Statement of Need Replace Flooring, Fac. 640 19 July 2016
PART 1 GENERAL
1.1. PURPOSE
This Statement of Need (SON) defines the scope of work to accomplish the replacement of flooring within the Aircraft Maintenance Administrative Building, Facility 640 located on Columbus AFB, MS. The contractor shall provide all labor, material, equipment, management, supervision, coordination and transportation required to accomplish this work.
1.2. WORK SCHEDULE, PLANS, AND WORKING HOURS
Work days for this contract will be Monday through Friday between the hours of 0730 and 1615 (7:30 AM and 4:15 PM). The facilities will be occupied during the hours of work. The contractor shall not begin any work until he/she is 100% material complete. Written permission from the designated Government Representative shall be obtained before making any deviation from the aforementioned schedule.
1.3. AVAILABILITY OF UTILITY SERVICES
All reasonable quantities of utilities will be made available to the contractor. The Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.
1.4. CLEAN-UP
All debris and rubbish not specified to become Government property resulting from the replacement of flooring shall be disposed of by the contractor off Government property. The Government will designate a location for a dumpster, if necessary. Disposal will be in compliance with all applicable Federal, state, and local hauling and disposal regulations. Site clean-up shall occur daily.
1.5. SAFETY REQUREMENTS
Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety Office, Building 926. EM 385-1-1 is available for reference in the Maintenance Engineering Office, Building 385. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards.
1.6. SITE CONDITIONS
A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237-1. Regardless of site visit attendance, contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers.. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of subject work at no additional cost to the Government in accordance with FAR Clause 52.237-2.
The contractor shall accomplish the following:
1. Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furnishing outdoors if needed. The contractor shall reinstall the furniture prior to departing the site at the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all electrical modular office equipment if necessary. All furniture and equipment will be placed back in its original configuration after installation of new materials. The contractor shall visit the site to determe what furniture is in place to determine an accurate cost for the removal and replacement of the furniture.
2. Removal of existing two thousand four hundred eighteen (2,418) linear feet of four (4) inch glued on cove base. Removal of ten thousand nine hundred seven (10,907) square feet of existing glued down carpet. Removal of thirty-five (35) linear feet of glued down edge molding.
3. Prepare ten thousand nine hundred seven (10,907) square feet of existing floor for the installation of new glued down materials.
4. Purchase and install one thousand two hundred twenty (1,220) square yards of new grade carpet tile. The carpet tile shall be twenty-four by twenty-four (24x24) inch square and of commercial grade, minimum twenty-four (24) ounce weight. The color of new materials to be installed shall be selected by the Government upon award.
5. Purchase and install two thousand four hundred eighteen (2,418) linear feet of four (4) inch cove base. The color of new materials to be install shall be selected by the Government upon award.
6. Purchase and install thirty-five (35) linear feet of edge molding. The color of new materials to be install shall be selected by the Government upon award.
