About this file

This is a Questions and Answers document for federal contract opportunity FA302226Q0309 regarding fence replacement at buildings B348 and B916. The RFI due date was 6 May 2026.

Key requirements include: pricing based on the Statement of Work and verified site dimensions; standard industry practices for post footing diameter and depth; standard gate latches, drop rods, and hinges; PrivacyLink® fencing material or approved equal submitted with proposals; and a 25-ohm grounding requirement for the fence installation. An 8-foot swing gate is acceptable as a substitute for the originally specified 7-foot gate. The fence fabric specification is 3½" x 5" mesh, not 2" mesh as initially listed. Contractors must contact utility companies (811) for utility location identification and provide certificates of insurance, though bonding is not required. Award will be based on LPTA (lowest price technically acceptable). Existing conditions photos were provided in the SOW with additional site visit information offered on 29 April 2026. A "Knox" box identified in attachment materials will be removed during installation and is not part of the scope of work. No union requirements apply, and the estimated construction budget was not disclosed.

Requests for Information Due: 6 May 2026

FA302226Q0309 B348 & B916 Fence Replacement

Q1. What is the estimated construction budget?

A1: We cannot answer that

Q2: Do you have Union Requirements

A2: No.

Q3: Quantities & Measurement: Will payment be based on field-verified quantities, or should pricing strictly follow the approximate lengths provided in the SOW?

A3: Pricing is based on the Statement of Work provided and the site visit offered to verify all dimensions.

Q4: Post Footings: Can you confirm the required footing diameter and depth for fence posts, or should standard industry practices be followed?

A4: Standard industry practices should be followed.

Q5: Gate Requirements: Are there specific requirements for gate hardware (hinges, latches, locks, or security features)?

A:5 Standard gate latches, drop rods and hinges

Q6: PrivacyLink® or Equal: Should equivalent products be submitted for approval with the proposal, or will substitutions be reviewed after award?

A:6 Submit with proposal

Q7: Grounding Requirement: The SOW references a 25-ohm grounding requirement. Please confirm if this applies to the fence installation.

A7: It does. It is standard practice for fence grounding

Q8: Utilities: Will utility locations be provided/marked by the Government, or is the contractor fully responsible for locating them?

A8: Contractors are required to contact utility companies (811)

Q9: Existing Conditions: Could you please provide additional photos of the existing fencing conditions, particularly post embedment and surrounding areas?

A9: Photos were provided in the S.O.W. and any additional information was offered during the site visit that was offered on 29 Apr 26.

Q10: Evaluation Criteria: Can you confirm whether the award will be based on LPTA (lowest price) or best value?

A10: LPTA

Q11: Bonding Requirements: Please confirm whether any bid, performance, or payment bonds are required.

A11: Bonds are not require, but you must have certificate of insurance.

Q12: In Attachment 1, page 14, a gate access key reader is identified. Could you clarify if reinstalling gate hardware for this key reader is included in the scope of work following the demolition?

A12: The object in the picture is a “Knox” box and will be removed at time of installation.

Q13: I see that a 7 ft swing gate is requested. Since this would require custom materials, it may help reduce lead time and simplify ordering to use an 8 ft double gate instead. Please let me know if this adjustment would be acceptable.

I also noticed that pull posts are specified at 2 1/2", while end and corner posts are listed at 4".

Given that each run is under 300 ft, typically only end and corner posts (4") would function as pull posts.

A13: an 8 ft swing gate would be acceptable.

Additionally, in 11.3.1.b the fence fabric is listed as 2” mesh. That should be 3 ½” x 5” mesh as shown on the PrivacyLink® description in the attachments.
