About this file

This is a Questions and Answers document for a federal solicitation addressing clarifications on camera maintenance work at Sheppard Air Force Base. The primary scope of work involves supplying and installing one new 16-port Power over Ethernet (PoE) switch to support an existing Avigilon camera system with 15 cameras at Building 1093, 1024 K Avenue, Sheppard AFB, TX 76311. The work is a straightforward replacement installation with no additional wiring, fiber, or high-voltage electrical work required, as electrical power is already provided through existing infrastructure to a standard outlet. Personnel must be qualified technicians with demonstrated experience installing and configuring IP-based security camera systems, though a licensed Master Electrician is not required. The contractor must provide the manufacturer-specified 16-port PoE switch as identified in the contract bid request, along with all manufacturer documentation and device nomenclature upon completion.

Site work coordination is mandatory through the Government point of contact, with personnel information for base access required at least 10 business days prior to the work start date. All work must occur during normal duty hours (0730-1630, Monday-Friday), excluding federal holidays. The contract does not include ongoing preventative maintenance or future support services. A standard commercial warranty for parts and labor is required. The solicitation (FA302026Q0006) is issued as a Request for Quotation for a Firm Fixed Price award, set aside for small business concerns under NAICS code 561621 with a $25.0 million size standard. Questions were due by 12:00 PM CST on February 24, 2026, with solicitation closure at 12:00 PM CST on February 27, 2026.

A4. The item provided under the contract request bid is the required item Q5. Existing Avigilon system architecture and network requirements?

A10. The SOW only references replacement of a single switch in support of the existing system Q11. 2. The PWS references the need for a Master Electrician. Could you please clarify the circumstances under which this would be required? For example, would this only apply if a new power supply installation is necessary?
