About this file

This document is a series of questions and answers (Q&A) related to a Blanket Purchase Agreement (BPA) for the Air Force, primarily focused on procuring various electronic and computing devices. The BPA will allow multiple vendors to provide hardware such as mobile devices (iPads, MacBook Pro, Microsoft Surface), virtual reality equipment, cameras, and desktop/laptop computers. Key details include that this is an Air Force-wide BPA with small business set-aside provisions, and the Trade Agreements Act does not apply due to the small business classification.

The evaluation criteria for awarding the BPA will consider technical capability, price, delivery terms, and past performance, with no specific hierarchy of importance. Vendors are encouraged to quote equal or better specifications for listed items, many of which are end-of-life or discontinued. Product replacement will occur quarterly, contractors must follow FAR 252.211-7003 for asset tagging, and the BPA Awardees will be required to submit updated price lists to the Contracting Officer every quarter. The government will conduct annual reviews of the awarded BPAs and remain aware of market conditions that might necessitate modifying existing arrangements.
