Solcitation Number: FA3030-09-T-0008 QUESTION: Total length of proposed duct bank? (Wall to Wall) ANSWER: Wall to Wall is 75' from B-1007 to Hand-Hole and 20' from Hand-Hole to B-1001 for a total of approximately 95'. However in B-1007 there may be a requirement for an additional 10' to go up the inner wall to above the false ceiling and in B-1001 there is an additional 15' required to get to the original service-point. At the end of 15' there should be a transition-box/above ground Hand-Hole type structure to transition the horizontal conduit to a 6' vertical conduit to another transition-box to position the 4" conduits for the copper and fiber-optic cable runs which will utilize the I-Beam structures via L-Type Clamps...this is required to protect the cable and to keep critters out of the conduits. NOTE: The SOW states that one 4" conduit will go to room 317 and the other to room 187 in building...our intention was not to dedicate these conduits to each room, but to install basically the same way as the original to allow flexibly for future services.

QUESTION: Total length of Fiber optic Cable required 12 and 24 Strand?

ANSWER: 467' which will include a 50' service loop at each end.

QUESTION: Total length of 200 pr. copper cable required?

ANSWER: 536' which will include a 10' service loop at B-1007.

QUESTION: How many street crossings and sidewalk crossings are in the proposed route, and what is the width of each.

ANSWER: There are two...a 5' sidewalk and 4 1/2' concrete drain.

QUESTION: What is the ground conditions along the proposed route? (Rock or Dirt) ANSWER: According to 17 CES there is a combination of Dirt and Rock.

QUESTION: What manufacturer do you require to be used for the electronics?

ANSWER: Corning Fiber-Optic connectors and Avaya; Marconi; Reliance Comm/Tech for Copper-Cable Primary Protection.

Question: What is the IEEE standard for block terminations found in this room?

ANSWER: 66-Type Block/Building Entrance Protection terminations will be on a plywood-backboard and grounded.

QUESTION: Paragraph 2.6.15 states “Fiber optic cables shall be terminated by being fusion spliced to pigtails with SC connectors (MM fibers) and ST connectors (SM fibers)”. Are breakout kits and SC/ST end terminations excluded from the proposed solution and are only fusion spliced pigtails acceptable?

ANSWER: There is limited rack space, so any breakout or termination kits must fit in the existing Corning Fiber Patch-Panel Case. Fusion-splice was mentioned as the preferred method because of its reputation to have the least connection-type dB-loss. However, if a mechanical-splice can meet the fusion-splice expectations, then mechanical-splicing is acceptable.

QUESTION: Paragraph 2.9.1 states “Terminate the cable at new 66 style blocks…”. There was discussion at the “Pre-Proposal Meeting” of using Building Entrance Terminals to protect the cable and equipment between buildings. Should our proposals reflect Entrance Protection?

ANSWER: Yes QUESTION: Paragraph 2.9.5. There was general discussion at the “Pre-Proposal Meeting” whether conduits would be installed from the building penetration to Rooms 187 and 317 or the cable would be exposed using cable hooks or guides. This paragraph specifically calls for a new 4” conduit to be installed to each room from the building entrance. Is a support system and one conduit each to be installed to Rooms 187 and 317?

ANSWER: NO...The SOW states that one 4" conduit will go to room 317 and the other to room 187 in building...our intention was not to dedicate these conduits to each room, but to install basically the same way as the original to allow flexibly for future services. Our desire it to have transition-box(s) to the 4" conduits for the copper and fiber-optic cable runs which will utilize the I-Beam structures via L-Type Clamps. This is required to protect the cable and to keep critters out of the conduits.

QUESTION: Paragraph 2.10.1.1 states "there are existing floor penetrations in rooms 187 and 317 to the basement below". Are these penetrations sufficient for the new cables or should we propose coring new ones?

ANSWER: A new floor penetration will be required for Room 317...I expect at least a 2" hole. This new floor penetration will be located close to the Network Rack housing all fiber optic cable terminations and patch-panel. An existing 4" floor penetration is available for use in Room 187...it currently allows passage of two 100-pair copper cables, of which, one will be replace with the installation of the new 200-pair copper cable.

Question: Are there any requirements for the CVC project in regard to Geo Spatial Network?
