STATEMENT OF WORK

Lead-Based Paint Testing for Bldgs. 238, 240, 242, 244, 246, 452, 453, and 454

20 AUGUST 2024

1.0 Description of Services:

Perform an investigation for the presence of lead-based paint on components at locations subject to future impact by the renovations of this project. The testing will include the testing of interior and exterior painted surfaces throughout the buildings that are subject to impact by the proposed renovations of these projects.

The sampling will be from visible/accessible painted surfaces that are considered suspect for lead-based paint content. No demolition of building components will be performed to search for potentially hidden or unknown conditions. Materials will be grouped by homogeneous categories and representative sampling will be performed on a random number of locations. An EPA and MDEQ accredited and licensed lead-base paint inspector will perform the project testing services.

1.1. Work includes testing for the presence of lead-based paint to be performed on the following buildings:

• B238 – Flightline Shack

• B240 – Flightline Shack

• B242 – Flightline Shack

• B244 – Flightline Shack

• B246 – Fuels Lab

• B452 – Hangar

• B453 – Bathroom

• B454 – Hangar

2.0 Execution:

2.1. Contracting Office Representative. Civil Engineering shall appoint a Contracting Office Representative (COR) to monitor and inspect the project. The COR shall work in cooperation with the Contractor and Contractor’s Representative to schedule and coordinate the testing of lead-based paint where the work is to be performed.

2.2. Contractor’s Representative. A representative of the Contractor shall directly supervise sampling of this project. This person shall be responsible for coordinating all phases of work with the COR. The representative shall be on the job site or readily accessible at all times while the work is being performed and shall have authority to execute no cost field changes on behalf of the Contractor if agreed to by all parties involved. This person will also be responsible for all Quality Control of the job site and will be held responsible by for all working accordance with the specifications. The representative shall be competent and familiar with all phases of work under his/her authority.

3.0 Scope of Work:

3.1. Testing for the presence of lead-based paint will be performed using paint chip sampling. Samples will be from visible/accessible interior and exterior painted surfaces that are considered suspect for lead-based paint content. Sampling will occur throughout the buildings that are subject to impact by the proposed renovations of these projects.

3.2. Samples from this type testing will be sent for analysis to a laboratory recognized as being capable of performing these activities in accordance with governmental guidelines and protocol.

3.3. A written report will be furnished upon completion of the inspection and sampling activities. Each building shall have their own individual written report. This document will include among other details: 1) locations of all components and surfaces tested/sampled; 2) any data collected using on-site devices; 3) laboratory analytical results from pain chip testing; 4) a list of all tested surfaces (components) found to contain lead-base paint; and 5) conclusions regarding all findings of this survey.

4.0 Government Furnish Property and Services:

4.1. Availability of Utilities. All reasonable quantities of utilities shall be made available to the Contractor without cost. Any temporary connection of lines that may be required and removed by the Contractor will be at the Contractors expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.

4.2. Storage of Materials. The Contractor shall not store materials and equipment in the work area without approval and coordination with COR. Material and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall assure safety.

5.0 General Information:

5.1. Hours of Operation. (07:30 to 4:00) Work shall be performed in a manner to create minimum disturbance and inconvenience to the use of the facility. Weekend work or after hours will be authorized. Contractor personnel will be limited to work areas. Personnel clearances, access or escorted entry shall be coordinated with 14 CES/CEOES Service Contracts, (662) 434-7346.

5.2. Recognized Holidays. The Contractor is not required to provide service on Federal Holidays, except in emergency situations. The holidays are:

• New Year’s Day - 1 January

• Martin Luther King Day - 3rd Monday in January

• Washington’s Birthday - 3rd Monday in February

• Memorial Day - last Monday in May

• Juneteenth – 19 June

• Independence Day - 4 July

• Labor Day - 1st Monday in September

• Columbus Day - 2nd Monday in October

• Veteran’s Day - 11 November

• Thanksgiving Day - 4th Thursday in November

• Christmas Day - 25 December

5.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

5.4. Security Requirements.

5.4.1. Passes. All personnel entering must have specific permission of the installation commander for entry.

This permission is granted when the contractor and employees are issued a Base Pass. The pass will be issued at the start of the work and continue until the work is complete. Once the work is complete the individual issued the pass will surrender the pass to the COR.

5.4.2. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor’s employees shall be briefed by their immediate supervisor upon initial on-base assignment.

5.4.3. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

5.4.4. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements regarding environmental protection to include AFI 32-7080, Pollution Prevention Program, AFI 32-7042, Solid and Hazardous Waste Compliance, and ACC Manual 32-7051, Environmental Quality Manual, and 40 CFR 273, 40 CFR 133, Mississippi Administrative Code 11-3-1, and base Hazardous Waste Management Plan. In the event environmental laws/regulations/requirements change during the term of this contract, the contractor shall comply with such laws/regulations as changed. The contractor shall comply with the base Hazardous Waste Management Plan when turning in wastes generated from spill cleanup.

5.4.5. Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40

CFR 302, Designation, Reportable Quantities, and Notification or general fluids into the environment, the contractor shall immediately report the incident to the COR. The contractor shall be held liable for the spill or release of such substances, and is expected to clean up all spills of less than 25 gallons. The contractor is responsible for advising his employees of all Environmental and Hazardous Materials Handling and is also required to have and maintain Material Safety Data Sheets (MSDS) on all materials that are required by state and federal laws and/or regulations (reference AFI 91-301 and OSHA requirements). Copies of MSDSs must be provided to the COR for all materials prior to being brought on Columbus Air Force Base.

5.4.6. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

5.4.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while on Columbus Air Force Base.

5.4.8. Controlled Unclassified Information (CUI). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding CUI material.

5.4.9. Personnel. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

5.4.9.1 The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.

5.4.9.2 The Contractor shall ensure employees have any applicable current and valid professional licensing/certifications to accomplish the services found in this SOW before starting work under this contract and are in compliance with all federal, state, and local environmental requirements or laws.

5.4.10. Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.

5.4.11. Fire and Emergency Reporting. Dial 911.

6.0 Payment and Material Quantities:

6.1. Payment. Payment for materials and services shall be in accordance with a fixed price award amount for the completed work.

6.2. Repayment. Under no circumstances shall the contractor receive prepayment for scheduled work not completed.

6.3. Material Quantities. Offerors are responsible for determining actual material quantities required for the work.

6.4. Project Amendments. Once project is awarded and is accepted by the contractor any additional changes must be approved by the Contracting Officer prior to the work in question being accomplished. Any additional work accomplished without prior approval of the Contracting Officer shall be at no cost to the Government.

7.0 Attachments:

Attachments identify proposed construction area(s) of each individual project. The testing will include the sampling from visible/accessible painted surfaces within the proposed construction area(s) that are considered suspect for lead-based paint content.
