About this file
This is a Question and Answer Sheet that provides clarifications on the solicitation FA302226Q0007 for golf cart rental services at Columbus Air Force Base. The document addresses contractor inquiries regarding operational procedures, equipment specifications, and logistics for the July 4, 2026 America 250 celebration event.
Key clarifications include: golf carts will not be refilled with fuel upon return; damage discovered post-pickup should be reported to 2d Lt Hrasky; the customer will accept one backup cart at no additional charge in lieu of on-site replacement for unoperational units; four-seat carts with collapsible seats are acceptable as two-seat alternatives; delivery of the 30-cart fleet is scheduled between 12:00 PM on July 1, 2026 and 10:00 AM on July 3, 2026 to the parking lot northwest of the bowling center (building 736); the base lacks covered storage for the full fleet; and base access requirements for delivery drivers and vehicles will be addressed later in the contracting process. The Q&A sheet was added to the solicitation on May 11, 2026, following the May 7, 2026 amendment that aligned delivery dates with the Statement of Need.

Contractor Questions Question: Would the customer be returning the carts fully filled with gas?
Answer: The golf carts will not be refilled with gas at the end of the event.
Question: What would the process be if any of the carts are returned damaged?
Answer: The customer will conduct an inspection of all carts prior to the scheduled pickup time. If any damage is identified, the Contractor will be notified immediately. For any damage discovered after the pickup has occurred, the POC for resolution will be 2d Lt Hrasky.
Question: If one of the carts is unoperational, would the Contractor be responsible for replacing it during the event or would the customer be open to an extra cart for free to cover an unoperational cart?
Answer: The customer is open to the Contractor providing one additional cart at no extra charge to serve as a backup for any units that may become unoperational, in lieu of requiring an on-site replacement during the event.
Question: Regarding the 2-seat carts, can we provide 4-seaters with seats that can be flipped down to make a 2-seat cart?
Answer: Yes that would be fine.
Question: Our supplier is ready to deliver the full fleet on July 1, 2026, at 12:00 PM. This will ensure all equipment is on-site and inspected well before the July 3rd deadline. Does the Base have a secured area where the carts can be stored until the start of the event?
Answer: The Base does not have a covered storage area large enough to accommodate the full fleet of 30 golf carts. All units should be delivered to the parking lot annotated in the Statement of Work (SOW). The delivery window for this location is anytime between 1200 on July 1, 2026, and 1000 on July 3, 2026.
Question: Could you please provide the specific requirements or forms needed to clear the delivery drivers and vehicles for base access? We want to ensure a smooth entry for the delivery trucks.
Answer: This will be addressed later in the contracting process. We will ensure all requirements are met making it as smooth a process as we can.
