CAFB Camera Upgrade Questions and Answers Version 1

1. Please specify where each model of the cameras specified on the solicitation are to be installed.

Axis P1428-E and Axis P3346. Cameras are labeled on attachment 2, listed as Wide Angle 4K and HD w/ Optical Zoom, respectively.

2. Do you want engineering (technical review) review to insure that the cameras specified meet the requirements as indicated in the Statement of Need Security Camera System Upgrade

a. We are not certain that these cameras will meet the requirement of 7.1 EG “…Due to the location of the camera mounting positions and distance from target (approx. 1700ft), cameras with high resolution and strong optical zoom is required….” This type of surveillance requires specialized lenses as well as high resolution.

Technical review not needed, existing / similar cameras already in place, normal functioning

3. Which camera model is this following statement from 7.4 referring to “…Cameras 1, 2, 4, 5, 7, 8, 10, 11, 13, 14, 15, 16: Ultra HD (4K) resolution is required for digital zooming abilities, including wide angle viewing ability, for a combined viewing area of no less than 200 degrees from each viewing point.…” ? (See our first question so we know which camera goes where) Cameras 1, 2, 4, 5, 7, 8, 10, 11, 13, 14, 15, 16: are the Axis P1428-E Ultra HD (4K).

4. What is the RSU structure composed of EG reinforced concrete, CMU, Brick?

a. What is the height of required installation?

Cameras are mounted on a metal railing, 2” diameter. Conduit wiring to inside of facility. Height is aprox 15 feet. Lift capable of soft ground movement and runway coordination (may require after hours / nighttime for installation)

5. How far is the cable run to the POE or network switch and from the POE to the NVR?

a. Where is the POE to be

Unsure of measurements, but all are within the limitations of CAT6E.

6. For camera indicated in 7.2 “7.2 Camera 2: Mounted on the Fire Department, targeting the Security Forces

ARMAG (outdoor weapons storage facility). Ultra HD (4K) resolution is required for digital zooming abilities…” Where is the Fire Depatment structure located? It is not indicated in Attachment 2.

Building 998 / Fire Department is located just west of the Control Tower, indicated in Attachment 2

a. What is the structure composed of? Metal frame construction with brick façade

b. What heights are the cameras to be mounted? (For example will we need a boom lift or specialized equipment to install the cameras?) Height for camera mounting and cable runs are 15-20 feet in height. Lift will be required to access conduit and wiring

c. How far are the cable runs to the camera from a Network switch and or POW as well as what is the location of the NVR? Unsure of measurements, but all are within the limitations of

CAT6E

7. CLIN 0002 states LE Axis camera This is not a valid Axis camera model number. Please specify which camera model you require. Axis P1428-E and Axis P3346 or new/equal.

8. CLIN 0004 states Port POE/Fiber Switches how many SFP’s are required and what speed?

Fiber Switch needed will connect to 20+ facilities and network connections. Base network runs at 10gbs speeds, most other switches are being upgraded to 1gbs speeds. 48 ports are recommended for future additions, requiring the corresponding amounts of SFPs.

9. CLIN 0005 seems to be an incomplete specification. Please clarify if this CLIN is referring to the following from the Statement of Need? Is this a network core switch that is required? If not what is required in terms of functionality and specification.

Same specification as Q8, referring to SON #5; 48 port fiber switch with 10gbs capability

Network Core Switch:

1. Located inside secured area of building 900, all of the fiber networks for the camera system come together.

Many of the networks are converted from high-speed fiber to a much slower copper network. This is creating a major bandwidth congestion problem where data being sent from the cameras is being lost or delayed. By upgrading to a fiber network switch, these congestion issues will be resolved. Security Forces needs a layer-3 fiber switch with no less than 24x 1Gb SFP ports to reach all of the facilities on base, as well as 2x 10Gb fixed ports to interface with the archiving servers in building 998.

2. CLIN 0006 stated 4 6U rack enclosures. Please specify if these are lockable, floor mounted, wall mounted, cooled, vented, powered, 19” or 21” and what depth is required.

Lockable, wall mounted, naturally vented (fans optional if needed by switch manufacturers recommendations), 21” with standard depths.

3. CLIN 0008 states “SFP Edgeswitch Router” Please provide a specification for the router. There is a switch requested as stated above and in the Statement of Need. Is that what you are referring to? Please clarify.

4. CLIN 0009 states “FFP Fiber Modules SFP Fiber Modules IAW attached Statement of Need” However the statement of need has not detail that we could find for this. Please provide the specifications for the fiber modules Please note SFP transceivers that work over optical fiber consist of standard 1000BASE-SX, 1000BASE-LX and 1000BASE-LX10, and non-standard industry accepted 1000BASE-LX/LH, 1000BASE-LH, 1000BASE-EX and 1000BASE-ZX.

