About this file
This document is a Brand Name Requirement Justification Memorandum from the Department of the Air Force Air Education and Training Command, dated 24 January 2025. The memorandum requests six NVG Power Adapters and one Diopter Scope to replace condemned adapters and scope used by 460 Ejection and Non-Ejection Shred students annually. Hoffman Engineering is identified as the sole manufacturer of the ANV-126A NVG testers specified in technical data, with market research confirming no suitable substitute exists due to the specialized nature of the Department of Defense's Night Vision Goggle assemblies. The entire 1P0X1 Career Field uses this specific tester and its components, which align with the curriculum taught in Instructional Systems Technology (IST).
The document includes two additional indorsement pages with digital signatures from the Contracting Officer and the Chief of the Base/Specialized Acquisition Team, who have reviewed and approved the brand name justification. The memorandum provides contact information for TSgt Benjamin Ammann for any questions or concerns, and is signed by Major Alexandra P. Gegen, Commander of the 361 TRS/CC unit.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
24 January 2025
MEMORANDUM FOR 82 CONS/PKA
FROM: 361 TRS/CC
SUBJECT: Brand Name Requirement Justification
1. Description of the Supplies/Services: This requirement is for a quantity of six NVG Power Adapters and one Diopter Scope to replace the respective condemned adapters and scope that have been removed from service. These ANV-126A NVG testers are used by 460 Ejection and Non-Ejection Shred students annually.
2. Efforts to Obtain Competition: Hoffman Engineering is the only company that constructs the tester that is directed for use within our technical data (12S10-2AVS9-2, Table 2-2).
3. Market Research: Research was conducted to review the availability of a suitable substitute to be used in place of the requested items. There is no suitable substitute for these items due to the specific nature of the items that they are used with. The Night Vision Goggle assemblies that are used by aviators in the Air Force are particular to the DOD. They do not mirror any commercial night vision products and can only be tested with the specific ANV-126A Tester created by Hoffman Engineering.
3. Other Factors: In further, the entirety of the 1P0X1 Career Field uses this tester and its specific components and aligns entirely with the curriculum written and taught in IST.
4. If there are any questions or concerns, please contact TSgt Benjamin Ammann at 736-3413 or at benjamin.ammann@us.af.mil.
