About this file
This document is a Request for Information (RFI) containing questions and answers regarding the replacement of an 80-ton air-cooled scroll chiller at Columbus Air Force Base.
The key details are:
- The government requires an air-cooled scroll chiller with specific technical specifications, including R32 refrigerant, microchannel condenser coils, and combination communications interface.
- The current lead time for chillers is 21-23 weeks, which may impact the initial estimated delivery date of December 31, 2024. The government understands this and expects the contractor to provide estimated delivery dates and periodic updates.
- The government will provide the means to off-load the equipment at the destination, and the contractor is expected to arrange for the factory startup, though a contractor representative may not need to be present.
- This RFI is related to a federal contract opportunity, Solicitation Number FA302224Q0323, to purchase and deliver the 80-ton air-cooled scroll chiller to Columbus Air Force Base. The contracting agency is the Department of the Air Force Air Education and Training Command.

2. The contract documents state the chiller is to be delivered by December 31, 2024. The current lead time on chillers from Daikin is 21-23 weeks. This will give the government a limited window to make a decision regarding an award. Will an extension be granted if the award is not made in sufficient time or due to manufacturer delays?
A: 31 December 2024 was an initial estimation of the delivery date. The Government understands the effect of the lead time and considers the 31 December 2024 date to not be a hard deadline. The Government expects an estimated delivery date to be provided by the supplying contractor and periodic updates of the delivery date to coordinate the installation.
3. Is the contractor responsible for providing a means of off-loading the equipment at the destination or will the government be providing a means to unload?
A: The Government will provide a means to off load the equipment at the destination.
4. Will a representative for the supplying contractor have to be present for the factory startup?
A: A representative for the supplying contractor will not necessarily have to be present for the factory startup, but the supplying contractor is expected to arrange it.
