Statement of Need Security Camera System Upgrade

18 July 18

1. Purpose:

The contractor shall be qualified and able provide all personnel, equipment, tools, parts, materials, supervision, transportation, work/repair areas, recycling/disposal of antiquated materials and other items and services necessary for upgrading of the main Security Forces Camera Server, Storage, Core Video Fiber Switch, Emergency Communications Center (ECC) Video Workstation, 3x video monitor mounts, administrative workstation and Installation and configurations of 18 cameras.

Contractor will be escorted by the NCOIC of our Electronic Security System at all times during the upgrade for access to controlled areas.

2. Needs / Requirements:

Installation and configurations of updated server, video monitoring workstation in the ECC, 18 security cameras, as well as installation/mounting of the 3x (already purchased) video monitors.

3. Server Video Upgrade:

Security Forces is currently using a video server that was installed in 2007, which, in today’s standards, is severely underpowered and no longer able to accommodate any additional cameras or workstations. By adding three additional video cards, the ECC will have the viewing functionality that would otherwise not be possible with the current video cards. Cards will need 4K HDMI output (to match video camera formatting), no less than 8GB onboard storage. Server rack mounting will need to allow video cards to be rack-mounted. Three cards are required to match the 3x 4K monitors in the ECC.

4. Storage Server:

Security Forces is currently using a 12TB RAID6 storage by Pivot3. With the current camera setup, we are able to archive approximately 20 days of video before over-writing. With any future camera additions, this length will be severely degraded.

Security Forces needs an archiving server with no less than 48TB to accommodate current setup, as well as any anticipated or predicted upgrades.

5. Network Core Switch:

Located inside secured area of building 900, all of the fiber networks for the camera system come together. Many of the networks are converted from high-speed fiber to a much slower copper network. This is creating a major bandwidth congestion problem where data being sent from the cameras is being lost or delayed. By upgrading to a fiber network switch, these congestion issues will be resolved. Security Forces needs a layer-3 fiber switch with no less than 24x 1Gb SFP ports to reach all of the facilities on base, as well as 2x 10Gb fixed ports to interface with the archiving servers in building 998.

6. Workstation/Viewing Stations:

Installed in the ECC, facing a high graphical load, workstations need no less than Intel Core i7-6700 3.40gHz, no less than 16gb RAM, HDMI video output, Windows 10 Professional, no less than 500gb HDD storage.

7. Cameras:

7.1 Camera 1: Mounted on the RSU on the approach end of 13L (most northern RSU on the airfield). Intended to view the base “north gate”. Due to the location of the camera mounting positions and distance from target (approx. 1700ft), cameras with high resolution and strong optical zoom is required. Camera resolution should be no less than 1080P HD with no less than 18x optical zoom, auto focus, day and nighttime capability (IR illumination), on-board storage (microSD or similar) to ensure network failure protection for recording. IP66 and NEMA 4x rated or greater for outdoor use, H.264 video compression, and power-over-ethernet (POE) power sourced.

7.2 Camera 2: Mounted on the Fire Department, targeting the Security Forces ARMAG (outdoor weapons storage facility). Ultra HD (4K) resolution is required for digital zooming abilities, including wide angle viewing ability. Digital video tracking abilities are required for moving target tracking. On-board storage (microSD or similar) to ensure network failure protection for recording. IP66 and NEMA 4x rated or greater for outdoor use, H.264 video compression, and power-over-ethernet (POE) power sourced.

7.3 Cameras 3, 6, 9, 12: Due to the location of the camera mounting positions and the runway viewing area (approx. 1000ft), cameras with high resolution and strong optical zoom is required. Camera resolution should be no less than 1080P HD with no less than 18x optical zoom, auto focus, day and nighttime capability (IR illumination), on-board storage (microSD or similar) to ensure network failure protection for recording. IP66 and NEMA 4x rated or greater for outdoor use, H.264 video compression, and power-over-ethernet (POE) power sourced. Cameras will be mounted on the runway supervisory units (RSUs). The contractor will have 10 days after award to receive their Flight Line Driving License which will be coordinated through the Government

7.4 Cameras 1, 2, 4, 5, 7, 8, 10, 11, 13, 14, 15, 16: Ultra HD (4K) resolution is required for digital zooming abilities, including wide angle viewing ability, for a combined viewing area of no less than 200 degrees from each viewing point. For example, cameras 2 and 3 need to work on concert with each other, contributing to a combined viewing area.

Digital video tracking abilities are required for moving target tracking. On-board storage (microSD or similar) to ensure network failure protection for recording. IP66 and NEMA 4x rated or greater for outdoor use, H.264 video compression, and power-over-ethernet (POE) power sourced. Cameras 1, 2, 4, 5, 7, 8, 10, 11 will be mounted on the runway supervisory units (RSUs). Cameras 13-16 will be mounted in building 1806 (Control Tower).

8. Networking and Computer Requirements:

Network switches (to be installed RSU #3, 4, 5 and 6 and Control Tower), 1000Mb/sec with managed ports (8 or more) ports, POE+ with no less than 180 watts of power.

9. Viewing Monitors Mounts:

Security Forces has already purchased 3x 55-inch 4K monitors. These will need to be mounted inside the ECC from the ceiling.

10. Existing infrastructure for Compatibility:

100% of the base is running on an IP-based camera system that all feeds back, then recorded into a Pivot3 video archiving system located in the ECC (Fire Department / Bldg. 998) through a dedicated fiber optic network, which is switched in our base communications facility (Bldg. 900). Viewing software currently being utilized is Genetec Security Desk v5.2. Camera models that are already in place are listed below:
