Notice of Intent to Award A Sole Source Contract for Maintenance of GSL Intellicab

About this file

This single source justification document proposes awarding a sole source contract to GSL Solutions for maintenance of an Intellicab prescription management system located at Goodfellow Air Force Base. The contract would provide all necessary equipment, tools, software, and on-call services to maintain and update the proprietary Intellicab hardware and software currently used in the base pharmacy. As the Intellicab system parts and maintenance labor can only be provided by GSL Solutions certified personnel, and replacing the entire system would be more costly, only this vendor is deemed reasonably available to fulfill requirements. The justification and performance work statement are included in this special notice of intent to award posted by the USAF.

Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 17th Contracting Squadron

Project/Program Name: GSL Solutions

Purchase Request / Local ID Number: F1Z4009101AC01

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

GSL will support the pharmacy located at 271 For Richardson Ave, Goodfellow AFB, TX. 76908. The support will provide all necessary equipment, tools, and software required to update and maintain software, hardware, and auxiliary equipment related to the IntelliCab solution. This includes on call services for emergency maintenance.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization. The IntelliCab Will Call Prescription Management System is what is used in the 17 MDG Pharmacy to dispense patient's prescriptions. GSL Solutions Inc. parts for their unit are proprietary and labor has to be accomplished by GSL Solutions Inc. certified personnel. Hiring another vendor to maintenance the equipment can jeopardize the current operations of the installed equipment. The only other solutions would be to replace the entire hardware/software solution, which would render the current RFID cabinets useless by the pharmacy and cost the Government more money to purchase a new system. Research has concluded that GSL Solutions Inc. IntelliCab Will Call Prescription Management System is a proprietary piece of equipment. There are no other companies that can work on this unit. GSL Solutions Inc. is offering a complete support and maintenance agreement plan for the unit at a fair and reasonable price. The GSL Solution software and hardware is not re-sold or duplicated in its function to any vendor. The current storage function of the INteliSys benchmarked the software market, no other vendors offers the exact and/or similar function of safety, storage, location identification, and mass reconciliation that GSL offers. The will call function is offered through a current software system PharmAssist, however the company does not possess an Authorize to Connect (ATO) agreement with the military and therefore cannot be used. The GSL offers the same capability with text notification to patients with the appropriate ATO already in place.

Section D: Efforts to Obtain Competition

No actions are being taken due to the fact that there is only one source that offers a preventative maintenance plan for this unit.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Air Force Pharmacy's Technology Subject Interest Group (SIG) is working to consolidate the current innovative hardware/ software within pharmacies, however this is future projection and agreements and contracts have not been established with other vendors as of yet. We will continue to follow up on the determination of potential future sources if any become available for other than GSL Solution software, equipment, or services.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
