RESPONSES TO QUESTIONS RECEIVED FOR FA3022-11-R0001, SABER:

Question 1: As CAFB has been operating under an existing SABER contract, does the government have, and does it intend to release, historical data concerning the number of task orders, the value of each, the number of task orders that required design services and the value of each task order that required design services from the previous contract?

Response: Keep in mind that the requirements vary from year to year, so past workload is not necessarily a good indicator of the future workload. However, the available information is provided as follows: the number of task orders issued from the previous contract was 41 with an estimated total amount of $10M, actual total amount obligated was $7.5M. Contract was for three years. The design services varied depending on the complexity of the projects. The value of task orders ranged from approximately $1,500 to $1,271,332.

Question 2: As not all task orders will be required to include design according to Section 4, SOW, is it the government’s intention to have the Contractor include design fees in coefficients even though the quantity of such services will be unknown?

Response: This solicitation requires contractor to have design capabilities in accordance with SOW, Section 4.

Design will be required on every task order. The types of design required will vary depending on the complexity of each project. Interested contractors will have to consider this requirement when putting together their proposals.

See FAR 52.236-3.

Question 3: What is the interior material make up around the windows and doors? Is it drywall or another material?

Response: There were different type of materials used based on locations of the doors and windows. This information was available during the scheduled site visit. See FAR 52.236-3.

Question 4: Sample project - Repair doors and windows – Task Order 0001 - This delivery order states that the contractor shall abate all asbestos containing materials associated with window removal. Does the contract assume that the building has tested positive for asbestos and include the asbestos removal in their line items or does the contractor need to include a line item for testing only, with the understanding that if the report is negative, no further work is needed but if positive, additional line items would need to be negotiated for the removal?

Response: See attached asbestos report.

Question 5: Sample project - Repair doors and windows – Task Order 0001 – Are there any existing drawings available to the contract that shows the original installation details of the existing windows that are slated for replacement?

Response: See attached as builts.

Question 6: Sample project – Repair doors and windows – Task Order 0001 – It appears that the windows were originally installed before the brick. If that is the case and the window cannot be removed without saw cutting some of the brick, it will probably be impossible to match the existing brick. Please advice on how we are to handle this if it cannot be matched.

Response: Do not cut brick. Existing brick cannot be matched. No new brick should be used. New window should be flush with existing brick. Contractor shall propose an alternate method.

Question 7: On the bid schedule beginning on page 3 through page 15 of the proposal, please clarify what goes on the following line items: 0001, 1001, 2001, 3001 and 4001.

Response: This is an informational line item and should be left blank.

Question 8: The city cost index is broken down into three columns; material, installation and total. In addition, the indices are further broken down by Divisions and weighted average. Please clarify how the city cost indices will be utilized for this proposal. For example, will the contractor use the separate rates of material and labor per division or total per division? Will the contractor use divisions or use the weighted average of the entire amount? If weighted average is used, will it be based on the separate rates of materials or labor or total for the entire amount?

Response: Once the city cost index is set in the online RS Means program, the cost estimating program automatically identifies the cost for each item.

Question 9: According to Page 5 of the SABER SOW, the contractor will include Division 01000 General

Requirements in their coefficient and therefore excluded from all estimates except for the following sections:

Scaffolding and Scaffolding Specialties 0152123.70 and 015453375, Equipment Rental 015433 and Equipment

Mobilization 015436. We anticipate many of the projects will include working on facilities that will be occupied throughout construction. Therefore, we would request that the Government consider the use of line item 01-56

Temporary Barriers and Enclosures to eliminate the need for those items to be added to the coefficient for all projects. Since all projects may not need these items, it could be a cost savings factor for the government if it was only utilized when needed.

Response: Propose as contract is presently written.

Question 10: What was the total dollar amount of the previous SABER contract and how long was the term?

Response: SABER contract was awarded with an estimated amount of $10 million. Actual amount obligated was

$7.5. Contract was for 3 years.

Question 11: What was the total number of task orders in the previous SABER contract?

Response: Forty one (41) task orders were issued against the previous SABER contract.

Question 12: How many task orders in the previous SABER contract required design to be performed by the contractor?

Response: All task orders issued required design. The design services varied depending on the complexity of the projects.

Question 13: Is Item 0001 on the bid form intended to represent the lump sum cost for the supervision, quality control and project management for the first year of the contract regardless of how many task orders are issued?

Also, the quantity for these items (0001, 1001, 1002, 1003, and 1004) is shows as a lump sum of 100. Is this correct? If so, please explain.

Response: Line Items 0001, 1001, 2001, 3001, and 4001 are for information only – no entry required on these line items. Line items 1002, 1003 and 1004 do not exist. Amount of $5M and quantity of 100 is an estimate for internal office use only. Contractors are proposing coefficients only for the other line items.

Question 14: Please provide a copy of the sign-in sheet from the site visit.

Response: Sign in sheet is not available for release.

Question 15: We respectfully request a time extension of 1 week.

Response: Amendment 2 is being processed due to change in Statement of Work (SOW) on sample project). New proposal due date is 31 May 11.

Question 16. Are any additional design drawings or calculations for the seed project required to be submitted in the proposal.

Response: See Section L(C)Part II.

Question 17: Referring to the coefficient breakdown sheet :

(a) Is column (2) “Unit Price Book Factor” the same as what Means calls the city cost index or location factors?

Response: Yes.

(b) Is column (6) “Subcontractor Costs” intended to be a percentage for overhead on our subcontractor cost similar to columns (5) and (6)?

Response: Column 6 is for Subcontractor Cost if cost is incurred by the prime contractor using any subcontractor to furnish supplies or service while column 5 is for prime contractor labor overhead.

Question 18: Will the contractor be charged for utilities (electrical, water/sewer usage fees) for its field office:

Response: No.

Question 19: May CCAS ratings be submitted with the proposal in lieu of past performance questionnaires?

Response: No.

Question 20: Several items in the SOW are not included in RS means (i.e., ATFP rated windows, polishing of brass hinges and thresholds). How are these items to be addressed in our estimate? If these are considered NPIs, and with

NPIs being negotiated during the term of the contract, how do we address these items in our proposal for the seed project?

Response: Items not found in RS Means will fall under Non Priced Items (NPI). Follow Section 8 of SOW.

Identify all NPIs used with your proposal. SOW has been amended to remove ATFP requirements.

Question 21: Item 4 under the Construction Plan Windows 10 & 11. The plan states, “If necessary, replace concrete sill entirely”. Do we need to figure replacing one sill or both.

Response: Both sills shall be done alike. Either both refurbished or both replaced. Contractor will provide designer’s best practice option. SOW has been clarified/amended.