5. CLIN 0010 is for Ethernet SFP’s Please specify what type of SFP is required?

6. CLIN 0013 states “Remote 34-Pt POE/Fiber Switches” POE switches are configured 8, 16, 24, 48 etc. Do you require at least 34 ports?

7. Page 4, Item 4: Requirement for QTY (4) 8-port PoE/Fiber switches.

However, we are required to install these switches in 5 locations per the RFP and walk-through as follows: "RSU #3, 4, 5 and 6 and Control Tower" totaling 5 locations.

***Control tower already has a POE switch in place, but not installed. 4x additional POE switches will be needed, but used in 5 facilities.

a. Shall we provide 4 or 5 8-Port PoE switches?

***4 8-port switches will be needed

8. Page 5, Item 5: Requirement for QTY (8) Fiber Transceivers.

a. Are we to interpret that these Transceivers are for the 8-Port PoE switches?

***Transceivers = media converters, unless the switch has fiber input.

b. If there are 5 switch locations instead of 4 (Question 1 above), are we to provide 10 transceivers?

***5 locations, 4 switches, but the pre-existing switch does not have any fiber ports available.

c. Shall these transceivers be 1Gbps?

***Fiber media converters are 1Gbps, and the fiber network runs at 10Gbps.

9. Page 7, Item 9: Requirement for QTY (28) Fiber Modules.

a. How are we to define "Fiber Modules"?

***SFP modules

b. Where are these to be used?

***Every POE switch being used.

10. We documented that there are 8 media converters equivalent to the TP-Link model# MC-110CS located in Building 900 (see attached datasheet).

These are used in pairs (local and remote). Therefore, we assume there are 16 units making up 8-pairs. Only six pairs are currently in use.

a. Are we to assume that the Fiber Modules listed on Page 7, Item 9 will replace these?

***Correct, replacement of all 100mb converts, upgrading to 1gbs.

11. We documented that there are 4 Westermo DDW-120 DSL transceivers located in Building 900 (see attached datasheet). These are used in pairs (local and remote). Therefore, we assume there are 8 units making up 4-pairs.

a. Are we to assume that the Fiber Modules listed on Page 7, Item 9 will also be used to replace these?

***Correct, replacement of all 100mb converts, upgrading to 1gbs.

b. If so, is there fiber available from each of these remote locations to Building 900?

***Fiber network is available from each facility, back to 900 (which is where the new fiber switch will be located)

12. Page 7, Item 10: Requirement for QTY (4) Ethernet SFP Modules.

***Unknown answer.

a. Are we to interpret that these are for the 24-Port Fiber Switches?

b. Are they to be 1Gbps or 10Gbps?

***Fiber switch will run at 10gbs

13. Page 8, Item 12: Requirement for QTY (2) Axis S1048-2485 Recorders.

During the walk-through it was stated that there are (4) Genetec LPR cameras attached to the system that "never worked". We have successfully installed numerous Genetec LPR cameras. We can get these working using your Genetec software. They are not compatible with the Axis software.

a. How shall we address this discrepancy?

***Unknown solution, end user will solve.

14. Page 9, Item 13: Requirement for QTY (8) Remote 34-Port POE/Fiber Switches?

a. What are the locations for these switches?

****Replacement of older non-POE switches being used at various locations, replacement with new 1gbs POE switches.

b. Is fiber available tween these locations and Building 900?

***Yes

c. Are we to add the installation of these to our scope?

***Installation/replacement is required as part of the scope

15. Page 10, Item 17: Requirement for QTY (4) Axis Camera Viewing Station S9002-850010.

a. During the walk-through, it was stated that these workstations are to be located inside the server room and connected to the monitors via long HDMI cables. Is this correct?

***>50ft HDMI connection

b. If these are to be located inside the server room, shall we also provide KVM extenders, so operators can use these workstations?

***KVM extenders will be required to control the workstations from the adjacent room

16. Page 11, Item 18: Requirement for QTY (1) Programming & Training.

a. During the walk-through, it was stated that we are to provide (3) 8-hour training sessions for a total of 24-hours training. Is this correct?

***Correct

17. During the walk-through, we requested a look at Genetec's Config Tool.

Could you please provide us a picture of the "License" tab, "Security Center" tab, "Omnicast" tab and "Mobile" tab? I have attached images of a "License" and "Omnicast" tabs for your reference.
