STATEMENT OF WORK

BUILDINGS 550 AND 555 FIRE ALARM DETECTOR REPLACEMENT

COLUMBUS AFB, MISSISSIPPI

11 AUG 2025

This Statement of Work (S.O.W.) defines the scope of work to accomplish the removal and replacement of the existing fire alarm CO/smoke detectors for buildings 550 and 555.

The work shall include replacement of the existing detectors as well as any labor required for programming and commissioning. The contractor shall provide all labor, material, equipment, and transportation required to accomplish this work.

1.1 WORK SCHEDULE, PLANS AND WORKING HOURS: Work days for this contract will be Monday through Friday, between the duty hours of 0730 and 1615 (7:30 AM and 4:15 PM) Local Time. Work during non-duty hours will be required if mission constraints dictate. The area of work WILL be occupied during the installation period of the contract. The contractor will need to coordinate with the government to verify safe working conditions. The contractor shall NOT begin any work until coordinating an approved work plan with the government. Written permission from Contracting Squadron and the COR shall be obtained for any deviation from the approved schedule.

1.2 PERIOD OF PERFORMANCE: All material shall be procured, and all labor shall be accomplished to fully complete this scope of work within 45 days of award.

1.3 AVAILABILITY OF UTILITY SERVICES: All reasonable quantities of utilities will be made available to the contractor. The government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased cost incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.

1.4 CLEAN-UP: All debris and rubbish not specified to become government property resulting from construction work will be disposed of by the contractor off government property. Disposal will be in compliance with federal, state, and local hauling and disposal regulations. Site clean-up shall be daily. The contractor will be extremely cautious arriving and departing the job site. No debris will be allowed to accumulate on site at any time. Cleanup shall be continuous as to prevent foreign object debris (FOD). All taxiways and aprons shall be kept clear of FOD at all times.

1.5 DESIGN: The contractor shall be responsible for all of the design effort in order to provide an acceptable final product that meets the intent of this statement of work. The contractor shall verify all dimensions, calculations and code requirements for all elements of work. At the time of the proposal submission, the contractor shall provide evidence of adequate design. The contractor shall be responsible for ensuring constructability and code compliance.

a. Detectors are required to be of the same manufacture of the existing building system.

b. The contractor shall perform all design and construction in accordance with applicable UFC’s, ETL’s, local codes, national codes, base standards, and other guidance as modified by this SOW.

i. Installation personnel shall be supervised by persons who are qualified and experienced in the installation, inspection, and testing of fire alarm systems. Examples of qualified personnel shall include, but not be limited to, the following:

1. National Institute of Certification in Engineering Technologies (NICET) fire alarm level II certified personnel

2. Personnel licensed or certified by a state or local authority

c. Record drawings may be provided to the contractor as a courtesy at the discretion of the government, but their accuracy is not guaranteed. The contractor shall do his own field investigations of the utilities and other items in the area and base his design accordingly.

d. In the event of a conflict between any of the standards and/or references, the contractor shall refer the issues in writing to Civil Engineering.

1.6 SAFETY REQUIREMENTS: Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety Office, Building 724. EM 385-1-1 is available for reference in the Maintenance Engineering Office, Building 385. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards. It is the responsibility of the primary contractor to ensure all sub-contractors comply with the requirements of 29 CFR1910.146 and 29 CFR 1926.21. Prior to entry into any confined space, the contractor, and if applicable, sub-contractor, will coordinate any entry with CE prior to actual entry.

1.7 SITE CONDITIONS: The contractor acknowledges satisfaction as to the nature and location of the work, the general and local conditions, access to job site;

disposal, handling and storage of materials; availability of water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or the cost thereof under this contract.

The contractor acknowledges that any damage to the existing facility will be returned to its original condition prior to the completion of subject work at no additional cost to the government.

1.8 WARRANTY: A one-year warranty on materials and labor for this project is required to assure good quality workmanship and materials and to provide necessary maintenance and correction of deficiencies during the year following contract completion. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the government.

1.9 ADDITIONAL INFORMATION: The contractor may provide an approved government equal as long as the components are compatible with the existing base system, meet code, and fulfill the requirements of this statement of work.

THE CONTRACTOR WILL BE RESPONSIBLE FOR PROVIDING A

MEANS OF CONTINUAL ALARM NOTIFICATION DURING ALL

WORK.

TECHNICAL – PART II

2.1 Remove 128 existing FCO-851 CO/smoke detectors.

2.2 Contractor will need to coordinate with fire department if any board zoning is required.

2.3 Install 128 new Multi-Criteria Low Profile Carbon Monoxide Detectors (FCO-

951) compatible with Honeywell Notifier 3030 panel according to code, Air Force and CAFB Fire Department requirements.

2.4 All detection and notification devices shall be labeled in a visible location on the device with the device number and system generated ID’s to facilitate maintenance.

2.5 Installation of all items and equipment shall be in strict accordance with manufacturer’s written instructions.

2.6 Program and test/commission the complete system utilizing the testing procedures and checklists in NFPA 72 and provide the written acceptance test to the Columbus Air Force Base Fire Department. Civil Engineering and CAFB Fire Dept. shall witness all acceptance tests before project closeout.
