About this file
This is a Questions and Answers document for federal contract opportunity FA302226Q0009 concerning fiber installation work from ITB 230 to B9511 at Columbus Air Force Base.
The document addresses technical and operational requirements for the fiber installation project. Key requirements include replacing existing pull strings, installing Maxcell conduit between MH-1102 and MH-1103, and using SC/UPC connectors to match existing government equipment. The contractor must provide appropriate manhole ladders and potentially water pumps, as manhole depths vary from an estimated 6-8 feet or deeper with inconsistent ladder availability. The B9511 communication cabinet has limited internal dimensions of approximately 10" W x 7" D, requiring the contractor to ensure all provided equipment fits within this space. No digging or boring is required for this project. Regarding confined space entry, Columbus Air Force Base has classified the telecommunications maintenance holes and handholes as Non-Permit Required Confined Spaces; however, contractors must still comply with OSHA 29 CFR 1910.146 standards. The document does not contain response deadlines, award dates, pricing information, or set-aside classifications.

1. Is the contractor required to replace existing pull string?
Answer: Yes
2. Please provide manhole depths and conditions.
Answer: Manhole depth varies, estimated at least 6-8 feet or deeper. Some have ladders and some don’t. Contractor shall provide appropriate manhole ladders and potentially water pumps for wet conditions.
3. Specifications state Maxcell from MH-1102 to MH-1103, but missing on the drawing. Please clarify.
Answer: Maxcell is required between MH-1102 and MH-1103.
4. What are the measurements of the inside of the B9511 communication cabinet?
Answer: The cabinet is limited to approximately 10” W x 7” D, however contractor is responsible for ensuring provided equipment fits within the space.
5. Can you please clarify if new holes are being added to the route. Is boring going to be needed?
Answer: No digging is required.
6. Do we have to install manholes or can we install hand holes?
Answer: SOW 2.2.2.1.1, New MH/HH. N/A
7. SOW paragraph 2.2.1.7 specifies SC connectors but does not identify the connector polish. The two common types, SC/UPC and SC/APC, are not interchangeable, so our connectors need to match the polish of the Government’s existing equipment at ITB 230 and B9511. Please confirm the required connector polish for this project.
Answer: UPC
8. Has Columbus Air Force Base classified the telecommunications maintenance holes and handholes associated with this project as Permit-Required Confined Spaces, Non-Permit Confined Spaces, or under another classification?
