. Subsequent program reviews will be accomplished in the following manner:
(1) 17 TRW/IP conducts annual program reviews of the on-base activity at the required intervals to ensure compliance with applicable provisions of DoD 5200.1-R, AFI 31-401, applicable supplements and this security agreement. A written program review report will be provided to the FAC and contractor. (name contractor) is not required to acknowledge receipt of the report or respond unless directed to do so in the report.
(2) 17 FSS will include (name contractor) in their semiannual security self-inspection program. 17 FSS will use the VGSA requirements and their unit’s self-inspection criteria to perform the semiannual self-inspection on (name contractor). Document and maintain the inspection report as required by DoD 5200.1-R, AFI 31-401 and applicable supplements.
3. Expenditure of Funds for Security. This agreement is not an authorization for a commitment of funds. Nothing in this agreement shall be construed to impose any liability on the part of the U.S. government for injury to the agents, employees of the contractor, its subcontractors, assignees, or other individuals acting for or on behalf of the contractor, to the property of the same, nor shall anything in this agreement be construed to modify the provisions of existing contracts.
4. Review of this Agreement. All parties must review this agreement at least annually for accuracy. The FAC is responsible for the agreement and keeps a copy of the last program review.
5. Other:
a. Forms. The FAC or 17 FSS agency designee furnishes all government forms and Air Force Instructions to the contractor as required by this agreement.
b. Sub-contracts. A VGSA shall be initiated whenever (name contractor) enters into a sub-contract arrangement with another contractor for classified performance on Goodfellow AFB. It must address the sub-contractor’s operation separately. The 17 FSS FAC and both contractors must sign the agreement. A DD Form 254 is completed for each subcontractor requiring access to classified information. (Name contractor) is responsible for preparing the DD Form 254 and must provide a copy to 17 TRW/IP for review to ensure it correctly reflects the instructions furnished by the prime contracting officer (PCO). The PCO must ensure that any questions regarding adequacy of the DD Form 254 are resolved to the mutual satisfaction of the prime contractor, subcontractor and the administrative contracting officer (ACO), or are referred to the FAC for resolution. The prime contractor signs item 16 of the DD Form 254 for subcontracts and makes required distribution.
c. Notification. Notify 17 TRW/IP 30 days prior to contract completion/shutdown on Goodfellow AFB in order to review the contractor's operations and ensure proper disposition of classified materials IAW with DoD 5200.1-R, AFI 31-401 and this security agreement.
