FAMILY SERVICES/SAMS COORDINATOR

1. DESCRIPTION OF SERVICES
1.1. Operates and maintains the Airman & Family Readiness Center (A&FRC) Loan Locker and Airman’s Attic (locally known as Soldiers, Airman, Marines and Sailors – SAMS)
1.1.1. Ensures that loan locker and SAMS items are inventoried, clean and in good repair, and checked in and out in accordance with A&FRC guidelines.
1.1.1.1. Selects, orders, purchases, picks up and inventories new items for the loan locker.
1.1.1.2. Reviews loan locker items for condition, quarterly or as they are returned.
1.1.1.3. Removes items in poor condition from the loan closet and arranges for the replacement or addition of items as needed. Item disposition will be done in accordance with A&FRC guidelines. All purchase request forms will be completed in accordance with A&FRC procedures and then submitted to the 17FSS/FSFR.
1.1.1.3.1. Arranges for the disposal of items donated to SAMS that are unsafe or unserviceable.
1.1.1.3.2. Checks recall lists before making SAMS items available to the public.
1.1.1.3.3. Coordinates with the Safety Office before checking out questionable items.
1.1.1.3.4. Arranges for serviceable clothing items that are more than gently used to be donated to a local charity.
1.1.2. Demonstrates familiarity with military protocol, mission, and the relocation needs of military families, and working with volunteers.
1.1.3. Recruits, trains, recognizes, and monitors volunteers and services as the primary point of contact/liaison between the A&FRC and Family Services (FS) volunteers.
1.1.4. Provides the A&FRC with a roster of all FS volunteers and ensures roster is kept current; establishes and maintains accurate and current volunteer files using an AF Form 23, Family Services Volunteer Record.
1.1.5. Submits articles concerning FS programs and volunteer opportunities to appropriate A&FRC Community Readiness Consultant (CRC) for publication in electronic/base newspaper.
1.1.6. Coordinates an annual FS volunteer recognition function, making all arrangements for the event, and preparing certificates and/or awards. Develops and disseminates guidelines for volunteer recognition incentives and awards.
1.1.7. Schedules training sessions with new volunteers to assist with the daily operation of the FS lending locker/SAMS.
1.1.8. Explains the free childcare requirements to new volunteers prior to placing them on the schedule; ensures policies concerning free childcare are followed. Schedules and coordinates childcare slots with the Child Development Center. Signs the childcare verification form for volunteers using home day care providers; reviews the monthly reports from the Child Development Center (CDC) for accuracy.
1.1.9. Coordinates with the A&FRC for any planned closure of FS at least 30 days prior to the planned closure. Planned closures include, but are not limited to, volunteer recognition, A&FRC special activities, and cleaning/training.
1.1.10. Coordinates all requests for FS publicity with appropriate A&FRC CRC/T.
1.1.11. Compiles and submits a monthly report to the A&FRC Chief, not later than the first duty day of the following month. Report will include statistics on the number of incoming, outgoing, TDY, retired, and permanent party personnel assisted during the report period; total numbers of volunteers and volunteer hours; number of walk-in customers; number of incoming and outgoing phone calls; and current status of the A&FRC FS SAMS, Non-Appropriated Funds (NAF) budget. Contractor will develop the appropriate electronic forms to ensure these statistics are collected daily. Contractor may be required to provide additional data as needed.
1.1.11.1. Contractor will enter all monthly information into Air Force Family Integrated Results and Statistical Tracking (AFFIRST) system. A government computer will be available in building 145, room 16 for entries. Contractor will track all loan locker items when issued and returned. Contractor must have a Common Access Card (CaC) to enter items into AFIRST
1.1.12. Coordinates and submits required information/forms for the annual A&FRC FS NAF budget. Records of all expenditures including; childcare, loan locker purchases, and recognition items.
1.1.13. Picks up distribution and correspondence from the A&FRC; performs administrative duties as directed by the Statement of Work. Ensures all FS resources are in stock; orders replacements as needed. Coordinates the development of new forms with the AFRC staff member who has been designated as the contract Quality Assurance Evaluator (QAE).
2. GENERAL INFORMATION
2.1 The hours of operation will be: 1100-1730 hours, Tuesday, Thursday and Saturday; 1100-1830 on Wednesday and Friday, except for federal holidays and other planned A&FRC or Family Services closure days as determined by the Chief, AFRC. Contractor will be available Tuesday through Saturday, during aforementioned operating hours. A half-hour lunch break will be scheduled each day. The contract will be paid for a 32 hour week.

2.2. Submits a monthly invoice indicating hours worked to the A&FRC Chief or designated representative. Contractor will notify the A&FRC at least two weeks prior to any planned absence. Except for illness or an emergency, the contractor will provide a qualified replacement.
2.3. Works a maximum of 30 hours per week.
2.4. Primary point of contact is CRC/T core compliance expert in Relocation. The contractor is expected to exercise good judgment and always projects a positive and professional image for the A&FRC and the USAF. Business casual attire is the appropriate form of dress and appearance during Family Services/SAMS hours. Personal hygiene that hinders customer relations will be grounds for corrective action and possible termination of the contract.
3. OTHER SIGNIFICANT FACTORS/QUALIFICATIONS.
3.1. Contractor must have a background in, and working knowledge of the following:
3.1.1. Competence in operating a computer. Must also have a working knowledge of Microsoft Windows & Office.
3.1.2. Teaching ability, communication skills, including skills in public speaking and receiving of VIPs. Basic understanding of military protocol, support group organizations and curriculum development. Contractor will also have a strong ability to communicate effectively; have an understanding of family systems in a military setting, and the skills to work effectively with diverse groups.
3.1.3. Previous supervisory experience in a non-profit or human services environment is desirable.
3.1.4. Knowledge of the military community and A&FRC CORE programs is required.
4. DEFINITIONS
5.1. Loan Closet – lends household goods to those in transit to or from Goodfellow AFB.
5.2. “SAMS” – a cost free, shop offering gently used clothing and household goods to E-5 and below military members.
