Requests for Information Questions Due: 4 June 2026 FA302226Q0316 - B158_B530_B708_B712_B926 Fence Replacement

Q1: SOW 1.1.2.1 specifies that metal posts must be installed on concrete footings but does not provide dimensions or concrete specifications. Please clarify the required depth, diameter, and concrete PSI for the post footings, including any required adherence to local frost-line depth standards.

A1: Concrete is to be poured according to industry standards.

Q2: Attachments 7, 10, and 11 show the existing wooden fence located immediately adjacent to electrical transformers and mechanical equipment. Will the Government de-energize this equipment during the demolition of old posts and the digging of new post holes, or will the Contractor be required to perform these tasks around live equipment?

A2: Attachments 7, 8, 11, and 13 document the positions of the onsite electrical boxes. Prior to beginning excavation, the contractor is responsible for contacting 811 to perform a utility mark-out. In the event that a utility line is located in close proximity to a proposed post hole, the customer reserves the option to de-energize the electrical boxes to mitigate safety hazards.

Q3: SOW 3.0.3 requires the installation of one (1) 7’-0” x 6’-0” swing gate for Building 158. Please confirm if the Government requires a single-leaf swing gate or a double-leaf swing gate configuration for this 7-foot opening.

A3: The installation requires an 8’-0” x 7’-0 double leaf swing gate. The size of the gate was changed in the updated S.O.W.

Q4: SOW 2.1.1 mandates that the Contractor’s Representative shall directly supervise construction and must always be on the job site while work is being performed. Please confirm if the Prime Contractor may formally designate a qualified Site Superintendent from our primary subcontractor to fulfill this continuous on-site supervisory role.

A4: The prime can designate a qualified Site Superintendent.

Q5: The evaluation factors listed under FAR 52.212-2 in Attachment 2 include both "Lowest Price Technically Acceptable (LPTA)" and "Best Value". Please clarify if this source selection will be evaluated strictly as LPTA, or if the Government intends to use a tradeoff process where past performance or technical capability may be evaluated as significantly more important than price.

A5: We will be doing a modification on ATT 2 – Provisions and Clauses FAR 52.212-2. The first evaluation factor that we go through is Lowest Price Technically Acceptable (LPTA). Second one is “Technical Acceptability.”

Q6: I did not see any requirements for perimeter protection. I attached our list of Air Force CMD approved products for Nuclear Lv1 and below. Is there any thought on adding perimeter monitoring to your specs to determine when the fence is cut or climbed? Let me know if you would like any additional information.

A6: No perimeter protection required for this project.

Q7: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A7: No Incumbent
